theParliamentaryStandingCommitteeonLawandJusticeonDecember31,2013.
TheBillamendstheFirstScheduleoftheConstitutiontogiveeffecttoanagreemententered
intobyIndiaandBangladeshontheacquiringandtransferofterritoriesbetweenthetwo
countriesonMay16,1974.TheFirstScheduleoftheConstitutiondefinestheareaofeach
stateandunionterritorywhichtogetherconstituteIndia.
TheIndiaBangladeshAgreementwassignedin1974,butwasnotratifiedasitinvolved
transferofterritorywhichrequiredaConstitutionalAmendment.Hence,theBillhasbeen
