Dear Governor McCrory:
We note with interest that you are authorizing North Carolinas Department of Motor Vehicles to issue
driver licenses to the children of persons who entered the United States illegally. While we commend
your humane intentions and the public safety gains this policy may bring, we implore you to make sure
the policy does not open a new door to wholesale voter fraud.
It is well documented in other states, California chief among them, that driver licenses are the first step
for those seeking unlawful citizenship. For (I-9) documentation purposes, many have been known to
leverage their new state-issued ID card by then obtaining a voter registration card. The next consequence
is what some claim are millions of California voters who are not US citizens. We detected a similar trend
in Wake County last year, but could not extend the research statewide after the NC Administrative Office
of the Courts (AOC) found a way to deny us access to the critical information needed for our research.
But based on preliminary findings, we have every reason to believe that (with proper access) we could
easily prove there are already tens of thousands of non-US citizens on North Carolinas voter rolls.
Therefore, we urge you to stand strong in issuing identifiably distinct DMV documents for non-US
citizens as a means of de-linking the chain of events that converts a misleading government ID card into a
valid voter registration card. Whether the DMV document is pink, red or some other color, we ask that
you require these new licenses to be prominently emblazoned with non-citizen status markings, in a
fashion similar to (but not the same as) the licenses issued to beginner drivers. The licenses should be so
clearly identifiable that no ill-informed election board employee in this or any other state could possibly
mistake the new ID card for some sort of proof of citizenship.
As you well know, public trust in the electoral process is one of the cornerstones of our constitutional
government; and unless this driver license policy is handled correctly, it could erode that precious equity.
So while you are taking action to improve public safety, we ask that you not lose sight of the other vital
priority: Our elections must be conducted in a way that affirms public trust in the process.
