GOOD GOVERNANCE AT LOCAL LEVEL IN SERBIA

According to the Law on Local Self-government (29.12.2007.) basic territory
units of local self-government are municipalities, cities and City of Belgrade.

Local self-government carries out affairs within its primary jurisdiction and it
also may be entrusted by law with the performance of certain tasks from the frame of
rights and obligations of the Republic. The law also determents procedures and
principles of work as principle of legality, principle of citizens rights protection and
protection of public interest, principles of efficiency, truthfulness, the right to appeal
and so on.

Even though almost everything about local self-government is precisely
determent and employees are obliged to follow all the rules, principles and
procedures, the most significant problem is obsolete labor law. The problem is that
our labor law does not recognize efficient ways to stimulate or punish local
government employees and so, no matter how good or bad is their performance at
work, they always get the same salary.
In order to overcome these problems, new laws and regulations on local government
employees and their salaries has to be passed. These laws should adopt some solutions
from the national level regulations. This is one of the ways to ensure good governance
in Serbia.
