What Does a City Manager Do?

Robert Baldwin possesses more than three decades of municipal


leadership experience. Over the course of his career, he has
overseen city budgets, proposed new ways to assess property
taxes, and created jobs. As the city manager of Dania Beach in
Broward County, Florida, Robert Baldwin worked with Mayor
Walter Duke to appoint Capt. Kevin Granville, a veteran of law
enforcement, as the head of the districts sheriffs office, as
reported in 2013 by the Sun Sentinel. What else does a city
manager do?
Appointed by the elected city commission, the post serves as an
administrator and enforcer of policies. In addition to being directly
involved with municipal departments, he or she manages and
prepares the budget and collaborates regularly with government
officials to ensure the municipality fulfills its public duties. The
positions direct reports include the heads of each department,
including police, parks and recreation, and transportation.
Depending on the size of the municipality, the post may assign the
leaders of each department. An undergraduate or graduate

degree in public administration, or a related field, is often required


to fulfill the post.
