CHILLER PLANT PREVENTIVE MAINTENANCE
‘STATEMENT OF WORK
41. GENERAL:
The Contractor shall furnish all labor, travel, and miscellaneous expenses associated with
maintaining the unit compressor assemblies, motors, starter control panel, temperature controls,
etc., on four (4) Trane units at building two (2) and two (2) Trane units at building five (5), and
service and clean cooling tower at bldg 25.
2. PERIOD OF PERFORMANCE:
One base year with the possibilty of four (4) one-year option periods.
Base Year January 30, 2013 - September 30, 2013
1* Option Period October 1, 2013 — September 30, 2014
2" Option Period October 1, 2014 — September 30, 2015
3° Option Period October 1, 2015 — September 30, 2016
4" Option Period October 1, 2016 — September 30, 2017

Due to recent chiller replacements in building 2, two of the chillers will not be inspected the
first year.

Condenser Coil Cleaning for building five (5) chillers:
1. Clean condenser coils with pressure washer
Comprehensive Annual Inspection Service lance Checklist (All Chillers):
41. Report to the designated area in Bldg. 29 before work commences and ‘sign in Log Book.
2. Record and report abnormal conditions, measurements taken, etc.
3. Review customer logs with the customer for operational problems and trends.
Lubrication System (All Chillers):
1. Pull oil sample for spectroscopic analysis.
2. Test oil for acid content and discoloration. Make recommendations to the customer
based on the results of the test.
3. Verify the operation of the oil heaters.
Eddy Current Analysis/Testing (Building two (2) Chillers
Perform eddy current analysis/testing on condenser and evaporator tubes on all chillers in year
2 of contract. Tube cleaning and brushing is excluded, as this is performed by VA personnel.
Chiller Quarterly Operating Inspection — 3 per year for all chillers (Quarter ind 3)

Clean the starter cabinet and starter components.
Inspect wiring and connections for tightness and signs of overheating and discoloration.
Check the condition of the contacts for wear and pitting.
Check contactors for free and smooth operation.
Check all mechanical linkages for wear, security and clearances.
Verify tightness of the motor terminal connections.
Meg the motor and record readings.
Verify the operation of the electrical interlocks.
Measure voltage and record. Voltage should be nominal voltage +10%.
10. Provide a written teport of completed work, operating log, and indicate any uncorrected
deficiencies detected.

7. Analyze the recorded data. Compare the data to the original design conditions.

Refrigerate Monitors:
During the quarterly inspections, the refrigerant monitors located in the chiller room (basement
of building 2 and basement of building 28) will be checked for proper operation as follows:

6. CONTRACT PERFORMANCE MONITORING:
The government reserves the right to monitor services in accordance with Performance
Requirements.
7. INVOICES:
The contractor shall submit all invoices arrears and must contain the appropriate PO number and
be mailed to the Department of Veterans Affairs (FSC), P.O. Box 149971, Austin, TX 78714,

capability, personnel qualifications and overall cost.
