Introduction to Handbook
The McRoberts (PME) handbook is intended to be a reference book of information that will
be needed throughout the year. Although you will want to review information in the book
at various times, you should be very familiar with its general contents.
This book in no way attempts to convey teaching techniques, philosophies of discipline or
major curriculum ideas.
It would be impossible to include all ideas, procedures and components that will be a part
of this school. Through faculty meetings, committees, district and other workshops and
grade level meetings, the administration will work with all staff members to share and
formulate the strategies this school will use.
This book is a supplement to the Katy I.S.D. Employee Policies and Procedures Handbook,
Employees Benefits and Programs Handbook, Grading and Reporting Teachers Handbook,
School Board Policy Manual, the Texas Education Code, and the Discipline Management
and Student Code of Conduct, and does not duplicate information contained therein.

FIRST DAY PREPARATION


CLASSROOM ORGANIZATION
An organized classroom can be the most beneficial asset to a teacher. Carefully analyze the arrangement of desks and other
classroom furniture. Organize papers, books, and files to eliminate as much visual clutter as possible. Bulletin boards and
other displays are important first impressions. Remember the effect REARRANGING can produce DURING THE YEAR
experiment!
ENROLLMENT CARDS
Make sure you have your Enrollment Cards ready to go home with your students at the end of the first day.

SPECIALTY ENVELOPES
Every grade level teacher will receive a RED, Attendance Envelope, a MANILA Cafeteria envelope and a CLEAR Financial Clerk
envelope from the Secretary.

The RED envelope should be used to communicate attendance notes, paper rosters (if used), or any communication
/documentation needing to go to the Attendance/Registrar Clerk.
The MANILA Cafeteria envelope will be used to send lunch money or any communication needing to go to the
cafeteria.
The CLEAR envelope will be used to get money to the Financial Clerk. This envelope is NOT to be sent to the front
office by a student but should be placed in the Financial Clerks mailbox or delivered to her workstation by the teacher.

The RED Attendance and MANILA Cafeteria envelopes will be picked up every day by front office staff before 10:00 a.m. and
returned to your mailbox that same day so they can be used the following day. Make sure you pick them up the next day on
your way to class. Please place them outside your door every day, even if they are empty. If the envelopes are not on your
door. Your instruction time will be interrupted if we have to enter your room to collect your envelopes.
TEXTBOOKS
Please follow the textbook distribution schedule that will be given to you during the first week Teachers are back on campus.
Textbooks are normally checked out to the teacher as class sets. If students are required to take books home, please be aware
that all class sets for grade levels are the responsibility of the teacher. Each teacher will be given a receipt when their books are
checked out; this will help to keep track of your textbooks. All records must be accurate at the end of the year and you will be
responsible for all textbooks that have been checked out to your class. Fines and replacement costs will be assessed at the end
of the year. If textbooks are missing at the end of the year, the replacement cost will come from the grade level team budget.
Teach your students to respect their textbooks. Cultivate the habit of checking books more frequently than the formal check
times.

FIRST DAY PROCEDURES


ENROLLMENT CARDS
The enrollment cards are very important and every student enrolled in your classroom must have a completed
enrollment on file each year. At the end of the first day, Enrollment cards must be sent home with ALL students
except for newly enrolled students (their enrollment cards have been completed by their parent during enrollment
and are already on file). ALL cards should be returned to you by Friday, September 4, 2015. Keep a record of those
not returned. It is the teachers responsibility to see that every student has a completed enrollment card on file in
the front office.
Note: Some parents may tell you that they filled out these cards last year. Even though this is true, THEY MUST BE FILLED OUT
EACH YEAR. If enrollment cards are not returned by Friday, September 4, it is the teachers responsibility to call the parents.
Please stress to your parents that the enrollment cards are to be checked by the parent for accuracy, corrected in red ink as
needed, signed and returned promptly. It must be signed by the parent. Take a moment when you receive the enrollment card
that the parent has signed it. If the card was returned unsigned, please return it for a signature. Also make sure the emergency
contact section of the card is completed. If not, return the card to the parent for completion.
Send the cards to the front office everyday (in alphabetical order by last name) when they are returned to you. Do not send
unsigned or incomplete enrollment cards to the front office. It is the teachers responsibility to make sure they are returned
complete.
ANNOUNCEMENTS/MINUTE OF SILENCE
Announcements will begin at 8:15 with pledges to the American and Texas flag followed by a minute of silence, and then the
daily announcements.
ATTENDANCE-FIRST DAY
Take attendance at 9:45 a.m. using your class roster. After attendance has been taken and cafeteria money has been collected,
place your RED envelope and your Cafeteria envelope outside your classroom door. THE FRONT OFFICE STAFF WILL PICK UP
YOUR ENVELOPES AT 10:00 a.m., please have them ready so your class will not have to be disturbed. Your Cafeteria envelope
will be delivered to the Cafeteria and returned to your mailbox to be used the next day.
After the first day of school, DO NOT LET A STUDENT ENTER YOUR CLASS UNLESS HE/SHE HAS ENTERED THROUGH THE OFFICE
FIRST. Students may be listed on your roster, but all students must come through the office. Class assignment is subject to
change, depending on the enrollment in each class.
Any child showing up for whom you have no information should be referred to the office immediately.
IMPORTANT: A student cannot be absent until he is present for the first time. Continue marking the students as a no show
until they are present for the first time.
CLUTTER FREE
A neat and tidy room is paramount in a successful learning environment. School should help teach responsibility. Teach your
students to clean and de-clutter their own working area and pick up any papers or trash on the floor that did not make it to the
recycling bin or trash can.
Make sure your room is clutter-free each day before you go home. It is not the responsibility of our custodians to pick up your
room. They are responsible to clean and wipe down desks and counters, vacuum, and remove trash and recycle bins. They will
not move items that are scattered about.
Important: Start your clean-routine on the first day and consistently follow it throughout the year.
DISCIPLINE PLAN
Katy ISD has a well-planned, effective Discipline Management Plan. One method of communicating/understanding the plan is

through use of our school wide discipline procedures. The first day is the appropriate time to present a positive, explicit
orientation to PME Elementary. Each day for many days, each teacher needs to set aside classroom time to explain and motivate
in relationship to appropriate school behavior and how it looks. Incorporate Dolphins Dollars and Certificates of Recognition to
reinforce positive behavior. Stress the three basic rules: Be respectful, Be responsible, Be ready to learn.
Discuss what each rule means. CONSISTENCY must be a central theme throughout the school. Follow the guidance of our
campus discipline committee. Model and practice the CHAMPS expectations from your school-wide matrix.
DISMISSAL-FIRST DAY
The dismissal procedures should be carefully reviewed as it is modeled prior to the first day of school. Dismissal procedures
will be practiced the 1st two weeks of school and will be re-visited as needed throughout the school year. Dismissal is a time at
PME that is expected to be closely supervised and ALL staff members are to follow CHAMPS procedures and are expected to
assist and to be aware of the general atmosphere.
Dismissal procedures will be announced beginning at 3:30 p.m. Times in parenthesiss ( ) reflect times associated with early
dismissal days. Following is the current script used for dismissal:

Bike Riders
All bike riders are released together. Bike riders will be released to the front of the school where they will be
met by the Bike Rider Duty staff member. As stated in the student hand book only 3rd, 4th and 5th graders are
eligible to ride their bikes to school. Bike riders must have a protective bike helmet and they must provide
their own lock to secure their bike at the bike rack in the front of the school.
Bus Transportation
Bus dismissal must be one of the most precise procedures. A teachers explanation to students on the first day
will follow CHAMPS dismissal procedures and support the philosophy silent, orderly lines help promote safety on
buses.
On the first week of school, students will receive color coded numerical bus tags that will be placed on their
backpacks. Teachers who are assigned bus duty are to consider it an obligation to be ALERT and actively
monitoring students. Use body language and smiles to reward appropriate behavior. Bus riders will load through
the cafeteria. PK, Kinder and 1st grade will be the first bus riders to be released.
Walkers

In an effort to keep the bigger students from stepping on the younger smaller students we will release 2nd, 3rd,
4th and 5th grade walkers first.
DUTY-TEACHER
Teacher duties will be assigned during the first week Teachers return to school. Please make sure you understand the
expectations for your duty assignments. It is expected that teachers share the responsibilities of duty and special assignments.
It is extremely important to be punctual and assertive during assigned duties, expecting and obtaining appropriate behavior
from students.
IMPORTANT: If absent on the day of an assigned duty it is the teachers responsibility to arrange a replacement.
EMERGENCY DRILL PROCEDURES
Explain the emergency drill procedures and escape routes to your class on the first day of class. The grade level teacher should
carry the Go Bags at all times. Anticipate a fire drill and bad weather drill the first week of school! There will be a fire drill
within the first three weeks of school so help your students prepare.
FORMS-FIRST DAY PACKETS
Send home your FIRST DAY PACKETS: Letter from the Principal, School Calendar, Student Information/Transportation Form Parents
Guide, Student Handbook, Discipline Management Plan and Student Code of Conduct, Elementary Student Information Packet,
Enrollment Cards, Free Lunch Information, and any other forms on the first day.
Discuss the importance of school communications reaching the parents. Each teacher should have a motivational strategy to
promote quick return of forms/folders. Please plan such a strategy. Consider motivational strategies that develop
responsible attitudes.

PLANNERS
Encourage your students to purchase their PME grade level planner the first week of school. Planners will be available to
purchase for $3.50 throughout the year. Because PME is a Title 1 school, planners are available to every student. If, due to
financial confines, a student is not able to purchase a planner, one will be provided free of charge. Contact the front office
and provide the student name so a planner can be placed in your mailbox for such student.
To order planners for your students, place the money and a list of who is purchasing a planner in your CLEAR envelope.
Teachers will place the envelope in the mailbox for the Financial Clerk, Karla Salazar or hand it to her at her workstation in
the front office. When her time allows, the orders will be fulfilled and planners will be placed in the teachers mailbox along
with the empty CLEAR envelope.
MONITORS
A light switch monitor should be appointed to make sure that the lights are turned off each time the class leaves the room. The
last person leaving the room should close the door, and turn off the lights. Teachers are responsible for turning off their
equipment.
MORNING ANNOUNCEMENTS
Morning announcements start over the intercom system promptly at 8:20 a.m. Someone from the front office will announce a
moment of silence, pledge to the U.S. flag, and pledge to the Texas Flag then direct teachers to turn on their TV to channel 4 to
watch KPME news. Finally the day of rotation will be announced then passed over to KPME News. For the first week morning
announcements will be conducted without student announcers. This will allow 3rd, 4th, and 5th grade teachers to select top
students to represent their grade level on the announcements. A rotation schedule should be established and sent to the
Librarian, Zoila Ortiz-Gloria, who is the lead for announcements, prior to the first day of school.

PARENTS
Parents will be allowed to walk their students to class for the first 3 days of school. Cordially dismiss parents as soon as possible.
They, of course, are interested in the new school year and their childs teachers so handle them respectfully. The sooner you

are able to begin the routine with your class, the better. This is especially important in kindergarten and PK. This will help lessen
the chances of long, tearful good-byes.
Remind your parents they will NOT be allowed to eat lunch with their students the first two weeks of school, however, they will
be allowed to eat breakfast with their students. This will help students to become accustom to their new school routine.
SCHEDULES
All schedules will be observed beginning at 8:05 on the first day.
SUPPLY LISTS
Supply lists were sent out at the end of the last year with report cards, available during the summer at school and posted on the
PME website. Send lists home with those students who may need one. Supply lists may be requested from the office. A limited
number of prepackaged supplies might be offered the first day of school. Remind your parents you might request supplies
periodically throughout the year as your classroom supplies are depleted.
TRANSPORTATION FORM
Make sure your parents return the TRANSPORTATION FORM (sent home in the First Day Packets) completed. It is the
Teachers responsibility to review the form BEFORE it is sent to the front office. This form is critical during Severe
Weather dismissal. Make sure every bike rider and walker has a SEVERE WEATHER DISMISSAL plan. Severe Weather
days will be called at 3:15. Parents are NOT allowed to pick up students at the front office AFTER 3:15. If they will be
picking up their student for severe weather dismissal they will have to have a car rider number and go through the car rider line.
Please turn in your Transportation Forms by the end of the first week of school. Make sure you have a form for every student.

