Has the conflict in Sri Lanka finally ended?


BACKGROUND INFORMATION
For nearly three decades, this island paradise had been scarred by a bitter civil
war arising out of ethnic tensions. A ceasefire signed in 2002 was undermined by
regular clashes between government troops and Tamil rebels, and in January
2008, it ended. As violence escalated, the United Nations called Sri Lanka a
bloodbath and the international community appealed for another ceasefire. In
May 2009, the Government of Sri Lanka led by President Mahinda Rajapaksa
announced a decisive military victory over the Liberation Tigers of Tamil Eelam
(LTTE) or Tamil Tigers. Can this pave the way for a resolution to the conflict?

Source A: A report on an interview in early 2010 by Kumaran Pathmanathan (a
Sri Lankan Tamil living in Sri Lanka) who seeks welfare funds from Tamils
overseas.
In an exclusive interview with The Island newspaper, Kumaran Pathmanathan
was confident that a group of like-minded Tamils based in various parts of the
world would support the initiative for the benefit of Sri Lankan Tamils, and said
President Mahinda Rajapaksa was genuine in his efforts at resolving differences
among communities and helping to re-build the war-devastated regions.
Within a year of the conclusion of the war, the majority of the people displaced
by the conflict are back in their villages and ex-combatants of the LTTE are
undergoing rehabilitation and the international community, too, is supportive of
Sri Lankas efforts. None of these would have been possible without the political
leadership given by President Rajapaksa, he told the paper.

Source B: A report on a comment made by a government official in early 2010.


Government spokesman K Rambukwella (a Sinhalese) told a news conference
that the group representing the Tamil diaspora*, which had been forced to fund
the militant activities of the Liberation Tigers of Tamil Eelam, was now willing to
contribute to the welfare of the war-displaced civilians. Mr Rambukwella said
Kumaran Pathmanathan, who had been responsible for raising funds for
purchase of military materials for the terrorist outfit, had realized his past follies
and joined the group which was willing to help in development activities.
*diaspora: a large group of people who come from a particular place and are now
living in many different parts of the world.
Source C: An extract of a news report in late 2009 by the BBC (British
Broadcasting Corporation).
The government says the rebels have been crushed. For the first time in
decades, the army now controls the whole of Sri Lankas territory. The rebel
movement is over as a conventional military force and its leadership has been
decimated. But the Tamil Tigers controlled huge financial and logistical
resources, and were supported by many expatriate Tamils around the world.
Analysts say that the manner in which the government pursued victory ignoring
international calls for restraint may have radicalised a new generation of
Tamils, both on the island and in the diaspora in Europe, Asia and North
America.

Source D: An extract from a report by the international media in late 2009.
Pro-government Tamil minister Douglas Devananda says Tamils have committed
a historical mistake once again by not supporting President Rajapaksa in the
elections. He points out that Tamils had missed opportunities like the India-Sri
Lanka accord of 1987 and subsequent peace talks with successive Sri Lankan
governments to find a peaceful solution. Those missed opportunities, he says,
only increased the sufferings of the Tamils.
The vote against the government in Tamil areas, in the elections, will only
prolong the problem. It will not help in finding a solution, Mr Devananda says.
However, he admits that there have been shortcomings in the resettlement of
war-displaced Tamils but insists that the government is trying to address the
issue.

holding a very big stick to hit a tiger which is already trapped. By
hitting the tiger, an innocent civilian will also be hurt.

It is not useful because Source D has no mention of the role of
the Tamil diaspora, then and now. The Tamils in Sri Lanka alone
could not have made the conflict so long-lasting. If they continue
to be unhappy it will generate support from the diaspora to
continue the conflict.
However Source D does not seem to place much importance on
the influence of the diaspora on whether the conflict will really
end or not. This is unlike Sources A, B and C which point to the
influence of the overseas Tamils in the past conflict.

conflict to end, both parties need to do their part. Also it is

assessment.

facilitate this, the government has put in place the Medisave

Scheme. With this scheme, the individual will be able to pay for his
own hospitalization fees and for certain treatment in private clinics.
For long term hospitalization, Medishield, an insurance scheme can
be used to bear the cost since Medisave may not be sufficient.
Again, this reflects personal responsibility and less dependence on
the government for cost of healthcare because the premiums for
Medishield are paid by the individual through his Medisave. The two
schemes help lighten the governments burden of paying for
healthcare services and there is thus no need to increase taxes.

Adopting a healthy lifestyle helps to cope with rising cost of
healthcare for both government and individuals. Here, the
governments rationale is that a healthy person will not need medical
treatment and hence will save on medical expenses. Therefore,
schools and workplaces have programmes that help promote the
health of individuals so that students and workers alike stay fit and
trim. This then keeps them free from diseases and illness and in
fact, negates the necessity for medical treatment. Since
prevention is better than cure, the cost to the individual and
society is curbed and such an arrangement works in
everyones favour.

