Bullying in Peru:

a code of silence

What is bullying?
The Peruvian Ministry of Education says: They are
behaviors of harassment, disrespect and verbal or
physical abuse a student receives repeatedly by other
students to submit, intimidate and/or exclude, thus
undermining their dignity and right to enjoy a school
environment free from violence.

Features
- Continuity in time.
- Intentionality.
- Imbalance of power, helplessness of the victim.
- Environment that tolerates abuse.

Causes
The Peruvian school curriculum emphasizes learning
academic skills and promotes the knowledge of
interpersonal values for the development of student
wellbeing. However, it does not prioritize interpersonal
relationship skills and good practices for civility and
coexistence. Teachers are trained in university instruction
with a wide didactic repertoire for teaching academic
content, but not to teach content on good interpersonal
relations that impact students behavior.

Context
It occurs in contexts that allow violence. Therefore it can
also coexist with other forms of:
Physical and psychological violence
Different types of discrimination
Sexual abuse
It differs because its players are the students themselves
and is staged in the school and its environment.

1. Sexual
Sexual bullying is one
that involves constant
harassment against
someone with siege and
intention to perform
sexual acts against
his/her will.

It comes under
intimidation, tyranny,
manipulation and
harassment. This way of
living can lead to exert
pressure on others to
get what we want.

It is the most common of
all. It is a type of abuse
that includes actions and
conflicts as pushing,
pulling or organizing
consecutive and
collectively beatings.

4. Verbal
It occurs through the
constant use of insults,
insulting mockery, bad
taste nicknames, and
hurtful words, for the
sole purpose of
discriminating.

5. Social exclusion
It occurs when a person
is ignored from all
points of view in order
to isolate it and not let
join the group.

Recommendations
- Consider spaces to reflect and guide students on
situations of harassment and abuse.
- Promote compromise and consensus as a way of
resolve conflicts.
- Promote a favorable climate to prevent violence.
