Radio Resource Management ‘The RRM function manages the allocation and usage of air interface resources, ensures the QoS of the system, obtains the planned coverage, and increases system capacity. The RRM function includes radio measurement, AC (Admission Control), LC (Load Control), PC (Power Control), HC (Handover Control), DRBC, congestion control, code resource management, and load balancing Radio Measurement Function The radio measurement function is designed to measure the qual- ity of the radio channel, including the receiving signal strength of ie ‘Confidential and Proprietary Information of ZTE CORPORATION TIER Chapter 3 Services and Functions the serving cell and its adjacent cells, the error bit rate of the serv- ing cell and its adjacent cells, the receiving interference level, and the total DL transmitting power and range, Doppler offset, and synchronization status of each cell. Measurement results are used for the handover judgment, admission control, and load control. AC Function The admission contral (AC) function is designed to: = Admit new services as many as possible to make the most of system resources and ensure the QoS when there are enough resources; and = Reject new service requests to avoid system overloading and keep system stability when the requested resources for cell services (such as the access of new services to a cell, rate increase of DCH PS services, FACH-DCH service switchover, and DCH-HSPA switchover) exceed the available resources. ‘The service requests include RRC connection setup, RAB setup, RAB modification, SRNC relocation, lur-interface handover, intra~ RNC handover, and dynamic channel allocation. After the RNC re~ ceives any of these services, it will select the transport channel according to service attribute and equipment capability before de- ciding whether to admit the service according to the requested re- sources and the occupancy rate of the target channel in the serving cell, so that it can prevent resource shortage or cell overloading The RANs provided by ZTE Corporation carry out priority-based admission control, which enables those users and services with high priority to obtain more system resources and higher QoS. LC Function LC function is to monitor the loading of the system. When the system is nearly overloading or already overloaded, LC helps the system to come back to the stable status smoothly. When the system is in stable status, LC controls the services to achieve the better QoS services, such as, obtaining the higher rate or trans- mission reliability. PC Function ‘The power control (PC) function includes the DL open loop power control, power balance, UL outer loop power control, UL open loop power control. = DL open loop PC is that ZXWR RNC sets the initial transmission power for the BTS DL channel according to the UE DL measure- ment report. ‘Confidential and Proprietary Information of ZTE CORPORATION 13 2XWR RNC System Descrintion TIE Power balance is that ZXWR RNC balances the transmission power of several DL radio links when realizing the balancing macro diversity. Power balance helps to eliminate power float ing = UL outer loop PC is that ZXWR RNC sets the quality target value for Node 8 UL inner loop PC by monitoring the difference between the actual quality in the transmission channel and the fluttering on QoS. UL outer loop PC helps to control the UL radio channel quality. = UL open loop PC is that, in the case of random access, ZXWR RNC sets the initial transmission power for UE according to the UE measurement report. = DL outer loop PC is that UE sets the quality target value for its DL inner loop PC by monitoring the difference between the actual quality in the transmission channel and the fluttering on QoS. ZXWR RNC sets some parameters used in DL outer loop Pc HC Function The handover contral (HC) function is to manage the mobility on radio interfaces. It is based on radio measurement, ensuring the QoS of the CN, It includes the following types. = Intra-RNC soft handover The intra-RNC soft handover refers to the soft handover be- tween Node 8s under the same RNC. = Intra-RNC softer handover The intra-RNC softer handover refers to the handover between multiple cells under the same Node B. Those cells that are linked with the same UE at the same time form a macro di- versity. = Inter-RNC soft handover The inter-RNC soft handover refers to the soft handover be- tween sectors with the same frequency under different base stations, or between Node 8s under different RNCs. The soft handover between RNCs can only be achieved through the Iur interface = Intra-RNC hard handover The intra-RNC hard handover refers to the hard handover be- tween Node Bs under the same RNC. = Inter-RNC hard handover The inter-RNC hard handover refers to the hard handover be- tween Node 8s under different RNCs = Reverse handover The reverse handover refers to the handover controlled by the UE in the case of configuration failure and harsh radio envi- ronment, such as CELL UPDATE and URA UPDATE. It includes intra-RNC reverse handover and inter-RNC reverse handover. 