NEW STAFF
DRESS CODE
Before school starts dress comfortable because you will be getting settled in. Starting August 17th follow the dress code in your
Katy ISD Employee handbook. August 20th is Meet the Teacher Night, professional dress is required to meet your parents and
students.
Designated dress days will start when the school year begins on August 24th and will be discussed further in your team meeting.
Dress days will be listed on the weekly bulletin published the Friday before the beginning of the week.
CHAIN OF COMMAND
In our school, most decisions that affect individual teams are made by the teams themselves. Discussions are held during them
meetings and team members reach a consensus of agreement. If there are any questions concerning the decisions, the team
leader will go to the principal for clarification or support.
When you have questions about the curriculum, school procedures, student behavior, etc., please follow the chain of command.
The following outlines that chain and some of the decision making bodies of our school or district:

EARLY MOVE-IN
August 10th, 11th and 12th have been designated as New Hire Move in days. The school is open for your convenience and to set
up your room. Come and go at your discretion. That week the front door will be unlocked from 7:00 5:00. There will be no air
conditioning in your rooms until August 17th. When you get on campus please see the Secretary, Jenny, for your room keys.
EMPLOYEE SELF SERVICE
Employee Self Service (ESS) is a web-based application that allow employees to view payroll and Human Resources information.
This application serves as a 24/7 resource for all employees to access at their convenience from any computer with Internet
access. This is an excellent tool to use to manage your personal and sick days.
To access ESS outside KISD go to www.katyisd.org and log on to the Staff LogIn. Follow the prompts to Employee Self Service.
You can also access ESS from the KatyNET by selecting the Employee Self Service icon.
User name: Initial of your first name and your full last name followed by the last four digits of your Social Security Number.
Password: Default password is the last 4 digits of your Social Security Number. You will be forced to change your password
upon your first login.
Note: Detail Instructions are located after the INDEX of this handbook
ID BADGE
Your KatyISD ID badge will be made on campus in the Library. Your new badge cannot be made until the District has your
employment record updated. Any day you are on campus you may check with Mrs. Ortiz-Gloria, our Media Specialist, to see if
you are in the system and ready for your picture to be taken.
LUNCH
All staff members must have a 30 minute duty-free lunch. Your lunch schedule will be discussed during your team meeting.
There are 2 Staff lunch rooms complete with a refrigerator and microwaves. There are also 2 soda vending machines (1 in each
lunch room) and a snack vending machine located in the lunch room next to the front office.

You may go off campus for your lunch period but you must sign out and in using the sign out book located on the counter in the
front office. You MUST sign back in when you return and be ready to continue your day promptly at your designated time.
Family and friends are NOT allowed to eat with staff on campus. Of course you are free to eat with family off campus during
your designated lunch time.
PARA PROFESSIONAL-TIME KEEPING
All Para Professional staff are required to clock in and out every day using KRONOS. In the event your sign in and password are
not valid you will complete a paper time sheet. You should attempt to sign in on the computer every day. If you have to use a
paper time sheet you must turn it in to the Secretary every Friday.
Note: Time Sheets can be printed from KATYNet, Online Forms. Search Time and print out the Time Record document.
PARKING & ENTERING
Before the school year starts you may park in any parking lot. After the school starts, staff may only park in the parking lot in
front of the Gym or to the side of the building. The parking lot in front of the main entrance is reserved for parents coming and
going throughout the school day and administrators.
You will always enter and exit through the front main door. All other doors remain locked at all times. Exceptions can be made
during your move in and out. The first day you arrive on campus, please see the Secretary for your parking tag. All parking tags
should be displayed when your car is on campus.
SPIRIT WEAR
PTA will be selling this years spirit shirt at the beginning of the school year. Staff School Shirts are normally ordered during the
summer but usually a final order is made in September. Check with the Secretary if you are interested in ordering a PME staff
shirt. If you miss the final order, order information can be provided so you may order a shirt on your own.

CHECK LISTS: DAILY, WEEKLY, ETC


ATTENDANCE (STUDENT)
One of the most important records is the Daily Attendance Report. It is the responsibility of each teacher to see that
the records are accurate. If you have a question at any time concerning attendance, please see the ADA (Attendance
Clerk), Mrs. Craig. Parents notes (reasons for absence) should be turned in daily to the ADA clerk utilized the RED
Specialty Envelope. CHANGES TO ABSENCES MAY ONLY BE DONE BY THE ADA.
Daily Attendance Procedures
Attendance must be posted prior to 10:00 on the computer. Please make it a priority to get your attendance posted on time.
As our attendance is on computer, the above listed item will be your only responsibility in completing attendance; however, it is
important and must be done properly and in a timely manner.

Other Attendance Procedures


Absence Notes Please send all absence notes, the DAY received, to the ADA to keep on file.

Excused and Unexcused Absences Please send all notes from parents regarding students absences to the ADA. If a
parent requests an absence for approval, the office will send a form home once it is evaluated. If you do not receive an
absence note within three (3) days of absence, please let the ADA know. She will then send you the correct form to be
sent home to the parents. If this note does not return, let the ADA know.

Tardy Slips A child must have a tardy slip from the office if he/she arrives after 8:20.

Transfers Within Building If a child is transferred from your class to another, the ADA must know of any changes in
advance. It must have been discussed with the principal prior to the parent being notified of the transfer.

Withdrawal from PME Once the teacher has verified with the parent that a student is to be withdrawn, withdrawal
forms are initiated by the ADA. The withdrawal form is to be sent to the office on or before the day of withdrawal. If
a parent mentions that he/she is withdrawing his/her child, please notify the ADA and tell the parent to stop by the
office to notify the ADA. Please have the childs grades up to date in the computer because once the child is dropped
from eschool plus, the teacher may not make adjustments to the grades.

Case Managers (SpEd) should have grades to homeroom teachers two days prior to the recommended due
date of the nine weeks every person submits their own grades
Comments to Parents and grade print-outs are submitted to AP on each student receiving a 70 or below
(follow grade submission schedule for the 2015-2016 school year)
MIDDLE OF THE THIRD NINE WEEKS
List of all students who could possibly be retained- read CAREFULLY the retention policy in the Grading and
Reporting Handbook turned in to the counselor
END OF THE THIRD WEEK OF THE THIRD NINE WEEKS
Parents of possibly retained students notified and conference held. Parent-Teacher Conference completed and
signed by parents. Continue communication.
BY APRIL
Retention form completed on all expected to be retained

TEACHER RESPONSIBILITIES
Daily
Have students write assignments in plannerscheck planner for parent/guardian signatures daily, use buddy
checks.
Check homeroom class for appropriate attire
Mark attendance before 10:00 am (afternoon Pre-K before 1:00 pm)
Check mailboxes several times during the day (especially at lunch time for lunches and/or money)
Do not send students out of the classroom for any reason during instructional time (to check or retrieve
things from your mailboxes, deliver things to the front office, pick up birthday treats or planners etc.)
Stack chairs in a uniform manner at end of day
Drop off and pick up children for lunch, music, art and P.E. on time
Ensure that students in special classes are punctual
Weekly
Prepare lesson plans for upcoming 2 weeks (allow teachers to import from Forethought, copy to Title I, AST, ESL and
special education teachers if you have students in these programs)
Attend team meetings
If you import lesson plans, you must make revisions to meet the individual student needs
TEAM LEADER RESPONSIBILITIES PRIOR TO THE BEGINNING OF SCHOOL

Review first two weeks lesson plans and ensure that these are complete

Prior to school starting, hold a team meeting to review the August Team Leader minutes and first day of school
Decide which teachers will do lunch and recess duty and rotation schedule. Give this to the AP before the first day of
school.

Conduct grade level meetings on a set day other than Tuesday
Use the provided form to submit your grade level minutes. Submit your minutes via email to the following

POLICIES AND PROCEDURES


ABSENCES (staff)
In the event of your absence from school, please call the AESOP (Automated Educational Substitute Operator) system or log on at
www.aesopoline.com as soon as possible. You need to report your unplanned absence in AESOP and to Mary Endress BEFORE 6:00
a.m. so that the system can find a substitute. If your position does not require a substitute, you must still record the absence in
AESOP, EVERYONE MUST ENTER THEIR ABSENCES IN AESOP. Absences are entered in AESOP so the absence will be transferred
into the KRONOS payroll system.
There are 4 main categories of absences:
Family/Personal Illness unplanned absence, enter in the AESOP system BEFORE 6:00 a.m.
Jury Duty enter in the AESOP system as soon as you receive the summons and notify Mary Endress
Personal Business Leave or Absence (GREEN Folder) Must be submitted for approval at least 2.5 days before the absence
School Business/Staff Development/Professional Learning (Yellow Folder) Make sure if the Staff Development is being
paid by another department or campus that you provide the Budget Code
AESOP is Katy Independent School Districts system for employee absences. Please refer to the AESOP Phone System Instructions
for Employees handout for detailed instructions on how to use the system when needing a sub. AESOP may be accessed by
internet or by phone. If you do not require a sub, you still must enter the absence in AESOP. It is imperative that ALL faculty
members use AESOP when absent from duty.
Refer to the AESOP QuickStart Guide for Employees to familiarize yourself with the full range of services that are available
through AESOP.

Personal Business Leave form (green form located by staff mailboxes) must be submitted to the Secretary 2.5 days
prior to your date of request. Complete green form and place form and green folder in Cecis mailbox for approval.
Once your absence has been approved, (you will receive a signed copy in your mailbox) please enter your
absence in AESOP. Personal Business Leave may not be taken the day before or the day after a holiday or state
assessment dates.
When absent due to a PROFESSIONAL MEETING, TRIP or DISTRICT BUSINESS, (yellow form located by staff
mailboxes) please make note of the name of the training, meeting, and when applicable, what department is
paying for the training in the comments box for the principal to review and approve. Once your absence has
been approved, (you will receive a signed copy in your mailbox) please enter your absence in AESOP.
When an absence occurs because of JURY DUTY, you must submit a statement from the court stating you were in
attendance after you attend. The summons notice IS NOT acceptable as proof of attendance. Jury Duty is NOT
considered a personal business day or a staff development day and will not be deducted from your allotted days.
Put in JURY DUTY absences as soon as you have been summoned allowing enough time to get a substitute for you.
When an extended (LONG-TERM DISABILITY) absence is requested due to surgery, pregnancy, etc., it is necessary
that the employee notify the principal in writing requesting the leave. A letter from the doctor will also be needed.
Copies of both letters need to be sent to the Human Resources Office. The Human Resources Office will schedule a
conference to calculate sick leave and salary adjustments as needed. Before an employee is allowed to return to
work, a release from the doctor must be submitted to both offices (principal and Human Resources).

Call or text Mary between 6:00 AM and 6:30 AM to report your absence. If you are unable to contact Mary,
Ceci will be your second point of contact.

sure your team leader knows where the folder is located.

AESOP allows teachers to request a particular sub for their absence. If you want to request a particular sub, arrangements
MUST be made at least 2 days prior to your absence. You are also encouraged, by the sub office, to take the survey
pertaining to your sub. This allows the sub office to see how a particular sub is doing.

ABSENCES (students)
Students should be given at least one day for each day missed to make up work due to excused absences. During extended
absences, parents may arrange to pick up daily work only, not graded assignments for the child to do at home. Send all work for
parents to pick up to the front office by 3:00 pm.
ACCIDENTS (staff)
Report all employee accidents (even if medical attention is not necessary) to the AP and school secretary
immediately. The LVN will make sure that you receive proper medical help and the secretary will answer questions
about the proper paperwork that needs to be filled out. You are responsible for completing the paper work within
24 hours. Workmans Compensation laws are quite stringent. Team leaders should be aware of team members
accidents as a way to double-check. The school secretary will notify the proper authorities after that.

ADMINISTRATIVE REGULATIONS
Administrative Regulations differ from Board Policy, as they are formulated by District Administration rather than by the School
Board. The dictates that come from Central Administration are not decisions made by one person, but are actions reviewed by
several administrators and/or teachers. The Administrative Regulations Manual is available on the KISD website.

