Schrieks Date: January 5,2015, ‘Questions asked during December 16, 2015 Counell Meeting ‘On December 16, 2015, at the Mayor and Council's Regular Council Meeting, Mr. [Ryan Curioni asked the following questions in regard to the Lodi Drug Alliance 2014 Grant Services | would like these questions answered in Memo Form and forwarded to me before the next Public Council Meeting scheduled for Tuesday, January 20, 2015. There is no need for anyone from the Commitee to attend [Ryan Curioni- 76 Liberty Street, Lodi, Mr. Curioni asked questions regarding the Consulting fees paid to Mr, Joseph Liesta for grant services as Grant Coordinator for the Lodi Drug Alliance on invoice for the 6* quarter: Questions listed below: (1) What time period does your 6 quarter cover? @) How many Municipal Alliance meetings did Mr. Licata consult during the 6" quarter? (@) Why a public notie is not advertised forthe meeting? He stated there was never a public notice for any meetings and there are no minutes. He stated this isa violation of the Open Public Meetings Act. He asked if they will be advertising a publie notice inthe future. (@) Can you post the completed 6" quarter financial report on the Borough website? (6) On the June 10" invoice, Mr Lienta submitted TIPS training he attended on ‘June 25" and June 26" (two weeks later than invoice date). Why should he be paid for attending training held two weeks later than invoice date? (© When and where did TIPS training take place? () Don't you think Mr. Licata should return his consulting fees? (8) What does training for those serving aleohol have to do with him doi paperwork for the committee? Why would Lodi pay Mr. Licata for TIPS ‘raining? Please let me know if ‘you need any additional information. 4, What time period does your 6" Quarter Cover? The municipal allance program prior to 2014 operated financially based on a calendar year. in 2014 GCADA (Governor's Coundl on Alcoholism and Drug Abuse, which is the State of Ni) decided to change all municipal alliances to a Fiscal Year beginning July 1 2014. In order to transition the alliances toa Fiscal Year in July 2014, when grant funds ‘were usually awarded in January, the months of January ~June 2014 were added to the previous Grant Cycle for Calendar Year 2013. The State Awarded Alliances 50% oftheir 2013 grant award to cover the 6 month time period from January ~ June 2014. ‘Therefore, the State considered January 1, 2013-June 30, 2014 to be the CY2013 Aliance Grant Cycle. And so, this created 6 quatters for which the Lodi Drug Alliance had to report on to the County of Bergen. Here is the schedule of Quarters for the 2013CY Grant Cycle: ‘Quarter #1- January 1, 2013-March 31, 2013 ‘Quarter #2- April, 2013-June 30, 2013, ‘Quarter #3-July 1, 2013- September 30, 2013, ‘Quarter #4- October 1, 2013- December 31, 2014 ‘Quarter #5-January 1, 014- March 31, 2014 Quarter #6- April 1,2014- June 30, 2014 PLEASE REFER TO ATTACHMENT # FOR SUPPORTING DOCUMENTATION. 2. How many Drug Alliance Meetings did Mr. Licata consult during the 6" Quarter? Two 3. Why a public notice is not advertised for the meeting? The NI Open Public Meetings Act states, “The law applies to any public body of the state, county, or municipal level of government that has legal authority to vote on public ‘matters or to spend public funds.” The Borough of Lodi and the Mayor and Council vote (on and/or approve all spending and provide endorsing resolutions for grant awards at its public meetings. ‘The Lodi Drug Alliance is @ committee. itis not @ governing body. We have never advertised our meetings, and I have never been told that such advertisement is necessary. ‘As a committee, we do not keep minutes, but rather use our action plan as a means for discussion. We have no plans to advertise meetings in the future, nor do we wish ta Incur such a cost to advertice in 2 newspaper. 4. Can you post the completed 6” quarter financial report on the Borough website? The Drug Alliance does not have such access. 5. On June 10" invoice, Mr. Licata submitted a TIPS training he attended on June 25° and June 26" (two weeks later than invoice date). Why should he be paid for attending a training held two weeks later than invoice date? IMr. Licata DID NOT receive any additional payment for attending the TIPS training. ‘This training was paid by scholarship from the Bergen County Alance (See attached). He received a $350 payment for completing all quarterly grant reports and coordination, Which is an unchanged amount for the 2013CY Cycle. Mr. Licata lists all of his liance related activities on his invoices for reference, whether paid of not. See included Invoices from C2023 Cyele. ‘The invoice was submitted by Mr. Licata on June 10", because it was the final month of the quarter and of the grant cycle. At the conclusion of the grant cycle, the Bergen County Aliance Coordinator must receive paid check #'s and dates to close out the grant ho later than July 31%, Since it often takes atleast a month for the Borough to Approve Bills and then cut checks, invoices were submitted in the beginning of June to meet the Fequited reporting deadline of July 31" + When and where did the TIPS Training take place? June 25 and 26, 2014 ‘One Bergen County Plaza Don't you think Mr. Licata should return his consulting fees? No What does training for those serving alcohol have to de with him doing paperwork for the committee? Why would Lodi pay Mr. Licata for TIPS training? Bartenders and ‘others civic organizations receive TIPS training for their employment. ‘Mr. Licata attending the TIPS training at the request of the Lodi Drug Alliance Committee and the Bergen County Municipal Alliance Coordinator. He DID NOT attend the training that a bartender or a beverage server would receive; he attended a training ‘to become certified as a trainer of the TIPS program. Therefore, Mr. Licata gained knowledge for future grant applications, can provide TIPS training to bartenders and servers, and is working with the County Alliance to hold a certification session, L001 DID NOT PAY MR. This change necessitates the extension of the current grant year, orginally scheduled t terminate on December 31,2013, for an ‘adeitional sie months until June 30, 2014. inorder to ensure continuity in program activity and funding, {addtional funding in an amount equal to 50% ofthe municipality's 2013 allocation will be granted to extend already approved municipal aliance programs for this si-month period from January-June 30, 201. ‘The Governor's Councils committed to making ths one-time transition as streamlined as possible for ‘the Municipal Alliances. In lieu of ull update application package, GCADA will require the fllowing: ‘© Amended Form 1 ‘© Amended Resolution ‘© Budget modification for changes to programs already approved for the 2013 grant term or for new programs. Form 1 and the resolution must include the 2013 award plus the SO% extension funding forthe sx ‘month period. For example, fan Alliance received $10,000 In DEDR funds forthe January 3- December 31, 2013 grant yar, the Alliance willbe granted an adetionl $5,000 in DEDR funds (SOK ofthe orignal 2013 award) so the resolution will show the extension amaunt as $5,000 as wellas the requited 25% ‘ash match and 75% in-kind total. The fllowing guidelines appl ‘DEDR Funding: ‘Moving funds withia an epproved program-Modifications to an approved budget that reallocate DEDR funds within the same approved programyintervention, and that do not change the program intent, may be approved by the county without prior GCADA approval. This addendum will increase the maximum agreement by $5838, resulting in « maximum agréement amount of $17,515 and will extend the time frame ofthe contract by six months for tolal 18 month grantaward from January 1,2013 through June 30,2014. The additional monies recelved ae paid in consideration ofthe additional time period covered by the contract.
