MUNICIPAL ORDINANCE NO. 13-2011


ESTABLISHING AN LGU MEDAL TO BE KNOWN AS ARANDURUGAN
MEDALLION/ MEDAL IN GUINOBATAN, ALBAY, PROVIDING A SYSTEM AND
REGULATION IN THE CONFERMENT OR AWARDING OF THE SAME TO
QUALIFIED RECIPIENTS AND FOR OTHER PURPOSES.

Be it ordained by the Sangguniang Bayan of Guinobatan, Albay, in session assembled,


that:
Section 1.

Stablishment/ Creation. An LGU Medal to be known as the Arandurugan


Medallion/ Medal is hereby established in and by the Local Government of
Guinobatan, Albay, including the corresponding system and regulation in the
conferment or awarding of the same to qualified recipients.

Section 2.

Arandurugan Medallion, its Nature and Kinds.


a. The Arandurugan Medallion shall be the official medallion that the LGU shall
confer to its people who have shown outstanding and exemplary works or
performances in their fields of study, interest or specialization.
b. The type of Arandurugan Medallion will depend on the kind of recognition/
award that a person has to receive, to wit:
Arandurugan Medallion for Academic Excellence to be awarded/
conferred to Valedictorian & Salutatorian Students,
Academic Scholars, Deans Lister, Cum Laude, Maga
Cum Laude and Summa Cum Laude Students and the like.
Arandurugan Medallion for Youth Leadership to be awarded/ conferred
to students who are elected Presidents or the highest
position in their school students organization, community
organization and the like.

Arandurugan Medallion for Public Service to be awarded/ conferred to


outstanding government employees, third termer or
outstanding Barangay, municipal or provincial officials,
community leaders and the like.
Arandurugan Medallion for Most Outstanding Guinobateo the highest
form of medallion to be conferred to a guinobateo by the
LGU whose excellence in his/ her chosen field has been
recognized nationally or internationally.
Section 3.

Arandurugan Medal. The Arandurugan Medal shall be awarded to those persons


not falling on the above enumerated categories.

Section 4.

Arandurugan Medallion/ Medal Designs.

Section 5.

Arandurugan Medallion/ Medal Color of Ribbon. The colors of ribbon of the


Arandurugan Medallions/ Medal shall be different from each type of the award.
The colors of the ribbon shall follow the color of the background of the specific
awards as indicated/ shown in Section 4 hereof. Hence, the following colors of
ribbon for the every type of medallion/ medal shall be as follows:
Yellow

Arandurugan Medallion for Academic Excellence

Red

Arandurugan Medallion for Youth Leadership

Orange

Arandurugan Medallion for Public Service

Yellow Green

Arandurugan Medallion for Most Outstanding Guinobateo

Light Blue

Arandurugan Medal

Section 6.

Award or Conferment of Medallion/ Medal to Non-Guinobateo. These


Arandurugan medallions/ medals are to be conferred or awarded not only to
qualified Guinobateos but also to qualified non- Guinobateos whose
outstanding or exemplary works and performances have been demonstrated,
contributed a lot and served as an inspiration to Guinobateos or have been
developed/ acquired through, and/ or being recognized by, a reputable institution
or organization in the municipality.

Section 7.

Authorized Office. The Administrative Office under the Office of the Mayor
shall be the sole officer that shall be responsible for the custody and maintenance
of Arandurugan Medallions and Medals, in addition to their regular function. It
shall maintain a yearly roster of grantees or awardees of Medals/ Medallions as
well as an annual inventory of the same.

Section 8.

Manner of Awarding/ Conferment. No medal/ medallion shall be awarded or


conferred to deserving recipients without the presence/ assistance of LGU
Personnel or their authorized representatives in a fitting and dignified ceremony
or occasion for the purpose.

Section 9.

Penalty for Unauthorized Use/ Possession. The medallion/ medal shall only be
used in the manner provided in this ordinance and possessed by office so
authorized and by the persons duly conferred by it. Anyone who is not authorized
to used possess these medallions/ medals shall be fined an amount of not more
than Php500.00 for every piece of medal/ medallion illegally possessed or face an
imprisonment of not more than one (1) month or both at the discretion of the
court.

Section 10.

Appropriation. The Local Finance Committee thru the Budget Office shall
provide the corresponding budget every year for its procurement and maintenance
under the Administrative Office which shall in no case be less than Ten Thousand
Pesos (Php10,000.00).

Section 11.

This ordinance shall take effect immediately.