ANNOUNCEMENTS
At 8:20 every morning, students at PME Elementary School will hear announcements presented on your classroom television.
The purpose of this practice is to celebrate student success, to recognize deeds of good citizenship which are observed in the

school, to promote positive thoughts, and to announce school happenings of interest to teachers and students.
Third, Fourth and Fifth grade teachers will send THREE children to participate in the exercise each day. The classes will rotate
who sends student helpers. Coordinate with your team who will be sent to represent your grade level.
The student should come to the Library promptly at 8:05
The adult in charge will begin the announcements at 8:20
Requested announcements should be given to the Librarian on paper or via email prior to the day the
announcement needs to be made
ARRIVAL PARENTS & VISITORS
All parents and visitors are required to use the front door only and MUST be raptured in before entering the building. Please
help keep PME children safe and take a moment when you see any parent or visitor in the hallway to check their badge. Badges
will state where the parent or visitor should be going. If you see a parent or visitor out of the area approved to go on their
badge (i.e. designated to the cafeteria but are seen in the grade level hallway) take a moment and escort them to the front
office.
ARRIVAL/DEPARTURE (staff)
All staff will enter and exit through the front doors. Exceptions will be made when loading and unloading classroom items
before the school year and before summer break. All external doors, except for the front doors, will remain locked at all times.
If you plan on arriving before 7:20 a.m. (when front office staff arrives) you must make arrangements with custodial staff to
meet you at the front door to let you in. The front doors will be locked until 7:20 a.m.
Professional Staff:
Professional staff are required to arrive no later than 7:55 a.m. and are expected to be at their classroom door at 8:05 a.m.
to greet their students. Professional staff should not depart earlier than 3:55 p.m. unless using an Early Leave Passes. Three
early leave passes will be distributed in the fall and two in the spring. All personal appointments should be scheduled so
that you do not have to leave the building any earlier than 3:40 p.m. Only Emergencies will be considered for earlier
departure.
Being absent one hour or more of a half day period constitutes a half day absence. Requests for leaving early should be
held to a minimum and should not exceed your allotted Early Leave Passes. A doctors appointment can usually be handled
in a half day and should not be a reason for a full day absence unless there are extenuating circumstances.
In the event there is an emergency on campus, it is imperative that staff members sign out and back in, if leaving the
building during the day. The Staff Log is located at the front counter.
Paraprofessional Staff:
All paraprofessional staff members are hourly employees and must log into KRONOS when they arrive each morning and log
out when they leave at the end of the day. Paras are required to clock in at 7:55 a.m. and out at 3:55 p.m. unless you have
early morning duty. If you have early morning duty then your clock in and out times will be adjusted accordingly but must
total exactly 7.5 hours each day. Correct punch times are necessary to avoid unauthorized overtime. Principal approval
must be obtained before a paraprofessional can work beyond their usual hours. The KONOS manager may not change
punch times without principal approval.
A half day for para staff will equal a total of 3.75 hours (you will not get credit for your duty free lunch period when leaving
for half day). If you work a half day and clock in at 7:55 a.m. then you will clock out at 11:40 a.m., this will constitute a half
day. Your half day clock out will change according to your clock in time and will total a working time of 3.75 hours.
If you miss clocking in or clocking out you must send the KRONOS manager (Jenny) an email stating the time you should
have clocked and the reason the clock was wrong or missed. The district requires any change or manual entry made in the
KRONOS system to have written backup from the paraprofessional. If excessive incorrect or missed punches occurs during
the year it will be reflected on your evaluation.
If a paraprofessional leaves for half day you must also sign out at the front office. All staff members are required to use the
front door only. This is for the safety of the children as well as our own safety.

ARRIVAL (students)
The 8:05 a.m. bell allows the students to enter their classroom. Prior to that time, students must wait in the gym. Students may
enter the building at 8:00 a.m. (from 7:30 a.m. if eating breakfast) but they are required to wait in the gym until released to
their classroom at 8:05 a.m. if they arent eating breakfast. *If a student arrives after 8:20 a.m. the parent/guardian must
park and walk their student in to the front desk and sign them in to school for the day. These students MUST get a tardy
before going to class. Do not let any student join your class without a tardy after the 8:20 a.m. bell.
Only staff members may be in the hallways before 8:05 a.m. unless a conference has been previously scheduled with a teacher.
If a conference has been scheduled, parents/guardians must check in at the front office. The office staff will contact the teacher
and then the parents/guardians may proceed to the classroom or conference room wearing a visitor badge. Per Katy ISD,
parents MAY NOT walk students to their classrooms in the morning (with the exception of the first 3 days of school).
Students arriving by bus will enter the building through the gym doors. Students who are bike riders or walkers (not crossing
Fry Road) are to enter the building through the north entrance (front door). Walkers crossing Fry Road, may enter thru the gym
until 8:20 a.m. Students arriving by car are to be dropped off at the front entrance until all school buses riders have arrived.
After the buses have arrived and BEFORE 8:20 a.m. will be directed to enter through the gym doors.
IMPORTANT: AT 8:20 A.M. THE GYM DOORS WILL BE LOCKED AND PARENTS/GUARDIANS MUST PARK AND WALK THEIR
STUDENTS IN THE FRONT DOOR SO THEY CAN SIGN THEIR STUDENTS IN AND GET A TARDY SLIP TO ENTER CLASS.
Only 3rd, 4th, and 5th grade students may ride their bikes to school. All bike riders must wear a helmet and provide their own
lock to secure their bike before entering the building. Skateboards and scooters are not allowed as a means of transportation to
or from school.

AT-RISK
Students are identified as At-Risk if records show one or more of the following criteria:
Have been retained
Non-mastery of one or more sections of STAAR
In K-2 only, failed a readiness assessments
Current CPS report
ESL students
Homeless
The counselor identifies these students at the beginning of the year. Please be aware of your students who are At-Risk in
order to insure appropriate interventions are in place.
ATTENDANCE
The 72nd Legislature passed a law stating students in grades K-8 are expected to be in attendance 90% of the days a
class is offered to be eligible for promotion to the next grade level. Students who have exceeded the maximum
allowable absences in a semester or school year will not be eligible for promotion to the next grade unless assigned
alternative learning activities have been completed. Students will be required to make-up missed assignments or
tests. (TEC 21.041; TAC 61.65 (c); Local Policy FDD).
If you are concerned about a students absences, please let the AP know.
A campus attendance committee consisting of the principal or assistant principal, attendance clerk, counselor and one teacher
will consider all cases where a students total number of days attended have fallen below 90%. The committees objective will
be to establish alternative ways for students to make up work that has been missed or to regain credit lost because of absences
due to extenuating circumstances. Please be aware of how crucial accurate attendance records are in this process!

AUDIO VISUAL
We have the privilege of excellent audio visual equipment and computers to use in teaching. PLEASE DO NOT LET CHILDREN

CARRY OR MOVE THIS EQUIPMENT. TEACHERS SHOULD STOP ANY STUDENT SEEN MOVING EQUIPMENT.
Teachers are asked to inform the library staff when a projection lamp is needed, and if there is a problem with a piece of
equipment, if not something simple (unplugged, low battery etc.) the teacher will be required to submit a help desk ticket. All
electronic equipment is maintained by our Field Technician.
AVERAGE DAILY ATTENDANCE
Student attendance is taken by the teacher and recorded online through the eSchool Plus program. Any notes from
parents/guardians for previous absences, notes to leave early or changes in transportation should be sent to the office via your
RED envelope BEFORE 10:00 a.m. in the morning each day.
Note: It is the responsibility of the Attendance Clerk (ADA) to keep these records on file.
Students arriving after the 8:20 tardy bell MUST report to the office for a late admittance pass to class. Do not admit a student
to your class without a tardy pass. Do not mark tardies online if a student is tardy. THE ADA WILL MAKE NOTATION ON THE
COMPUTER.
As At-Risk students are examined/studied, attendance is a vital factor. Average daily attendance is important. Encourage good
attendance to your students. Discuss with the ADA Clerk students consistently absent or tardy to school. Be thoughtful of ways
to orient new families to PME procedures. The most effective means of orienting is through careful explanation to the student,
thus promoting the students responsible action.
Parents should send a note to school, the day the student returns (explaining the absence). Notes should be forwarded to the
ADA Clerk by placing them in the RED attendance envelope. FOLLOW-UP on absences should be a team effort. As parents
reveal information about student illnesses, moving, hardship, etc..., please notify the ADA Clerk. If any communicable disease is
reported, such as chicken pox, strep throat, measles, scarlet fever, hepatitis or mononucleosis, please report it to the nurse.
BEEP
To keep interruptions to a minimum during the school day, you may hear a double beep over the loud speaker. This is to signal
from the front office, that a custodian is needed somewhere in the building. If, during the day, you need a custodian in your
room please call the front office (ext. 237-2000) and a custodian will be notified and directed to your room. Please notify the
front office as soon as possible of any spill, mess or accident that needs to be properly cleaned by the custodians.

BOARD POLICY BOOK


The policy book of the Katy ISD Executive Board is located online under KatyNet. This document consists of all of the policies
reviewed and approved by the Board of Trustees. These policies are the rules and regulations (laws) that govern the district.
You should become familiar with this document.
BREAKFAST PROGRAM
PME has a breakfast program that is offered to all students. The cafeteria staff begins serving at 7:30 a.m. Students who are on
the National School Lunch Program eat breakfast for free or for reduced price under this program. Other students who wish to
eat at school pay a nominal fee. Students should eat in a timely manner and report to class before the 8:20 bell.
Students on the National School Lunch Program must be allowed to get their breakfast when they arrive but no later than 8:05
a.m. If they eat breakfast after the bus drops them off, the children should still make it to class by 8:20. If students are not on
the National School Lunch Program, they may purchase breakfast, but must get to class by 8:20 a.m.
Parents are allowed to eat breakfast with their students but must arrive BEFORE 7:50 a.m. At 8:00 a.m. all parents eating with
their students will be asked to exit the building through the cafeteria door. When eating breakfast on campus, parents must
sign in every morning and receive a Cafeteria Visitors Badge. This badge only allows access to the cafeteria. Any parent seen
outside of the cafeteria with a Cafeteria Badge should be escorted to the front office.

BOMB THREAT PROCEDURES

BULLETIN BOARDS
Each grade level area is provided with bulletin boards for teacher use as needed. Please keep these updated and neat. There
are also large bulletin boards for displaying student work on the wall in the main hall as well. These displays should be
attractively presented with student work. The bulletin boards should be checked periodically for neatness (re-staple, etc. as
needed). Attention needs to be given to Privacy laws. Please ensure student names are covered or not visible to comply with
FERPA guidelines. ALL BULLETIN BOARDS MUST BE CHANGED ONCE PER 9 WEEKS.
CAFETERIA
Cafeteria procedures will be modeled and practiced during the first two weeks of school and these procedures shall be re-visited
as needed throughout the year. Teachers will monitor the cafeteria. The students are expected to abide by simple rules to
maintain a controlled, relaxed social atmosphere. Students eat at the table with their own classmates for a period of 30 minutes.
Half of the teachers provide adult supervision. Grade Level team members will rotate lunch and recess duties. The cafeteria
rules require each student to follow our campus matrix. Teachers need to motivate students to have consistently appropriate
cafeteria manners. All students should have their identification badges inside a classroom lunch folder for the cafeteria staff to
scan. Please line students up as follows:
1. Prepaid students in alphabetical order (*student lunch money should be placed inside classroom lunch money envelope)
2. Students with lunch kits/bags should be at the end of the line
3. Students should remain standing at their perspective tables until all students in their classroom have been served
CELL PHONES
Personal cell phones should not be used for personal use during instructional and/or work time. This includes texting,
Facebook, personal phone calls, completing surveys, Pinterest, etc.
CHALLENGE
The Challenge Program is designed to meet the unique needs of identified gifted/talented students within Katy ISD. The district
offers a program for the gifted that includes opportunities for interaction between parents, teachers, administrators and the
community. Placement in the program is based upon student performance on an achievement test, a group mental aptitude
test, a creative ability test, a teacher assessment measure and an individual IQ test. These scores are placed on a weighted
matrix and students scoring the designated number of points are eligible for placement. The program serves students in grades
1-5, one day per week as a pull-out enrichment program. Classroom work missed does not need to be made up.
CHANGE OF STATUS - EMPLOYEE

CHILD ABUSE
It is mandatory that all faculty and staff members who are directly involved with children attend the in-service on child abuse and
complete the mandatory on line training in the beginning of the year. The in-service is presented annually by the counselor at the
beginning of school. Refer to the teacher handout materials for the steps in reporting suspected child abuse during the school
year.
CHILDREN LEFT AT SCHOOL
1. The receptionist will call parents.
2. DO NOT leave the child alone.
3. Notify the administrator on late duty.
4. Notify the Katy ISD Police Department
(281-237-4000) if the child has not been picked up by 5:00 pm or if efforts to contact the parents has been
unsuccessful.
CLASSROOM - CARE AND CLEANLINESS
Encourage students to be neat by being neat yourself.
Have students keep their books, papers, pens, etc...inside their desks.
Consider arrangement of the room as an aide in teaching. Team leaders are asked to conduct a storage check twice yearly around December 1 and March 1. All sweaters, coats, etc. should be hung in the coat closet, not on the backs of chairs. If there
is a spill on the carpet, notify a custodian so it can be properly cleaned.