The government has pledged to keep healthcare affordable. This is
done through subsidies and grants given to government hospitals,
polyclinics and nursing homes. In government hospitals, the greatest
subsidies are given to Ward C to make sure that the needy have
access to basic healthcare at affordable cost. In 1993, the
government set up the Medifund at a cost of $200 million. The
interest earned is distributed to public hospitals to provide help for
needy patients. This is especially helpful for those who have little
Medisave and no Medishield. Means testing was introduced to
ensure equitable distribution of subsidies. Thus subsidies, grants
and Medifund ensure that no Singaporean is denied basic
healthcare since medical care cost remains affordable.

In order to do this the people of the country agree to contribute to a
national fund to help the more needy people of the country.

Another reason is that it now provides quality service. Patients are
given more access to medical information and advice so that they
can decide on their own treatment and care. NHS plan 2000 and
the NHS Improvement plan 2004 have improved service
standards The former has increased government spending and

provided patients faster and more convenient services. The latter
offers 4 different healthcare providers which Britons can have a
choice of and the treatment is paid for by the NHS. It also provides
over the phone medical advice which will save the patient a trip to
see the doctor. Hence there is better healthcare as patients now
receive faster feedback and faster treatment.

I disagree because there has been an increase in government
spending as there are still many people who qualify to receive free
health and medical care provided by the British government. All
these have led to an increase in government spending and the
government will still need to find ways to cope with the increase in
spending. This is especially true with an ageing population and
longer life-spans in Britain because people who are old are more
likely to need healthcare.

I disagree because the British government has to continuously
divert resources to make up for the losses suffered in providing
quality healthcare for the people. This means they have to spend
less on other areas of development for the country and eventually,
Britains economic growth is hindered. Businesses are driven out
and peoples motivation to work is reduced in the long term,
because they have to pay so much national insurance
contributions to support this kind of quality service.

I disagree because waiting time for the British public has not
lessened which causes a great inconvenience and even causes the
government to make use of healthcare services in neighbouring
countries. This in turn increases the governments expenditure
on the NHS. Thus the NHS does not serve Britain well.

military allies that can be consulted on for appropriate
measures of defence.

Singapores Defence Industry aims to develop the Army via the use
of the latest technology and equipment. The Defence Science and
Technology Agency (DSTA) focuses on buying and upgrading
weapons as well as developing new weapon systems for SAFs use.
By working with other countries and local tertiary institutions on
defence related research, the Defence Industry has developed
equipment which enhances the SAFs capability to engage and
destroy the enemy more effectively. Hence, the DSTAs role is
important as its continued research and upgrades of weapons
enable SAF to be an effective fighting force. This clearly is a
factor in deterring potential aggressors.

Advances in information technology have made warfare more
complex. The 3rd Generations SAF therefore aims to maximize the
SAFs defensive capabilities through modern technology. This will
enable our soldiers to fight more decisively in war and respond
flexibly in peacetime. It creates an intelligent defence force where
the surveillance and strike systems of the Air Force, Navy and Army
operate together to provide early intelligence so that we can look
deep and strike deep. This would destroy the enemy even before
they can locate us. In this way, potential aggressors are clearly
deterred.

The aims of ASEAN are to promote economic, social and cultural


development, protect the peace and stability of the region and
provide opportunities for members to discuss and resolve

ASEAN came into being because of the disputes, conflicts and
challenges in South East Asia during the 60s.

I agree because ever since Singapore co-founded ASEAN, she has
been able to make full use of its membership to forge better
relations with its neighbouring countries such as Malaysia and
Indonesia with whom we had problems such as the failed merger
and Confrontation in the 60s. This was part of the reason for
ASEAN to be formed and ASEAN has served as a platform for
Singapore to discuss its differences with neighbouring
countries peacefully.

I agree because ASEAN helps Singapore to manage external
threats such as the environmental haze problem through peaceful
dialogue. Singapore was able to assist Indonesia by monitoring
forest fires through the use of satellite images. Such collaboration
through ASEAN, has strengthened Singapores relationship

capitalise on a regional market of 500 million people by 2015. In
this way, ASEAN can serve us well because it will help to
protect us from economic uncertainties and competition from
countries like China or India which have much bigger markets.

development will find it hard to become fully integrated by 2015.
Bilateral ties on the other hand are more secure. Singapores

not want to jeopardise their investments.

cities and negotiated treaties with major powers. Doge Orseolo
established relations with Germanic Kings in the West to protect
Venices independence in the early days and obtain favourable
trading terms. By subduing the pirates of Dalmatia, he also made
the sea routes and passage of trading ships safe and
conducive for trading to take place. Doge Dandolo used the Fourth
Crusade, a military campaign to free Jerusalem from Muslim control,
as a campaign to take over the Byzantine capital at Constantinople.
He thus weakened the Byzantine Empire and helped Venice gain
recognition from other states by controlling this important city.
Doge Pietro Ziani further expanded trade for the Venice empire in
the Mediterranean Sea when he gained control of important routes
in the Mediterranean Sea. Hence all these capable leaders helped
Venice gain important territories and secure important trade
