Defining Public International Law


A. International Law is essentially the law which governs the
relationship between nation-states, although the subjects of
international law now also extend to individuals, international
organizations and other actors.
The Permanent Court of International Justice in the Lotus Case
declares: International Law governs relations between states. The
rules of law binding upon states therefore emanate from their own free
will