No open flames at any time. (no candles) Fire code violation. No plug in air fresheners or potpourri.
All glass in doors must be free of any visual obstruction.
All exits from the room (including exit windows) must be kept clear for egress.
Hallways and classrooms must maintain an 80% paper free environment to maintain the fire resistant integrity of the
area.
Nothing will be within 24 of the ceiling if your area does not have a fire sprinkling system or 18 if you have a fire
sprinkler system.
Quick flash fire hazards cannot be stored or maintained in the school; e.g. wood huts, live cut Christmas trees, hay
bales.
All door exits from room must be free of combustible, non-fireproofed material.
No silencing of the fire alarm until the hazard has been identified. In the event of a fire, only a fire official is permitted
to silence an alarm.
All aerosol cans must be under lock and key when not in use by teacher. Try to purchase non-aerosol and non-toxic
products.
Learn the location of the nearest fire extinguisher and how to use the extinguisher. Our local fire department will
provide training.
Do not hang any items from the ceiling or ceiling tiles.
Home appliances (coffee pots, toaster ovens, heaters, refrigerators, etc.) are prohibited in the classroom, except with
prior Principal approval.
Use of rubber cement is prohibited. Purchase non-toxic and safe products for classroom use.
Learn and use safe chemical storage procedures.

All electrical panel boxes must have a three-foot clearance from any materials.
Prevent injuries:
Do not stand on chairs or desks. Obtain a step, stool, or ladder from the custodian.
Do not lift heavy objects by yourself. Get assistance from someone to avoid injuries.
Desk drawers, cabinet doors and file drawers should not be left open while unattended. Pull only one drawer at a
time. Heavier items should be loaded in the lower file drawers to prevent the file cabinet from tipping over.
Chairs, wastebaskets, electrical cords, rugs and other articles should not be left where they will become a tripping
hazard.
Do not sit on the edge of a chair. Do not sit in a straight chair tilted back. Do not sit or stand on a student desk.
Do not attempt to roll your chair across the room while in the chair.
Report all work related accidents to the School Nurse or a Supervisor immediately.
Ensure you have an evacuation plan posted near the door clearly showing primary and secondary routes of evacuation.
All electrical equipment shall be turned off when not in use.
Make certain televisions on portable carts are strapped down securely. Do not allow students to move equipment.
Keep personal belongings under lock and key.
No self-defense sprays are allowed.
Ensure all doors and windows are locked when you leave the room.
Review the district Emergency Response Guidelines.
Tornado, hurricane, shelter-in-place procedures, etc.
Take your class roster with you if you evacuate your room.

If a student in your room becomes sick or is injured, please send him/her to the LVN after completing the appropriate form.
(Permit to See Nurse) If a child becomes seriously ill or is seriously injured and you feel the child should not be moved, please
call the office immediately to let them know the nature of the injury or illness.

Accidents
If a student is injured in an accident, the LVN will initiate the Accident Report Form. Please fill this out and return it the
same day. We are required to complete this form on each accident that occurs, if it causes the student to miss a day
or more of school and/or the accident require that he/she see a physician.
Illness
When a child becomes ill or is injured during the school day, please fill out the slip, Permit to See Nurse, and send this
slip with the sick child to the clinic. Use your best judgment to decide whether or not the sick child needs to be
accompanied to the clinic.
Medications
The following policies and procedures are required for students needing to take medication during the school year.
(Any type of medicine: aspirin, sore throat lozenges, etc. falls into this category.)
**The medicine must be taken to the clinic immediately.
A written request from the parent to administer the medication must accompany the medication with the parents
signature.
Prescription and non-prescription medication must be in the original container and properly labeled.
If any medication, prescription or non-prescription, is to be taken at school for 15 days or more, a doctors signature is
required on file.
If a child brings any type of medication to school without a note, please send it to the clinic

Collaborative Conferences provide regular education teachers with additional support in regards to struggling students. Specific
modifications or accommodations can assist any student within the regular classroom setting who is not reaching mastery of the
essential elements or whose behavior is disruptive to the learning process in the classroom. To request a collaborative
conference, contact your supervising administrator.
COMMENTS TO PARENTS (form available online)
1. A Comments to Parents form is used to supply parents with additional information regarding the students report
card. These should be used whenever the grade is 70 or below, drops 10 points, is a U, or drops one or more letter
grades.
2.

A Social Development and Work Habit Comments form can be used if Ns or Us are reported. It is sent home
with the report card. A copy of either form is filed in the students classroom folder. Refer to Social Development and
Work Habit Comments in this section and/or the Katy ISD Grading and Reporting Handbook.

COMMITTEES
Campus committees are designed to give a broad spectrum of influence and teacher input. These committees serve an
important role in the consistent operation of the school and implementation of programs. Most committees will be formed prior
to the beginning of school; others will be added as needed during the school year. Please keep the lists handy to use as a
reference when you have suggestions/questions pertaining to a particular committee.
COMMUNICATION LOG
All staff members are required to keep a communication log. Very briefly note the students name, date and time of the parent
contact. It is also wise to make note of all communication sent home, such as, positive notes, discipline notices, etc. Parent
conferences can also be listed in the Communication Log. Also please note every time you attempt to contact a parent and left
a message with someone or on an answering machine. This documentation serves to show all efforts you have made to contact
a parent. All e-mail contact should be entered into the log. Communication logs will be turned in when progress reports and
report cards are due. The logs will be collected at the end of the year and will be part of the staff members appraisal. At the
end of the year if a staff member has no log or an insufficient log, this will be documented in his/her end of the year
appraisal.

COMMUNICATIONS WITH PARENTS


Any note or printed material sent home to the entire class or grade level must be approved and initialed by an administrator
prior to it being sent. Please be very conscientious of spelling and grammar when writing such notes. Have one of your team
members proof notes prior to obtaining the principals approval. Always keep a copy of communication for your records.
CONFERENCES
Conferences may be scheduled at any time during the year, but the first conference is in person and expected to be completed
by the end of December. The initial conference should be conducted by the homeroom teacher. An additional conference with
the grade level team can be scheduled later if needed/requested. Document all conferences (whether the conference is in
person, by telephone, or written communication). Homeroom teachers should try to conference with parents of new students
within the first nine weeks of enrollment. At least one personal conference with the parents of each student is required.
Conferences cannot be held on Tuesday, Wednesday or Thursday during grade level planning, faculty meeting mornings, or any
other meeting scheduled by administrators.
CONFIDENTIAL FILES
Files on children with confidential information will be kept in the counselors office. There are also separate files kept on Special
Education students. These files are kept by the Diagnosticians. Teachers are permitted to review the Special Education folders of
their students, but not the counselors confidential files. Teachers who view the Special Education and/or 504 folders must sign
the page in the front of these folders.
CONFIDENTIALITY
Teachers have confidential information regarding students. Common areas of the school are never the appropriate place for
professionals to discuss such information.
If you are concerned about a child, promptly discuss the problem with the counselor. In writing an email, teachers may only
write the first name and first letter of their last name.
CONTROLLED SUBSTANCES AND DANGEROUS DRUGS
Should controlled substances or dangerous drugs be found on campus, notify the principal or assistant principal immediately.
This includes items found on the playground. While not a common event for us, the district has established definite guidelines in
the handling and reporting of such items.
COPYING POLICIES AND PROCEDURES
Due to the exorbitant rise in paper cost, now, more than ever, conservation must be exercised. If possible, try to use the front
and back of paper. Print Shop orders need prior approval by an administrator.
Encourage use of students own paper whenever possible. Paper should never be used carelessly. Copies should not be made
where only one or two sentences are reproduced for classroom use. Perhaps more than anything else, please discipline
yourself to eliminate the typical worksheet that is just busy work. Work daily to plan writing activities that push the child to
higher level thinking skills.
Multiple copy machines are located throughout the building. Items needing to be copied for school-wide distribution will take
first priority. Teachers on their conference period have second priority when it comes to copier use. Single sheet copies are
permitted. All large print jobs, after being approved by an administrator, should be sent to the printshop in advance!
Emergency copies (needed same day) should not be sent to the workroom - - individual teachers will have to copy their own
emergencies depending on the availability of the copier. The copies should be made before students are present in the
classroom, during your lunch or planning period, or after school. Do not send students to the front office for additional copies.
COPYRIGHT
It is important that teachers are aware of Copyright
Laws. Refer to the Knowledge Base for more information regarding copyright and use of appropriate images.
CORPORAL PUNISHMENT
Corporal punishment is not an option of the district. Refer to Discipline section of this handbook.
CORRESPONDENCE SENT HOME TO PARENTS
One of the most important things you do as a teacher is contact the parents of your students. The initial contact is the most

critical. Your attitude should be one of sincerity in helping the child. A parent should never detect that you are not really
interested in his/her childs progress or problems.
IMPORTANT: ALL CLASS-WIDE PRINTED MATERIALS SENT HOME WITH STUDENTS IN A CLASS OR GRADE LEVEL MUST FIRST BE
APPROVED FOR DISTRIBUTION BY ADMINISTRATION. English and Spanish versions must be approved before going home to
parents.

As a rule these should be sent home in the Tuesday Communication Folder. Place these in your APs mailbox for approval (Final
approval will be given by the principal)
All PME and PTA notes put in teachers mailboxes during the week for student distribution should be saved and sent home in
the Communication Folders on Tuesdays unless otherwise notified.
COUNSELOR
The counselor is available for individual, group and/or whole class counseling sessions for students. A teacher may recommend to the
counselor that a student be in individual or group counseling for specific reasons. Group sessions include those on study skills, listening
skills, setting goals, self-esteem, divorce in the family, etc.
CREDIT UNION
Employees of the district are eligible to become members of the Brazos Valley Schools Credit Union. The credit union provides
many excellent services including automatic paycheck deposit. Contact the school secretary for more information.
CURRICULUM
Curriculum is a coordinated effort between the district and the campus. K.I.S.D. curriculum is non-negotiable and must be
followed at all times. Any deviation from curriculum MUST have administrative approval. All teachers are expected to utilize
Forethought consistently.
DAILY CLASS SCHEDULE
Precise, neat schedules are imperative. Include all classes you teach with the time of the classes. ALL TIME ALLOTMENTS ON
TEACHERS SCHEDULES MUST MEET STATE/DISTRICT GUIDELINES. Also, include off periods. (Refer to the district Grading and
Reporting Handbook for specific time allotments). Schedule coordination must be exact. Many will have difficulty if
schedules are not respectfully enforced. The schedules will be on file so that teachers can be contacted during the day, or so
that conferences can be scheduled. IF A SCHEDULE CHANGES DURING THE YEAR, PRESENT AN UPDATE IMMEDIATELY TO AP
AND PRINCIPAL. Schedule changes/suggestions should be verified and checked at grade level and with instructional coaches,
and then the written, revised schedule is given to all previously designated staff members. Your daily schedule must be posted
visibly in your classroom.
DISMISSAL PREPARATION
Each day before dismissal, allot a few minutes to have students pick up paper, pencils, notebooks, and other materials from the
floor. ALL CHAIRS MUST BE STACKED. Make sure that paper, pencils, etc. are picked from the floor. This is necessary so that the
custodians can vacuum the carpet and clean the desk tops daily. Spend a few minutes reflecting about the events of the day.
Help children understand the purpose of assignments or a lesson. If students summarize the days activities for closure, the
teacher can use the summary as a way to assess. Be sensitive to the way individual children feel about the day. Use this time as
a moment enjoyed, and a final little pat on the back. All students are to be ready for dismissal (fully packed) at 3:30pm.
DISMISSAL (students)
The dismissal system should be carefully reviewed as it is modeled and practiced the 1st two weeks of school and will be revisited as needed throughout the school year. Dismissal is a time at PME that is expected to be closely supervised and ALL staff
members are to follow CHAMPS procedures and are expected to assist and to be aware of the general atmosphere.
DISMISSAL - CAR
Students who are picked up by parent vehicles will wait in the gym. Parents must have a colored car rider number or a car pool
rider number displayed on the windshield of their car.