20 ‘Confidential and Proprietary Information of ZTE CORPORATION TIER Chapter 3 Services and Functions SRNS re-positioning ‘The SRNS re-positioning refers to the transfer of the Iu-inter- face connection from the SRNC to the DANC after all radio links are transferred to the DRNC. Inter-system handover ‘The inter-system handover refers to the mobility management of the UE from a radio access system to another, that is, from the UTRAN access system to the GERAN system. For this func- tion, the UE must support WCDMA and GSM, and the GSM system must provide the corresponding functions to support inter-system handover. Change of HSDPA and HSUPA serving cell There is only one serving cell when HSDPA or HSUPA is used. In intra-system soft handover, if there is any HS-PDSCH be- fore and after the handover when the best cell changes, the HS-PDSCH serving cell will change. In hard handover, if there is any HS-PDSCH before and after the handover, the HS-PDSCH serving cell must change DRBC Function ‘The DRBC function helps ZXWR RNC to allocate the resources rea~ sonably according to users’ requirements and the occupancy of system resources during system operation to make full use of the bandwidth. The DRBC module dynamically adjusts the bearer channel and real-time rate of PS and CS services, maximizes the use of system radio resources, and ensures system stability and QoS The DRBC includes: Initial channel allocation, which refers to the channel allocation and rate configuration according to the service requirement land system status when a channel is initially established. It includes the channel allocations for signaling, initial services, and concurrent services Channel transfer, which refers to configuring proper transport channels according to the actual rate of PS services. If the rate of PS services changes, the channel will also change. In the rate monitoring of PS services, when the bandwidth occu- pied by the data traffic of a UE is lower than the bandwidth allocated to the UE by the system, the system will reduce the allocated bandwidth to spare more resources; when the band- width occupied by the data traffic of the UE is nearly reach its allocated bandwidth, the system will increase the allocated bandwidth to avoid affecting the services of the UE. During con- versations, the DRBC function will make real-time bandwidth adjustments and inter-channel handovers according to mea- surement results, Conversational CS services use downlink DCHs and uplink DCHs. Streaming services use DCHs. Inter- active and background services use FACHs and DCHs. Channel transfers from PCH to DCH are not supported, but status trans fers between PCH, FACH and DCH are supported. ‘Confidential and Proprietary Information of ZTE CORPORATION 2. 2XWR RNC System Descrintion TIE Congestion Control Function The congestion control function can re-allocate the radio resources of the system and take a string of control measures based on ser- vice attributes to relieve the congestion in the system, increase call completion rate, and reasonably use system resources for services of different priorities When the uplink or downlink loads approach or exceed the admis- sion control threshold, new service requests cannot access the sys~ tem due to resource shortage. This results in congestions, which need the RNC to carry out congestion control. These service re- quests include RAB setup, RAB modification ar negotiation/re-ne- gotiation, SRNC incoming relocation, cross-Iur interface RL setup, intra-RNC handover (incoming handover), incoming inter-system handover, inter-frequency handover (incoming handover), inter- RNC soft handover (incoming handover), two times of RAB setups for the same user, and service rate increase triggered by dynamic radio bearer adjustment, When a congestion occurs in the system, the resource preemption function can be activated to differentiate high-priority users and increase call completion rate. This function includes the following two aspects: = Forced release, which means that high-priority services can release low-priority services by force and preempt the re- sources of low-priority users to differentiate services among these users = Rate reduction, which means reducing the data rate of the on- line users to increase call completion rate Code Resource Control Function The code resource control function refers to dynamically allocating downlink channelized codes to calls according to a certain standard to make the most of code resources and improve system capacity. During service