(RD) No. 1940/2012/H,Edn Dated, Thiruvanany \ : fications 7 / / / 1B.09-2012 Read:- (i) G.O(P)389/10/H, Edn, dated 7,12,2010 (ii) Letter no. 12/4216/10. dated 09.05.2012 received from. the Director of Technical Education, Thiruvananthapuram, ORDER 1 Government have revised the pay scales of the “Teachery covered under AICTE scheme as per G,O(P) No. 389/2010/H.Edn dated 07.12.2010. The DTE in letter read as second paper above has requested certain clarifi¢ations in the following clauses, Government have examined the matter in detail and are pleased to issue clarifications with regard to the implementation of Career Advancement Scheme as follows, L Clauses 6.1.5,6.1.7 and 6.112 > Placement as per these clauses of SAalses 6.15,.6.1.7 and 6.1.12 G.O (P) No. 389/2010/H.Edn dated 07.12.2010 wili be effected up to 06.12.2010 as it is and without any Preconditions, as alveady mentipned in Clause 6.1.21 of the saidG.O t. Placement as ber the above clauses from and after 07.12.2010 subject to the following conditions. will be a) Completion of Short Term Courses/Refresher Courses for a ‘oral curation of minimum 20 days, organised by TEQIP/ DTE / Industry Interaction Programme/GCE or courses organised by the Universities JAIC UGC, within the period, Each course should be of minimum 3 days dbration”” b) They have to present or publish at least two [papers in International Conferences/National Conferences/ National International Journals within the period. A selection commlttee will scrutinize the applications and if necessary will conduct interview, bsed on the stipulated conditions mentioned under Clause 6.1.17, ‘The selection committee shall consist of L Principal Secretary to Government, Higher Education Department, Government of Kerala. 2. Clauses 6.1.1, 6.1.2, 6.1.3, 6.1.4, 6.1.6, 6.1.9, 6.1.10 & 6.1.11 willl be granted automatically on completion of the said period of service and withbut any other preconditions. VIII. AIT dhe applicants claiming placements on or after 7/12/2010 as per Clauses 6.1.5, 6.1.7, 6.1.12, 6.1.13, and 6.1.14 and advance increment as per clause 8 will have to submit their applications to the Director of [Technic Education through their head of institution along with the following ddcuments. 1. Copy of PSC advice. (For Goverament Colleges) 2. Copy of appointment letter 3. Copy of Approval under Direct Payment Scheme in all Posts. (Hor Aided Colleges.) Copy of declaration of probation in all posts, Copy of certificates of qualification Copy of certificate of short term courses/Refresher Courses atter\ded 4 5, 6. 7. Self appraisal for the period 8, Student evaluation for the period 9. Copy of the proof for claim of credits for placements as per Clause 6.1.13, 10. Other relevant documents, if any Applications will be processed in the Directorate of Téchnical Education/Regional Directorates, as the case may be, after verification} of the Service Card issued by the Accountant General in the case of Govt. College Teachers and Service Book in the case of Aided College Teachers and the Proposals submitted will be scrutinized by a committee consisting |of the following members and orders issued by the Director of Technical Education, This committee will meet once in six months or as directed by the Director of Technica) Education to scrutinize the Proposals submitted by the Directorate/Regional Directorates. Members of the scrutinizing committee, 1. Director of Technical Education 2. Senior Joint Director (ECS) for placements in Government Colleges OR Joint Director (IC) for placements in Aided Colleges. 3. Deputy Director (P&T) 4. Senior Administrative Officer for placements in Governmen Colleges OR Accounts Officer (DP) for placements in Aided Colleges. 5. An officer not below the rank of Under Secretary Higher Education Department, Government of Kerala. IX, All these are only placements under Career Advancement ScHeme and Promotion and appointments to sanctioned posts of Assistant Hrofessor, Associate Professor, Professor etc., will be done purely based on {he State Government Rules, Prevailing from time to time. X. Any placement given after 07/12/2010, without satisfying te above conditions will be liable for scrutiny. They will also be given a grade period ‘upto 31/03/2014 to satisty these conditions. Those who fail to satidfy these conditions and prove this before the committee will be reverted back to their original position with retrospective effect and they will have to remit pack the whole excess amount claimed by them because of this placement from|the date of placement itself. Any relaxation to the time limit herein will bp at the discretion of Government. XL As per clause 8 of the said G.O, the teachers are eligible for the behefits of advance increments on possessing/acquiring M.Tech/Ph.D. This will edme into force only with effect from 01/09/2008 as per clause 4.1 of the said G.O} In this Case, the issue regarding the date of the provisional/degree certificate of date of Conduct of ¢ valuation of the thesis, as the case may be, by the ingtitution concerned will be reckoned as the date of the acquiring of the qualificati¢n and the benefits will be limited to those who acquire the respective qi alification or after 01/09/2008.