DISMISSAL - BUS
Students are loaded onto the buses at 3:40 to avoid sitting on the buses when it is too hot or too cold. Students may not be
taken off the bus by parents.
In the event of a family emergency, parents must go to the office, show identification and ask the office staff to sign out their
child/ren. The office staff will then walkie- talkie the staff on bus duty to release your child to the front office.
DOCUMENTATION
Documentation guidelines referring to lesson plans, homework, grades, conferences, remediation, etc. can be found in the
Katy ISD Grading and Reporting Handbook (online).
DRESS CODE (staff)
All Katy ISD employees are expected to be well groomed and properly attired at all times. It is believed that the
image of professionalism has a positive effect on the school environment and learning. Professional and
paraprofessional employees must set the example for students in appropriate grooming and attire. Crocs,
rubber flip-flops or beach type footwear are not appropriate for school. Tennis shoes are only appropriate on
Thursdays or Fridays unless you have approval from the principal. Low cut shirts, Bermuda shorts, sweat suits,
leggings and other tight fitting clothing are inappropriate teacher and paraprofessional attire. Capris must fall at
or below mid-calf. City shorts must fall just above the knee and not be tight fitting. Shorts are not appropriate
(except for PE teachers). Jeans, of any color, are only to be worn on Thursdays with a college shirt and Fridays,
with a PME spirit shirt, and on other designated jean days as specified by the Principal. Jeans may also be
worn if a PME jean coupon is turned in to the principal. Leggings with dresses of an appropriate length may be
worn. Refrain from wearing laced leggings. On Mondays all staff members may wear their selected team
shirts with black or khaki dress pants or wear a collared PME shirt.
DRESS CODE (student)
The development of acceptable standards of personal appearance is considered to be a goal of the District. Appropriate dress
and grooming can be determined by neatness, cleanliness, safety, appropriate selection of attire, and freedom from
distraction of other students and/or the learning process.
In establishing appropriate standards of school dress, it is not the intention of the school system to attempt to regulate fashion
or determine what is or is not in style, but to encourage grooming standards which are compatible with community
expectations.
In order to maintain an orderly environment conducive to the attainment of the educational mission and purpose of the
District, all students shall be required to conform to a reasonable dress and grooming code. The provisions of the dress and
grooming code shall be enforced equally with regard to all students.
The following guidelines are examples of expectations and are not limited to those provided in the list. They shall apply to all
students during curricular activities.
1. No article of apparel or hairstyle shall ever be worn which will in any way damage school property, create a safety hazard,
or create a distraction. Hats, caps, headbands, or bandanas shall not be worn indoors except in the interest of safety,
cleanliness, or with permission from the principal.
2. Clothing is prohibited that depicts or refers to alcoholic beverages, drugs, nudity, or contains obscene or profane
slogans, or other emblems or writing that may reasonably be expected to cause disruption of, or interference with,
normal school operations.
3. Shirts or blouses are to be closed (buttoned) in accordance with design and appropriateness. Undershirts, tank tops,
see through shirts or blouses, or clothing with spaghetti straps are not acceptable for school wear unless worn under
other clothing.
4. Skirts, dresses and split-legged attire can be no shorter than mid-thigh for students in PK-5. Biker shorts, cutoffs and
lycra-spandex items are not allowed.
5. Shoes shall be worn at all times and should be chosen for safety. Sneakers/athletic shoes are required for P.E. Flip flops
are highly discouraged.
6. Hair shall be clean, well-groomed and out of the eyes, and shall be styled in a way that is neither distracting nor
conspicuous.
7. Jewelry, including earrings, chains, emblems, etc...., which is considered to be a safety hazard to either the wearer or

the other students, which may damage school property, or which creates a distraction, is not allowed.
*****All teachers have the responsibility for checking students attire. If the students grooming violates the Districts dress
code, contact the parent. In the case of repeated offenses, a referral will need to be filled out and sent to the Asst. Principal.
Refer to the districts handbook, Discipline Management and Student Code of Conduct, or Katy ISD Board Policy FNCA
(Local).
DUTY
It is expected that teachers share the responsibilities of duty and special assignments. It is particularly important to be punctual
and assertive during assigned duties, expecting and obtaining appropriate behavior from students. IF ABSENT ON THE DAY OF
AN ASSIGNED DUTY, IT IS THE TEACHERS RESPONSIBILITY TO ARRANGE A REPLACEMENT.
DUTY FREE LUNCH
All teachers will have a duty-free lunch daily. Students are to be supervised by the PARTNER TEACHER to and from the cafeteria
with PUNCTUALITY. Teachers may leave the campus for the lunch period provided they sign in and out in the front office and
tell an administrator. THERE CAN BE NO EXCEPTIONS TO THE TIME. The grade level teams will have lunch or recess duty. The
duty free lunch will be 30 minutes during the time the students have lunch or recess. Team Leaders will give a list of teachers
doing lunch and recess duty and the rotation schedule.
DYSLEXIA
Contact the AP to initiate the RTI process and request dyslexia screening process on a student in your classroom when you
have reason to suspect this disability.
EARLY ARRIVALS
Students arriving at school at 8:05 am or later should go straight to the classroom. Students are admitted into the
building/gym at 7:50 with the exception of children who eat breakfast at school. They may enter the cafeteria at 7:30 am.
Walkers and car riders must arrive before 8:00am to eat breakfast.
EARLY DISMISSALS
Six early dismissal dates are scheduled for elementary schools. Students are dismissed at 12:40 on these days so that teachers
can participate in staff development.
ELLISON LETTER MACHINE
The Ellison Letter Machine is located in the teachers workroom. This machine is capable of making uniform block letters (upper
and lower case) numbers and a variety of designs for use on bulletin boards, as notes, patterns, etc.
ENRICHMENT
Enrichment activities must supplement the curriculum for all students excelling in the regular curriculum. Meeting the
educational needs of all students is important and a professionals duty. Grade levels should discuss/plan/document their
enrichment activities. Enrichment/Challenge activities must be documented in lesson plans.
EXTENDED LEARNING TIME
There is a 30 (K)- 60 minute minimum ELT per grade level. A structured plan for ELT must be submitted to the Instructional
Coaches as to how the team plans to meet SMART goals and school goals as a whole. Team Leaders will receive ELT forms that
will need to be submitted to instructional coaches each month. This form will indicate how the grade levels ELT is organized with
objectives for challenging, spiraling etc. activities. Grade Level teachers will need to submit students names for their small group
instruction.
FACULTY AND STAFF CHILDREN
It is a matter of pride that many faculty and staff members choose to have their own children attend PME. There are some
guidelines that apply to those children and the adherence to those guidelines is important.
1) Please do not interrupt instructional time to talk with your childs teacher.
2) Once the 8:05 bell rings, all students must remain in class and may not leave to go get student planners signed, etc.
3) Children are not allowed to enter the teachers lounge, workroom, or front office area.
4) Children of all faculty and staff members may be dismissed to their teachers room at 8:05 am.
5) Children of PME staff members should not roam around the building, grade levels, library, etc. before or after school is
dismissed. They should stay in the same area as their parent until leaving for the day. Please provide a quiet activity for

them.
6) Our work does not stop when school has been dismissed. Often teachers will hold parent conferences after dismissal
and the office staff is on duty until 4:30 pm. Children roaming the hallways are disruptive at this time of day. As a
courtesy to your co-workers, please keep your children with you.
7) Children of support personnel, who are in the office, need to make arrangements with the principal as to where their
children can wait.
8) Staff members children may not attend faculty functions such as birthday parties, showers, faculty meetings, etc. They
are requested to stay in the parents classroom until their parent returns, or go to a designated area when the bell rings.
9) Children should not stand with their parent during morning or afternoon duty.
10) Junior/senior high children of employees will refrain from coming to the school during instructional time with the
exceptions being for doctor appointments, emergencies, or special permission from the principal. They must sign in and
enter through the front door when this occurs.
11) Faculty members children must follow the same attendance guidelines. If you need to leave early for any reason you
must come to the front office, sign your child out and wait for them to meet you in the front.
12) If your child is absent, you must call the front office or send a note.
13) If your child is not able to attend school due to illness, they may not stay in the clinic or your classroom.
14) A letter must be sent to your childs teacher if you are changing their mode of transportation. The note will be
forwarded to the front office and a Change of Transportation will be completed.
Faculty and staff members who live in the KISD attendance zone but are outside of the PME Elementary attendance zone may
transfer their children to PME by completing a Request for Inter-District Student Transfer. These requests have to be
completed annually. The forms are available online or from the ADA.
FACULTY MEETINGS
Faculty meetings are scheduled on Thursday as needed each month. All meetings will begin at 7:15 am. CONFERENCES OR
ARDS SHOULD NOT BE SCHEDULED AT THIS TIME. You and/or your team are welcome to request time to discuss items of
importance to the school during meetings. Please discuss your request with the principal or SUBMIT a written request for
agenda times.
FIELD TRIPS
It is the team leaders responsibility to schedule field trips with the principal. Team leaders must notify the cafeteria manager of
any trip affecting the lunch count two weeks in advance and ensure that all students have a signed permission slip providing
authorization for emergency medical treatment to a school official in order to participate. Team Leaders are responsible for
turning field trip money to the finance clerk four weeks before the field trip. Field trip money must be accompanied with a
Deposit information worksheet which can be found on line.
Field trips must have a precise correlation to the curriculum of a grade level. It is important that the cost of the trip be calculated
accurately. The total cost of the trip, indicating how much (if any) the students need to pay, and rationale (how it relates to your
grade levels curriculum) can then be presented to the principal for approval. After approval, furnish the secretary with all the
information needed to complete the paperwork (including a confirmation from your destination stating the price per student).
There is a time frame involved for getting a check from the districts business office, so please get your paperwork to the financial
clerk 4 weeks prior to the actual field trip. The district DOES NOT AND WILL NOT pay for parents attending.
*All parents attending a field trip must get a raptor badge from the school.
*Parents are not allowed to ride the school bus. They may follow the bus in their vehicle or meet the class at the event.
**SIBLINGS ARE NOT PERMITTED TO ATTEND
The following is a check-list for planning/conducting a field trip:
Request permission from the principal for location and date confirmation.
Complete a Request for Student Trip and Request for Transportation form (online) and return completed form to the
secretary as soon as details are complete
Notify the cafeteria manager
Obtain parent-signed permission slips from all students
Every student must wear a name tag with the school name and phone number on it
Take a first aid kit on the field trip (from LVN)
Medications for identified students (obtain from LVN)
Take an Emergency Care Supplement for School Personnel to use as a reference in case of an emergency
Take a cellular phone

Call the school secretary to notify campus administrators of any emergency or change in plans
FIRE DRILLS
Fire drills are conducted once a month.
FIRST AID SUPPLIES
Will be placed in your boxes by the LVN.
FORMS
It is suggested that you become familiar with the forms used by our campus and our district. The forms are used to improve
the operation and consistency of the school and district. In this handbook, you will find mention of many forms used on our
campus and in our district. Forms are found online on the KatyNet site.
FREE/REDUCED PRICE LUNCHES
At the beginning of school and as new students register, they are offered the opportunity to request free or reduced price
lunches if necessary. All information regarding students on free or reduced lunches should be kept confidential. These students
should not be lined-up together or labeled verbally. Applications can be obtained on-line throughout the year. Applications
returned for free or reduced price lunch should be turned in to the ADA clerk.
GRADE BOOKS/GRADING
It is important to keep accurate documentation of students grades. Refer to the Katy ISD Grading and Reporting Handbook.
All teachers will be trained in using the computerized grade book program.
GUARDIANSHIP
ALWAYS notify an administrator and ADA clerk if a parent with legal guardianship writes a letter stating that only the one parent
and no others may pick the child up. The office will flag this childs registration card so that he/she will only be picked up by an
authorized adult. Keep the office informed of changes.
If you become aware of a change in the childs living status (divorce, marriage, change of guardianship), please notify the
counselor and ADA clerk immediately.
GUEST SPEAKERS
Students can benefit greatly from being exposed to a variety of interests through the use of guest speakers. A principals approval
is necessary in order to arrange to have a guest and/or parent speak in your classroom or grade level. Completion of a Guest
Speaker Prior Approval form is required. Team Leaders must make arrangements for guest speakers to be accompanied by a
PME Staff member.
HAZARDOUS CHEMICALS IN THE WORKPLACE
In-service for this subject is a mandatory training on an annual basis. The information is found online (KatyNet District
Information) in a power point presentation.
INSERVICES/STAFF DEVELOPMENT
Teachers are to accrue staff development hours each year. These hours may be earned during early dismissal days, at faculty
meetings and through other opportunities offered throughout the year.
INSURANCE - EMPLOYEE
Refer to the district Professional and Paraprofessional Handbook. In addition to this handbook, near the beginning of each
school year an insurance packet is given to each employee with information on all the insurance options.
JURY DUTY
Refer to Absences - Employees in this section.
KEYS
Keys to your classroom are distributed by the secretary prior to the beginning of school. At 8:20 all exterior doors except the
main entrance doors will be relocked for security. All doors will be locked at 4:15pm. All keys must be checked in prior to the last
working day. If a key is lost or broken, please notify the secretary so a new key can be ordered. You will be charged $7.00 for
each missing key.

