1.- Open a command prompt (search cmd) and open as administrator
2.- Copy these commands and press enter, one by one:
ipconfig /flushdns
cd/
netsh int tcp show global
netsh int tcp set global chimney=enabled
netsh int tcp set global autotuninglevel=normal
netsh int tcp set global congestionprovider=ctcp
netsh int tcp set global dca=enabled
netsh int tcp set global ecncapability=enabled
netsh int tcp set global timestamps=disabled
netsh int tcp set heuristics disabled
in windows 8 and 8.1
download registry from:

run this file and add it to the registry
restart
then open a command prompt (search cmd) as administrator and use this command:
set supplemental congestionprovider=ctcp
then finally run this command: netsh interface tcp show global
test your internet speed again at http://www.speedtest.net/ or http://www.bandwi

if an error appear, you have to install gpedit.msc

If you have Windows 7 x64, 8 or 8.1:
You must go to the SysWOW64 folder and copy the GroupPolicy, GroupPolicyUsers fo
lder and the gpedit.msc file into the System32 folder.
they are in c:windows (SysWOW64 and System32 folders)
run gpedit.msc
go to administrative templates, then network, then QoS packet scheduler, and the
n double click on "limit reservable bandwith"
enable it, and set it on "0"