setups, the RNC calculates the SF based on the ser- vice rate and allocates channelized codes accordingly. After a ser- vice is released, the corresponding channelized code should also be released and allocated to other users. For every cell, the RNC maintains a channelized code table that records the status of each code, such as idle, allocated, or shielded. When code resources are allocated, the shielding of idle code resource blocks in code allocation should be minimized When HSDPA and R99 services use the same carrier frequency, the traffic of HSDPA services in each cell is affected by the number of HS-PDSCHs, namely, the number of codes that are allocated to the HS-PDSCH and whose SF is 16. ZTE RNC can statically or dynamically allocate the number of HS-PDSCHs. The dynamic allocation can reflect the change of system loads more flexibly and quickly. 2 ‘Confidential and Proprietary Information of ZTE CORPORATION TIER Chapter 3 Services and Functions Load Balancing Function Load balancing includes intra-system load balancing (load-based and service-based inter-operations between multiple carrier fre- quencies) and inter-system load balancing. It helps to effectively use system resources and improve system capacity and QoS by reasonably distributing traffic among cells according to intra-cell loads and inter-cell adjacent relations. ‘The preferred frequency selection function decides whether to sup~ port HSDPA or HSUPA for all cells, and decides to preferably accept Speech services, data services, or all services. During RRC con= nection setups, RAB assignments, handovers, cell re-selections, and channel transfers, the RNC will select a proper cell as the tar get cell for access or handover according to the service type and UE capacity. ‘Through the RNC, users can set various attributes to different cells, for example, setting some cells to only support HSDPA services instead of R99 services; that is, only HS-DSCH-borne services, instead of DCH-borne services, can be used With the HSUPA capability, the RNC supports the load balancing of HSUPA services between multiple carrier frequencies in the UMTS network or between the UMTS and the GSM. User Data Transmission The user data transmission includes the signaling data trans- mission and the user data transmission, implementing the IUUP/RLC/MAC/FP processing. ZXWR RNC contains the functions of the data encryption, Mac-C and Mac-hs streaming control. ZXWR RNC provides the end-to-end data transmission for users. ‘Confidential and Proprietary Information of ETE CORPORATION 23 ZXWR RNG System Description TIE This page is intentionally blank, 24 Confidential and Proprietary Information of ZTE CORPORATION Chapter 4 Compositions Table of Contents Logic Compositions Hardware Composition: Software Composition $865 Logic Compositions Logic Structure ‘The logic structure of ZXWR RNC is as shown in Figure 4, FIGURE 4 ZXWR RNC LOGIC STRUCTURE GPS antenna ° E -|m|4-|m M s conde: STM ==) FEIGE Ethem Legends: ame EVI 4485 monito Logic Unit Allocation of ZXWR RNC System Functionally, ZXWR RNC falls into six parts: access unit, switch unit, processing unit, operating & maintenance (0 & M) unit, pe- ripheral monitor unit, and OMM. Netnum en NMS can be installed at the local or at the remote. When ‘operating, the user can directly connect to the NetNument NM server through the IP network on the NetNumen client no mat- ter where he is. Through the IP network, Netnumen NMS can access the telecommunication systems of different types, such as, WCDMA, TD-SCDMA, and GSM. Therefore, through the NetNumen NMS, users can configure and manage multiple NEs on different network systems. O nore: It is recommended that the common user uses the NetNumen NMS and the superior user uses the OMM NMS At present, the common-used NM networking mode is as shown in Figure 8 ‘Confidential and Proprietary Information of ZTE CORPORATION 53 2XWR RNC System Descrintion TIE FIGURE 8 NM NETWORKING PLAN RNG lub,lur Interface Networking Mode Transmission Networking Mode Based on ATM Switch With the existing ATM network, the operator can access ZXWR RNC directly via ATM STM-1 interface, as shown in Figure 9 FIGURE 9 ATM-BASED NETWORKING - oO Transmission Networking Mode Based on SDH The networking of the narrowband €1/T1 interface, CSTM-1 inter- face, and CSTM-1 interface that the SDH transport network pro- vides is as shown in Figure 10 54 Confidential and Proprietary Information of ZTE CORPORATION TIER Chapter 6 Netw erking FIGURE 10 SDH-BASED NETWORKING ib C. e RNC Transmission Networking Mode Based on IP ZXWR RNC interconnects with IP backbone network via the in- terface shelf. If the IP backbone network directly provides GE high-speed interface, the operator can either directly access ZXWR. RNC resource shelf or select other suitable access mode, as