LAMINATING
A request to laminate form must be completed. Materials needing to be laminated should be placed in the teacher workroom. A
front office staff member will laminate weekly. Be sure each item is labeled with your name. Laminating will not be done if
there is no name on the material. Items will be cut out (time permitting) and returned upon completion. Laminating must not
be sent to the Print Shop.
LEARNING RESOURCE CENTER
Probably the single most important factor determining the success of the school library program is the extent to which teachers
motivate their students to use the library and its resources and the extent to which teachers themselves use the LRC resources to
enhance instruction.
Students who come to exchange books during open check-out must have an I.D. Students are welcome to use the librarys
computers for educational uses, but need to understand that if a regularly scheduled class needs to use them, the visiting
student will be asked to come back later. If you would like to bring a group to the library to work on a special project, please see
the Librarian in advance to ensure space and materials for your students.
All hardware not assigned to the grade levels may be checked out as needed and returned to the LRC after its use. Each
homeroom has a TV connected to our video tower. Prior approval from an administrator must be obtained before a video can
be scheduled TEACHERS ARE EXPECTED TO CHECK OUT ANY MATERIALS REMOVED FROM THE LRC.
Overdue notices are placed in the teachers mailboxes. Please assist us by giving these to your students that afternoon.
Students with overdue books will not be allowed to check out another book until their record is cleared. Pre-kindergarten
students do check out books. Beginning in second grade, students may select two books at a time. Each grade level is
responsible for maintaining their computer supplies.
OFFICE BEHAVIOR REFERRAL

PROFESSIONAL LIBRARY
Our professional collection is housed in the LRC. We have a selection of books and magazines available for your use. Please take
time to browse through the materials and become familiar with them. The professional magazines may be checked out for one
week.
LEAVING CAMPUS DURING THE SCHOOL DAY - EMPLOYEES
Employees MUST sign in and out in the binder that is located in the front office at the front desk.
LEAVING CAMPUS DURING THE SCHOOL DAY - STUDENTS
Students may not leave school without first being checked out through the office by a parent or guardian. The parent or guardian
must pick the child up. If a parent sends a note stating the child will need to leave at a certain time during the school day, please
do not send the child to the office to wait. The parent or guardian must first arrive at the school and sign the child out in the
office. Office personnel will then contact your room. At that time, please send the child to the office for dismissal. Children are
NOT allowed to go home for lunch.
LESSON PLANS
All plans are to be completed on the Forethought System each week by Friday at 5pm. You should plan two weeks in advance
in order to meet the instructional needs of your students. A paper copy of your lesson should be printed if you are able to
plan in advance for an absence.
LICE CHECK
All teachers will monitor their homeroom class. Refer any suspicious cases to our school LVN. Information handed out to
parents is available in the clinic. Please be familiar with the KISD procedures for detection and treatment. A class will be checked
only after lice are detected on a student.
LIGHTS
Please help to conserve energy by turning off lights when leaving the classroom.

LOST AND FOUND


All valuables lost and found should be sent to the office (rings, watches, glasses, keys, etc....). Coats, jackets, sweaters, etc.... will
be placed on the tubs by the fifth grade area. If a child reports something missing, please refer him/her to these locations.
Encourage students to be responsible for their belongings. Please do help students search; parents really appreciate the effort.
LUNCH - STUDENTS
Students may bring their lunch from home or eat the lunch offered by the school cafeteria. Students have a choice of the hot
tray or sack lunch. Students must keep their table clean and dispose of trash as they prepare to leave. It is suggested that
students NOT bring soft drinks to school. Discuss this item with all new students. Refer to Cafeteria and/or Free/Reduced
Price Lunches in this section for more information.
LUNCH MONEY
Money for students prepaying for lunches should be sent to the cafeteria by 8:45. Be sure the students name and teachers
name is clearly indicated. Lunch money may not be borrowed from the office. Lunches cost $2.05 for students and $3.10 for
adults. Milk price is $.75.

MAILBOXES, MESSAGES, EMAIL AND BULLETIN BOARD


Each teacher will have a mailbox in the front office labeled with his/her name. Staff members are to check their mail in the morning, lunch an
afternoon for messages.
You will not be called to the telephone during the school day unless it is an emergency. You are to return all parent phone calls
within 24 hours. Teachers should not send their students to check their box or get their mail. E-mail should not be checked when
you are responsible for students. Show respect for confidentiality of mail. It is preferable that each person pick up his/her own
mail. Also, check the administrative hall bulletin board. This space will be used for notes from the principal and central
administration.
MEDICATIONS
Refer to Clinic in this section of the handbook.
MEMOS AND EMAIL TO FACULTY
All memos and email copied to the entire faculty (DL-PME) must be related to instruction. If you would like to send a DL-PME
that is not related to instruction it must first be approved by the principal or an asst. principal.
MONEY
Security of money is important. Do not leave purses unlocked in vacant rooms. Money collected for various reasons should be
turned in to the office each day. ANY TEACHER IS SOLELY RESPONSIBLE FOR MONEY LEFT IN A DESK.
Strongly urge students to keep money on their person rather than in or on top of their desk, or lying around the classroom. Be
cognizant of possible problems and prevent them!
NEW STUDENTS
Please greet all new students with a smile and enthusiasm. They are very nervous about attending a new school. Parents are
sometimes more worried than the student. Introduce the student to the class and assign one student to be his guide for the
day. Be sure he/she gets on the right bus in the afternoon. Try to conference with new parents within a three week period of
enrollment.
At the time of registration, if the nurse is available, a vision and hearing test will be administered. The new student will also be
introduced to the counselor. The first stop on the building tour will be by the students homeroom to inform the teacher that
the new student will be there shortly. (One extra desk should always be present in each classroom to eliminate any delay or
interruption to instructional time). You will be given a New Students Information Slip. The permanent folder will be sent with
a routing slip and should be reviewed and signed by the designated staff members. If the new student comes in before 10:00
am, he/she is entered on that day.
NOTES TO PARENTS
All notes or letters sent to all students in a class OR grade level must first be approved by assistant principal. This includes
notification for field trips, requests for money, etc.

OUTDOOR LEARNING CENTER (OLC)


The James E. Williams Outdoor Learning Center is a district facility; its purpose is to provide an opportunity to transform
classroom discussion, laboratory activities, and textbook abstractions into meaningful life situations. Fourth grade must
schedule a trip to the OLC. Team leaders are responsible for scheduling their grade levels trip. A Request for Transportation
form needs to be completed and turned in two weeks in advance (the secretary will take care of completing this form when
dates and times are provided).

PLANNING PERIOD

Teachers are provided with a daily planning period for the express purpose of planning for students. This may take the form of
lesson plan creation, partner planning, a team meeting, a collaborative conference, staff development, Professional
Development rotation, attendance at an ARD, etc. In short, planning periods are provided so that a teacher has a time during the
school day to plan, complete paperwork and meet with others. Planning periods are not to be used for personal errands except
under extreme circumstances. SHOULD AN EMERGENCY ARISE AND A TEACHER NEED TO LEAVE THE BUILDING DURING THE
SCHOOL DAY, PERMISSION MUST BE RECEIVED FROM THE PRINCIPAL. Please refer to Leaving the Building during School Day in
this section for further information.
PLAYGROUND
No child is to be on the playground unless adult supervision is present. Teachers should be aware of their responsibilities
concerning recess supervision. Teachers on duty should be visible - walking about the playground. Supervising from a seated
position is not acceptable. Teachers are expected to be physically near groups of children. Particular attention should be given
to students using playground equipment, big toy, etc.... Playground and recess procedures should be taught to your class. Refer
to Discipline section in this handbook for playground rules. No cell phones should be taken to recess.
PRINCIPALS AWARDS CERTIFICATES
These are end-of-nine weeks certificates and include students with all As, All As & Bs, Perfect Attendance, Exemplary Behavior
and Principals Expectation award. Each classroom teacher is responsible for sending these certificates home with report cards.
PRINT SHOP
The Katy ISD Print Shop is available for large volume copying requests. This facility can offer many services including copying,
collating, stapling, etc. By planning ahead, individual teachers or entire grade levels can reduce costs to the budget by sending
materials to the Print Shop. Printshop orders should be submitted electronically. The Instructional Coaches need to approve
requests before submitting it to Printshop.
PROFESSIONAL GROWTH
Professional personnel should refer to the Professional and Paraprofessional Handbook which is online. Additional information
can be obtained in the BOARD POLICY MANUAL, also online.
PROFESSIONAL LEARNING COMMUNITIES
PLCs will be conducted once every nine weeks. These meetings will address items which affect the entire grade level.
Curriculum items should be discussed.
PROFESSIONAL ORGANIZATIONS
Most major professional organizations are represented in the district. Among those are: ASCD, ATPE, KEA, KESCA, TEPSA,
TSTA, etc. (See Abbreviations in the QUICK REFERENCE section). Representatives or members on campus will have
information about the different groups.
PROGRESS REPORTS
A positive specific comment for individual students is sent home at the middle of the nine week grading period or anytime
thereafter to inform parents of a failing grade or a significant drop in a students achievement. A Social Development and
Work Habit Comments form can be sent if only non-academic problems exist. A parent conference should be held if
Progress Reports are sent for two consecutive nine weeks. Refer to Social Development and Work Habit Comments in this
section or the Katy ISD Grading and Reporting Handbook.
PSYCHOLOGICAL CONSULTATION
The request by the teacher for a psychologist should be made through an RTI meeting. Teachers may request assistance from a
psychologist if the teacher has a serious problem with a student in the classroom, the students overall behavior indicates there is
a need for intervention, or if the student has made a threat of suicide or homicide. Documentation of the students behavior and
teachers strategies should be kept by the teacher.

PTA FUNCTIONS
The PTA is a vital organization directly affecting the school. Attendance/participation in PTA functions (PTA meetings,
fundraisers, etc.) is necessary and expected. Volunteer - be involved - show your leadership. Attendance at PTA is part of our
job. You are expected to be a PTA member. You should also attend three PTA meetings per year, one per semester and the
third your choice.
PUBLIC RELATIONS - PUBLICITY
The technology committee will assist in seeking publicity for the many outstanding programs and activities students and teachers
are involved in at PME. It is important that the committee members be aware of guest speakers, special projects, etc. in order
that photography and the writing of a news article might be arranged. All newsworthy events should be documented with a
picture and a brief article. These events should be given to your grade level Technology Committee member.
PARENT-TEACHER RELATIONS
It is vital that frequent (at least weekly) communication is established and consistently continued. Use the student planners to
help in this effort. When teachers and parents are working hand in hand to accomplish goals with children, great progress can
be achieved. There is special satisfaction in knowing that you have the confidence and support of the parents. This is usually
achieved when the teacher communicates honestly, candidly, and caringly with the parents. The principal encourages telephone
and written messages. It is particularly meaningful to know that a teacher gives emphasis to congratulatory messages as well as
those that inform about problems.
PARKING IDENTIFICATION TAGS
Parking identification tags are issued to all faculty and staff. These are to be used when parking on campus parking lots
throughout the district.
PAY DAY
Pay checks will be issued on the 15th and end of the month.
PERMANENT RECORD (PR) FOLDERS
This folder will follow the child throughout his/her school experience; therefore, it must be completed properly. When a
child enters school, he/she will be given an ID number and a PR folder will be made.
PR folders should be reviewed at the beginning of each school year in the collaborative room. PR FOLDERS ARE NOT TO LEAVE
THE FRONT OFFICE. You may view them in the collaborative room. PR folders will be housed in the front office. Please check the
folder for the following:
Be sure the date of entry is on the outside of the folder.
All information at the top of the folder should be complete and accurate.
If a child moves within the Katy area, change the address and phone numbers. Notify the office so that these records
can be changed on all files.
Refer to the handbook printed by Katy ISD regarding grading procedures before putting grades on the PR folder. Grades
that go on the PR folder are yearly averages. Do not post grades in the folder until the last report card has been given
out.
You will receive a photograph of the child during the year to post.
Attendance is for the entire year, so it will not be posted until the end of the year.
If the child is in a special program (ESOL, Special Education, Dyslexia, 504) indicate such.
If the child is in the Challenge Program, note this under Enrichment Programs.
Never put subjective information in the folder.

