Should medicines that are unused but past their expiry date be sent to developing

countries that are short resources including medicines?

Initial reaction:

No the medicines are expired for a reason

If not fit for consumption in developed countries, why are they suitable for use in
a developing country?

How is the expiration date of a medicine defined and determined?