shown in Figure 11 ‘The VLAN technology helps to effectively isolate the broadcast storm on Ethernet, Meanwhile, with BNAS being set on the net- work, ZXWR RNC can implement such functions as authentication and Security control, FIGURE 11 IP-BASED NETWORKING Hybrid Transmission Mode By site, some sites can use IP network and others use the tra- ditional SOH transmission. By service, some circuit services use SDH network and others use IP backbone network, It is as shown in Figure 12 FIGURE 12 HYBRID NETWORKING o © spi Transport) Network IP/MPLS Transport RNC Network reve ‘Confidential and Proprietary Information of ETE CORPORATION 55 2XWR RNC System Descrintion TIE lub Interface Networking Mode ZXWR RNC supports multiple networking modes. In terms of Iub interface networking topology, ZXWR RNC supports star networking, chain networking, ring networking (with the sup~ port of transmission network), and hybrid networking. Star Networking Mode The star networking mode of ZXWR RNC is as shown in Figure 13 In the star networking mode, ZXWR RNC connects to each Node B directly. Node B serves as an end equipment. This networking mode is very simple and convenient for maintenance and eng neering services. As signals are transmitted through fewer inter- mediate links along the path, the reliability of transmission line is high. This networking mode is generally applicable to urban areas with dense population. FIGURE 13 STAR NETWORKING MODE Chain Networking Mode The chain networking mode of ZXWR RNC is as shown in Figure 14. FIGURE 14 CHAIN NETWORKING MODE 536 Confidential and Proprietary Information of ZTE CORPORATION TIER Chapter 6 Netw erking In the chain networking mode, signal passes through more links, so the line reliability is poor. This mode is applicable to areas with zonal distribution and sparse population. This mode is cost effec- tive and utilizes few transmission devices. The chain networking mode is applicable to one site with multiple Nodes 8 In actual application, because the sites are sparse, the transmis- sion devices are generally required between ZXWR RNC and Nodes 8 to serve as intermediate connections. Commonly-used trans- mission media include microwave, fiber, HDSL and coaxial cable. Ring Networking Mode The ring networking mode of ZXWR RNC is as shown in Figure 15. FIGURE 15 RING NETWORKING MODE ZXWR RNC O nore: ZXWR RNC nd Node B cannot realize the ring networking mode themselves, They must depend on a transmission device for the ring networking mode The ring networking mode involves two sets of active/standby links. Every node on the ring has two upper-level nodes, which increases the link reliability. Ifa site is damaged or a link fails, its lower-level node can select another link as the active link Hybrid Networking Mode of Star and Chain The hybrid networking mode (star and chain) of ZXWR RNC is as shown in Figure 16. ‘Confidential and Proprietary Information of ETE CORPORATION 57 2XWR RNC System Descrintion TIE FIGURE 16 HYBRID NETWORKING MODE (STAR AND CHAIN) The hybrid networking mode with multiple topologic structures has following advantages 1. Itis easy to suit the current networks of the carrier, so that the carrier can make full use of the current network at the early stage of WCDMA network construction. Carriers can save the construction cost, step up the construction speed, and seize good business opportunities. It supports the network construction in areas with complex landforms, Since Nodes B of UTRAN part are widely distributed and scattered, the hybrid networking mode provides more flex- ibility to the network construction and reduces the complicacy. 3. It facilitates the form of abundant transmission routes and en- hances robust of the network. lu Interface Networking Mode Iu interface is between ZXWR RNC and MSC/SGSN/MGW, support- ing ATM protocol and IP. With MSTP technology, ATM VP-Ring can be formed which can perform both the convergence and the statis~ tics, which can transmit the service from ZXWR RNC to MSC/SGSN with high efficiency. In addition, the ring protection function can enhance the transmission reliability. The Iu interface networking mode is as shown in Figure 17 38 ‘Confidential and Proprietary Information of ZTE CORPORATION TIER Chapter 6 Networking FIGURE 17 IU INTERFACE NETWORKING sos ion RNC (Confidential and Proprietary Information of ZTE CORPORATION 59 ZXWR RNG System Description TIE This page is intentionally blank, 50 Confidential and Proprietary Information of ZTE CORPORATION Chapter 7 Reliability Table of Contents Hardware Reliability Designs... Dual-way cabling is used inside all racks. The control-plane boards are in active/standby working mode and the user-plane boards have a redundant resource pool. Interface boards are in 1+1 or load-sharing working mode. Therefore, the