Special Education information, psychological testing, etc. goes in a confidential file. This is a separate file kept by the
Diagnostician. These files are privy to a designated group of people, including the teacher. THERE SHOULD BE A
FORM INSIDE THE PR FOLDER INDICATING A CONFIDENTIAL FILE EXISTS.
The following should be in the PR folder with demographic label attached: (stapled together) Immunization/health
records, copy of birth certificate, Home Language Survey, Student Record Inspection Sheet, proof of residency, all legal
documents such as adoption/custody, court orders. Other items include: picture, STAAR Data Sheets, Standardized
Achievement and Ability Test Data, report cards, progress reports, tracking card, teacher comment sheets, teacher
conference documentation, placement or retention documentation, and any other pertinent information
Information included in the PR folder should be stapled by grade level in specified order on a yearly basis. The
counselor and team leader will go over this order with each grade level in May.
At the end of the students fifth grade year, the following information should also be included in the transition records
to the junior high: ESOL folder (if applicable) and records from previous district (if student was enrolled less than one

PERSONAL BUSINESS LEAVE

PICTURES
Classroom teachers will be responsible for keeping accurate records for students ordering pictures.
Individual and group pictures have to be paid for in advance. Students purchasing individual pictures have a choice of package
sizes, thus requiring special attention to record keeping. Please turn in all money, in the envelope provided, to the office on a
daily basis. A time schedule for taking pictures will be given to each teacher. Please verify that the time does not conflict with
any special classes. Notify the person scheduling if you do have a conflict.
School pictures are taken twice during the school year. Individual, group and class pictures are taken in the fall. It is important
that all faculty and staff members have their individual pictures taken so that they can be included in the yearbook. There is no
charge to employees for individual or group pictures.
Spring pictures are taken in the second semester. These are individual pictures with a theme background. The pictures are
made, a package of pictures and money or the pictures must be returned. Employees must pay for spring pictures ordered
RECESS
Recess is to be scheduled for 15 minutes daily. It is very important that teachers are continually supervising students. Safety is
an issue that may not be ignored! Teachers should be walking the playground. Teachers are expected to be physically near
groups of children. Particular attention should be given to using playground equipment. No teachers should be close to each
other holding a conversation. Team Leaders should assign specific duty areas to team members, submit a map to the assistant
principal, and place a copy in the teachers sub-folder. You should be at your designated playground station. * No cell phones
should be in use during recess. If you have an emergency you may use the grade level walkie-takie.

REPAIRS
Repairs needed in the classroom, building, playground or office equipment should be reported to the front office, or finance
clerk, IN WRITING as soon as possible. (Such repairs might include electrical switches or plugs, water fountains leaking, loose
pieces on playground equipment, etc...) Be sure to indicate the exact location of the repair on the note so that a maintenance
request can be filled out. Smoke or gas odors should be reported immediately to the office. Audio-visual and computer
equipment repairs should be turned in to the librarian with a note attached explaining in detail how the machine is
malfunctioning. Items will be repaired as soon as possible. Our financial clerk enters all work orders.
REPORT CARDS
Online Report cards are computerized. Each teacher will enter his/her grades. Specialty teachers will input grades. Please refer
to the district Grading and Reporting Handbook (online) for specific instructions on grading procedures.
RESIGNATIONS
A signed letter of resignation by the employee must be submitted to both the campus principal and the Katy ISD Human
Resources Personnel Office.
RESTROOM PROCEDURES
It is important that students be supervised during restroom breaks. Plan to take students as a class, but not as a grade level, to
the restroom once during the day. Appointing a student bathroom monitor can be helpful in supervising the restrooms and be a
reward for children who walk appropriately in the hall on the way to the restrooms. Only send one student at a time to the
restroom any other time of the day. A restroom/water break is suggested before specials. Stress appropriate behavior,
physically monitor the restrooms and follow the restroom matrix!

SAFETY HAZARDS
All safety hazards are to be reported to a member of the front office as soon as they are discovered. The office personnel will
immediately address any concerns to the proper authorities.
SAFETY PATROL
The Safety Patrol is a trained group of 5th grade boys and girls organized to promote safety in and around the school. The
youngsters relieve teachers of some duties and are to be recognized as leaders of PME Elementary. All students should be
instructed to obey the patrols in matters of safety. This group is also in charge of raising and lowering the flags each day. Please
assist the Safety Patrol Sponsor, our PE teacher, by offering constructive comments to safety patrol members. The PE teacher
will organize instruct and maintain the safety patrol. Teachers should alert a sponsor if a safety patrol child becomes
irresponsible in grades or conduct. Students on the safety patrol must maintain satisfactory grades and conduct to remain active.
SALE OF NON-SCHOOL RELATED ITEMS
School employees who wish to sell products, goods, services, etc. for personal profit or for non-school activities/programs may
advertise those goods on a 3x5 card displayed on a designated bulletin board once the note card has been approved by the
principal. These personal advertisements may remain on the bulletin board for no longer than 2 weeks each semester. Any
arrangement for sale and/or delivery must be made before or after the normal working hours. School employees are not
permitted to advertise and sell goods, products, etc. for other persons for personal profit. Commercial advertisements and sales
on school property are prohibited.
SCHEDULES
Accurate schedules and punctuality are keys to the smooth operation of the school. Please adhere closely to all schedules.

SCHOLASTIC READING GUIDELINES
The following guidelines are based on Principal 1 of the Code of Ethics and Standard Practices for Texas Education.
Suggested Guidelines
1. The distribution of book club order forms is appropriate as the practice allows students to purchase books at very
reasonable prices.
2. The teacher should stress to the students that ordering books is strictly voluntary. There should be no pressure placed
on the students to purchase books.
3. Parents should pay for books ordered by check. All checks must be made payable to the book company. Parents
should be informed of this by letter. (See sample letter) *an additional parent letter is available online*
4. The need may arise to accept cash, i.e. a student whose parent/guardian does not have a checking account. In such
cases the teacher should inform the principal that cash was accepted and that the teacher will write a check for the
amount to the book company.
5. The teacher should distribute no more than one order form per month.
6. The teacher should use the points earned for books, stickers, note pads, and other items for the classroom
7. It is recommended that forms which require a yes/no response and the students address not be distributed to the
students, i.e. Highlights for Children.
Teachers are urged to consider the ethical position in which they are placed when ordering gifts with bonus points earned from
students orders. These guidelines have been established to protect teachers so that there is no question regarding ethics.

SCHOOL FUNCTIONS
ATTENDANCE AT SCHOOL FUNCTIONS is an important part of our job as educators. Teacher participation is a high priority.
Actions speak louder than words when demonstrating our commitment to a parent/school partnership. Teachers time is
respected; however, PTA functions and projects are an integral part of public relations. TEACHERS ARE EXPECTED TO ATTEND
PTA MEETINGS EACH YEAR, OPEN HOUSE, THEIR GRADE LEVEL PROGRAMS, AND PARENT INFORMATION EVENTS.
SCHOOL PARTIES
Three school parties are permitted each year. Other celebrations (good behavior, merit, etc...) MUST BE APPROVED BY THE
PRINCIPAL.
SECURING CLASSROOMS
It is wise to lock your classroom as you leave at the end of the day to ensure that no one enters your room without permission.
Stress to your students that bringing valuable objects to school is not a good practice.
SICK LEAVE

Policy Manual.
SNACK MACHINES
Snack machines are provided for the employees convenience. Students are not allowed to purchase items from the
machines. Problems occurring with the machines should be brought to the secretarys attention.
SOCIAL DEVELOPMENT AND WORK HABIT COMMENTS (online)
This form is used to inform parents of non-academic problems that might exist. It must be used if a U is given on the report
card. A copy of this form will be placed in the students permanent record folder. Refer to the Katy ISD Grading and Reporting
Handbook for specific information.
SPECIALTY CLASSES - SCHEDULES
Being responsible and courteous about specialty schedules (art, music, physical education, Title I, AST, ESL, LRC, Speech, and
Special Education) means that classroom teachers and special subject teachers follow the schedule closely. Dismissing and
receiving classes/students almost simultaneously requires cooperation and thoughtful attention. CHILDREN ARE TO BE
ACCOMPANIED TO AND FROM LRC, Science Lab, P.E., ART AND MUSIC CLASSES BY HOMEROOM TEACHERS....without exception;
classes should never be unattended in halls or walkways. All team members are asked to participate. Remember, you are liable
for any injuries, etc., if not with your class!
STUDENT COUNCIL
There will be a Student Council composed of fourth and fifth grade students. The Student Council will be under the direction of
the Counselor. She will organize the council, including the election of officers, duties and projects of the Council. There will be
regular Student Council meetings. The Student Council will conduct various service projects and activities throughout the year.
Exemplary citizenship should be a focal point of all council activities.
STUDENT RIGHTS
As the Supreme Court has made very clear, students have the same Constitutional Rights as anyone else. This includes the
confiscation of a childs property. If you take a toy, etc. from a child, be sure he/she is informed that it can be picked up at the
end of the day by his/her parent. Additional information regarding student rights can be found in the districts Discipline
Management and Student Code of Conduct handbook. Toys SHOULD NOT be brought to school; this includes electronic toys,
games, radios, etc.... Students should receive clear explanation about NO TOYS.
SUBSTITUTE FOLDERS
A substitute folder must be ready for use on the first day of instruction. Team leaders will direct the organization of folders for

their grade level and are responsible for seeing that the folder is prepared on time. Team leaders should call for the folders and
pass to the AP for review. Substitute Folders will be housed in each classroom in a designated area. Teachers are responsible
for informing the team leader of its location.

SUPPLIES
Each team is allotted a budget for the school year. If throughout the year the teacher is in need of additional supplies, please
submit your requests to your team leader.
TARDIES
Students arriving to class after the 8:20 tardy bell will be escorted into the building by their parent and MUST report to the office
for a late admittance slip to class. Do not admit a student to your class without such a slip. Keep this slip for your records. When
a student is tardy the ADA will make notation online.
TEACHER RETIREMENT SYSTEM
If eligible for retirement under the Teacher Retirement System requirement, write the TRS in Austin up to a year in advance. TRS
will send you a packet of information on retirement options and a listing of workshop dates in the area. Close to the end of the
contract year, a letter of resignation will need to be completed at the Katy ISD Personnel Office. Refer to Resignation in this
section, the Katy ISD Professional and Paraprofessional Handbook, and the Board Policy Manual (online) for more
information.
TEACHERS LOUNGE
The teachers lounge is a pleasant place to relax. It is an ABSOLUTELY INAPPROPRIATE place to discuss individual children and
thus IS NOT the place to plan or conduct team meetings. Please keep the lounge neat. Dishes are always to be washed and
put away. Each person should take pride in the appearance of the room. PME Elementary is a non-smoking facility.

TEAM MEETINGS
Each team should meet with ALL members present. The meetings will be led by the team leader. Minutes can contain
important documentation. Team reports are filed for documentation. Team leaders should request visits from specialists and
special education teachers at team meetings at various intervals. Communication is vital to be able to share ideas to improve
student or class performance. If a team member is absent, the Team Leader is responsible for sharing information. **Team
meetings should not be held on Tuesday, Wednesday or Thursday unless its after school.
TECHNOLOGY
PME has two computer labs, a lab schedule will be created with fixed and flexible times available.
Each teacher should take advantage of the computer classes offered by the district.
EACH TEAM HAS TO PRINT TO THEIR TEAMS PRINTER. Printers are housed in the team leaders classroom or grade level printing
room. Multiple copies must be sent to Print Shop.
TELEPHONE
Telephones are provided for use by teachers in conducting school business. Student use of telephones is limited for emergencies
and should be monitored. Calling home for books, homework, to go home with a friend, etc. is not an emergency. Calling home
for eye glasses, etc. is an emergency. Telephones in the instructional areas should be used during non- instructional time only.
Personal cell phones should not ring or be used during instructional time for personal use.
TELEPHONE USE - STUDENTS
Students must have permission from the teacher in order to use the telephone. Please screen calls to determine if they are
necessary. Social calls are NOT permitted, nor are calls to change transportation. Valid reasons for phone use include
forgetting lunch or lunch money, permission slip, books, etc.... NO CALLS CAN BE MADE DURING MORNING ANNOUNCEMENTS.
TESTING
The KISD standardized testing schedule will be provided by the counselor and instructional coordinator. The campus counselor
and the instructional coordinator are in charge of testing on the campus level.

The textbook clerk will be responsible for issuing textbooks to the teachers. The student book checkout will be computerized.
DO NOT TRADE BOOKS - NO EXCEPTIONS!!!
Periodic book checks will be conducted. The textbook clerk will provide each teacher with the numbers of each
textbook issued to him/her. When the count is substantiated, notify the textbook clerk to personally verify the count.
If there is an overage or shortage, this is the most appropriate time to begin tracking the problem. Missing
textbooks will be the responsibility of each student in grades K-5 and of teachers in the primary grades.
TEXTBOOK COVERS
Textbook covers can be obtained in the workroom. All student textbooks must be covered at all times. INSIST THAT
YOUR STUDENTS COVER THEIR BOOKS. THIS IS A STATE LAW.
TITLE I
The purpose of the Katy ISD Title I program is to provide instructional support for academically deprived students in the schools
that qualify for this support. It is our goal to increase the achievement of the students, thus increasing their self-esteem and
reducing their risks of failure. The Title I program is designed to supplement, not replace, regular instruction. The classroom
teacher is to provide equal direct instruction time for Title I students as for non-participating students. The Title I teachers will
provide supplemental instruction by pulling students from the room to work in small groups, assisting in the regular classroom,
science lab instruction, offering reinforcement with the use of the computers, or a combination of all these options. What works
best for one grade level or teacher might not be the best for others. All students are eligible to be served by our Title I program.
TRANSFER REQUESTS

TRANSPORTATION REQUESTS
When planning transportation for a field trip, it is necessary to give the secretary all the information needed. You will need to
complete a Request for Transportation form for EACH bus needed. The secretary can answer any questions you may have
regarding this form. (Form available online.)
VIDEOS
A video request for approval should be submitted to your grade level assistant principal a week in advance. Forms may be
obtained from the library. Videos used as instructional input should be PLANNED for, and the following guidelines must be met:
Discovery Education
-should be limited to one hour of instructional time per week and documented in your Forethought lesson plans.
Before Viewing -preview the video!
-set a purpose/objective for the lesson with your students
-establish specific questions students are to find answers to, take notes, look for, etc...
During Viewing -stop the video when necessary to emphasize a critical point or purpose of viewing
-monitor as students take notes or interact with the information being presented
-total viewing time at one setting should be 30 minutes or less DO NOT EXCEED 30 MINUTES
After Viewing -teacher guided discussion of key information takes place
-students answer questions, share notes and complete any independent practice activities planned by the teachers.
VIDEO TAPING
Videotaping oneself is an excellent way to monitor teaching skills. It is also appropriate to video special student assignments
(book reports, plays, etc.). Schedule taping sessions with the librarian.
VISITORS IN THE BUILDING
Visitors to PME Elementary are most welcome. Parents visiting classrooms may do so by contacting the assistant principal and
deciding on a time that will not conflict with classroom instruction. The A.P. will inform the teacher of the request and ask for a
recommended time and day to schedule the visit. For security reasons, all visitors (volunteers or parents coming to observe in
the classroom) must register at the front office before proceeding to any part of the building. Visitors will receive a name tag in

the office. If you see someone in the building that you do not know, cordially walk him/her to the front office to register. Please
remind visitors to sign out before leaving. Help visitors feel welcome and comfortable.
VOLUNTEERS
PME Elementary is proud of its volunteers. The PTA and PME Elementary Campus Improvement Plan continue to emphasize an
active volunteer program. Volunteers are available to help in the workroom, in the library, as tutors, as storytellers, with home
projects, PTA special projects, and in classrooms. Workroom projects would include clerical work, cutting out bulletin board
items, making letters for bulletin boards, etc. Tutors can work one-on-one or with small groups to review math facts, learn sight
words or improve reading skills. Volunteers can read to an individual class or a grade level as needed or on a regular basis.
Volunteer services can be requested by placing an assignment in the teachers workroom in the designated area for the grade
level on the designated VIPs workdays. A note attached should describe the work needed, deadline, and the name of the
teacher requesting the work. Please give plenty of notice for the deadline. Completed work will be placed in the teachers
mailbox or a pick up slip placed in your box. The PTA has monthly work days on the school calendar.
WALK-THROUGHS
Walk-throughs will be conducted for both KDAS and PDAS for teacher cumulative files. Time on task should be maximized,
activities should be student centered, and student success should be evident. A high rate of student/teacher interaction is
expected. Problems stemming from walk-throughs will be discussed in a conference between principal/asst. principal and
teacher.
WEBSITES
As per our Responsible Guidelines, teachers must preview websites before presenting in class.
TUESDAY TAKE-HOME FOLDERS
Each grade level will send home take-home folders on each Tuesday which will include all school
information, sign-return work, and memos. This must be communicated to parents. This information will be
placed in your box on or before Monday. The only exception will be if a notice is sent out school wide by administrators.
WITHDRAWAL FROM SCHOOL
Parents should notify the office several days in advance when a child is withdrawing. If you know a child is withdrawing, please
confer with the ADA clerk and counselor to confirm the information.
DISCIPLINE
Texas schools are required to have a formal discipline management system. The Katy ISD philosophy and management
system is detailed in the handbook, Discipline Management and Student Code of Conduct. Read the manual!
At school, childrens behavior reflects on three basic general ideas: respectful, responsible, and ready to learn. Our goal is to
teach, practice and model routines in these areas. Behavior that does not support growth in these areas breaks down school
appropriate behaviors and serves to disrupt the school environment and affect the learning of all students.
As a staff, we will focus on identifying necessary school behaviors, outlining routines that work for PME students and teachers,
practicing, reinforcing positive behaviors and readdressing areas of concern as they develop by providing students with direct
teaching through the morning announcements, guidance lessons and classroom lessons. Posters will be created and placed at
specific locations around the building to support students with visual reminders of our routines and expectations.
Customized Behavioral Charts will be implemented through RTI. They are designed to be specific in addressing the How,
When and Where of the inappropriate behavior in observable terms for the child and the parent, to serve as documentation
for recording behavior over time and as a tool for developing Behavioral Intervention Plans for children with ongoing behavioral
difficulties.
Recess detention can occur on a daily basis. Each team will establish a rotation to monitor students who have earned recess
detention. The purpose is to cut out no homework and missing assignments by providing the students with immediate
consequences for showing lack of responsibility. Students should not have the entire recess time taken away.

Expectation Cards

Each grade level will follow a continuum for marks received on the success chart.
All Level I offenses are handled by the classroom teacher.
Level II- V offenses will result in a student office referral. DO NOT SEND STUDENTS TO THE OFFICE WITH A REFERRAL IN
HAND.
Teachers may call their assistant principal for assistance if there is an emergency situation that affects the safety of
others.

POSITIVES:
Give praise, positive notes, privileges, Dolphin Dollars, etc.! The possibilities in awarding positives are limitless! Focus on awarding
positive attention in the form of praises, smiles and good notes. Be lavish in recognizing an individual students efforts to behave
appropriately. Remember to utilize Principal Awards Certificates to boys and girls who do an outstanding job each nine weeks.
This year each teacher is required to make contact with a parent to positively recognize each child for either their behavior or
their academic performance. Please document these contacts.
Teachers will enforce the desired behavior by establishing a routine that the children readily recognize and understand. A most
effective routine involves the teacher writing the childs name on a clipboard or notebook at the moment an offense occurs. If
there is no other incident, there is no punishment
Parent Orientation is an excellent opportunity to explain the grade levels discipline plan, as well as the school discipline plan.
Parent orientation information needs to have approval. Follow through by sending parents a written explanation of your plan.
Include a signature line showing acceptance of the plan. If a parent does not sign, follow through immediately with a call
explaining the absolute necessity for teamwork. Agreement at this stage is of vital importance. If necessary, a final referral
should be made to the assistant principal who will counsel with parents.
Open communication between school and parent is essential for the schools efforts to be successful. Encourage a feeling of
teamwork and parent cooperation. Write positive notes and make positive calls often. PME Elementary discipline will be
exemplary because of caring!

BUS RULES

Student conduct on buses to and from school each day is vital to safety, and in many cases establishes the frame of mind for
beginning the school day. The following bus rules must be reinforced:
1. Obey your bus driver
2. Remain seated and face forward
3. Keep hands, feet and other objects to yourself
4. Speak in a normal inside voice to the person seated next to you
CONSEQUENCES:
First Offense - Conference with Assistant Principal & parents notified
Second Offense - Conference with the assistant principal and student is placed on bus probation; parents notified
Third Offense - Conference with Assistant Principal
CAFETERIA BEHAVIOR
The end result of procedures followed during cafeteria periods is to provide a relaxed atmosphere in which the students can
enjoy the meals. There must be a structured plan that teaches good behavior. Good behavior includes reasonably quiet talking,
polite manners, orderliness, neatness, leaving a clean area, following instructions quickly and properly, and consideration of
classmates. Good behavior can be encouraged utilizing no talking tables, shortened recesses, or quiet times for those students
who choose not to display the expected behavior. Additionally, one can reward particular classes who show best or greatly
improved manners. Students can earn game days and junior high seating as rewards for following cafeteria rules.
The following cafeteria guidelines should be followed:
1. Enter and leave quietly
2. Voice level 0 while in the cafeteria line
3. Take everything you need when in line
4. Use hand signs for all requests
5. Walk at all times

6. Sit and remain seated


7. Use a Voice Level 1 when speaking
8. Last 5 minutes in the cafeteria is silent
9. Be responsible for keeping your food and belongings with you at all times
DISCIPLINARY PROCEDURES OF THE ASSISTANT PRINCIPAL
Classroom discipline plans usually include the consequence send to the principal/assistant principal as the last step and severe
measure. Please be aware of actions that should be taken with these students. It is important to realize that any hierarchy
established is one that needs to be flexible. For example, two students may be sent to the assistant principal - both for the first
time. The severity of the offense may be so different that they would warrant different consequences.
In most cases, severely disruptive students are repeat offenders and will be dealt with in a hierarchy of consequences that
increase with severity.
Consequences include, but are not limited to:
First Referral: Conference with student; call parents; in-Think Time
Second Referral: Call parents; Think Time, in-school suspension; behavior contract; detention
Third Referral: Parent conference and in-school suspension or suspension
Fourth-Tenth Referral: Teacher is required to meet with RTI coordinator and the counselor.
Everything possible will be done to work with teachers to improve the behavior of severely disruptive children. It is asked only
that teachers do not arbitrarily send students to the office. Be sure that the steps of the classroom discipline plans have been
followed before referring students to the office. Students who are sent without a discipline notice form outlining behavior will
be returned to class. Include objective information gathered from your observations and investigation. If a child is oppositional
or physical and help is needed to remove a student from the room, CALL THE OFFICE.
MORNING CAFETERIA BEHAVIOR
Please review the cafeteria rules with your students on
a repeated and frequent basis. They are important and must be enforced. Be sure that students understand that at 8:00 a.m.
the teacher on cafeteria duty will begin to dismiss students. Due to the short duration that breakfast is served, it is imperative
that students remain silent during the meal. Breakfast passes are distributed to students who need to finish breakfast once the
8:20 bell has rung.
PROCEDURES FOR ASSEMBLIES
1. For each program the teachers will state rules for behavior before students leave the classroom.
2. Teachers will not allow students to enter the assembly area until they are quiet.
3. The grade levels will be seated in blocks with a clear center aisle between them.

9. If students have questions to ask about the program, they are to wait until the program is over. They are not to raise
hands and interrupt.
10. Teachers may not bring work of any kind to the any assembly.

Get him/her to think about the possibility that there was some other socially acceptable way to accomplish his/her
purpose. (Maybe he/she just needed to ask the teacher for permission to get out of his/her seat and throw away
his/her piece of paper, etc.)
The student should be made to feel that it is in his/her best interest to stay out of trouble. Staying out of trouble
should be one of his/her goals to be a successful learner.
Let the student know that he/she made a bad choice. It is up to him/her to make good choices, but nevertheless,
he/she is the one that decides. He/she makes the choice, not the teacher. If he/she makes the bad choice, then
he/she also chooses the consequence that will certainly follow.
Building upon the idea of respect. You respect the student. The student must respect you, himself/herself, and
his/her fellow classmates.

Always let the student know that you like him/her. You do not like the disruptive behavior but you do like him/her