whole system can stil run normally even when a piece of hardware fails in the RNC. Backup Mode Classification To ensure the reliability, the key boards of ZXWR RNC provide three backup modes: 1+1 backup mode, 1:1 backup mode, and load sharing mode. = 141 backup 1+1 backup is the M/S backup. In this mode, only the master board is in working status. For the boards to be master and slave to be each other, only the master board can bear services, including the access and processing. The slave board does not bear any services. When the master board gets faulty, the system performs the M/S switching immediately, The slave board switches into the master board and the master board switches into the slave board, The system functions will not be affected, = 1:1 backup At the same time, only the master board can deal with the data and the interface units can be located on the salve board. When the master board gets faulty, the system performs the M/S switching immediately. The previous slave board starts to deal with data. The previous master board switches into the slave board and deals with the interface. ‘Confidential and Proprietary Information of ZTE CORPORATION 61 ZXWR RNC System Description THEN = Load sharing Load sharing mode is to back up the service data running on the board That is, when the service is running, the related service data is distributed on several boards evenly. When one board gets faulty, the service data can be shared onto other service boards quickly. The service operation will not be affected. Except exter- nal operation and maintenance ports, the internal communication of the whale system is completely separated from external net- works. The system has built-in firewall software that protects ex- ternal operation and maintenance ports and automatically detects and prevents attacks. The operation and maintenance subsystem features a strong authentication design that enables users to ob- tain authorities corresponding to their respective user names and passwords. ZTE Corporation's software has a powerful error tolerance capabil- ity, which enables the following functions. = The software can automatically detect the legality of the data configured by users, rejects illegal or unreasonable data con figurations, and ask’ users to make corrections. = The software can back up key versions or data and automati- cally roll back such versions and data in case of loading failure. = When running, the software provides such functions as watch- dog. Ifinfinite loops or other errars occur during software run- ning, the software can automatically restart the board and re- cover working. Meanwhile, the black box function will record these errors for future analysis and handling = The software can automatically detect ports, links, or software and hardware faults according to hardware backup, and start or activate backup units to ensure the normal running of the system es ‘Confidential and Proprietary Information of ZTE CORPORATION TIER Chapter 7 Reliability EMC EMC is mainly used for the shielding and grounding of the rack and the subracks. The shielding is designed according to the sub- rack level. When the frequency is between 30 MHz ~ 1 GHz, the min shielding characteristics are designed as 40 dB. The cabinet contains the complete structure even when the shielding materials are not installed. ‘The subracks must contain EMC shielding, so the surfaces are very special, All are performed by electrolytic materials, ensuring the well conductivity of the whole subrack. The joints of the sub- rack with the plugging component, and the plugging component with the plugging component are conducted with the conductive springs, to eliminate the long gaps. Anti-static grounding device is installed on the subrack, connecting the subrack with the shelf, to ensure the grounding. Whole-Equipment Heating Heating ‘The subracks consume large power, so to dissipate the heat, blow inside the cabinet and wind at the top. The air goes in at the bottom and goes out at the top. The heat is dissipated forcedly. The air inlet is close to the ventilation hole at the bottom of the front/rear door, where the dustproof measures are taken. There installs a group of fans on the rack, blowing to meet the ventilation on the rack Heat Dissipation ‘The heat dissipation of ZXWR RNC is as shown in Figure 18 ‘Confidential and Proprietary Information of ZTE CORPORATION 65 ZXWR RNG System Description FIcuRE 18 ZXWR RNC HEAT DISSIPATION 4b (Tl fel (a + wy at TIER ee ‘Confidential and Proprietary Information of ZTE CORPORATION Chapter 8 International Certificates Table of Contents TUV Certificate n..csossossessesseseseetsessetsieneneinensasassassssasss 67, CE Certificate .csccscsssssesserseinersenniininnininiree 88 TUV Certificate ZXWR RNC products have passed TUV authentication.
