Constitutional Convention
In Origin of U.S. Government: The Virginia, or Randolph, Plan, the author tells us about The
Virginia plan or Randolph Plan was written by James Madison, and it was presented by Edmund Jennings
Randolph. It was the respond of the failure of Articles of Confederation. The Virginia Plan was favored
the states with the large population, such as Pennsylvania, Virginia, and Massachusetts due to the fact of
the representatives of those states were chosen by the population size. The Virginia plan has divided a
national government into three branches; they are Executive, Legislature, and Judiciary in order to avoid
the form of tyranny. The Congress holds the authority of Legislature. So, basically the Congress is more
powerful than the Executive and Judiciary since they have the authority to regulate inefficient laws in the
State, which against individual legislation. The power of legislative will have the authority to perform
National Laws and also take the benefit of Congress Confederation rights. There is a separate judiciary
and interpreter of laws. The relationship between the national and state government is based on the
division of powers, where the national absorb the larger power that the state.
In The New Jersey, or Paterson, Plan, the author tells that the New Jersey
Plan, the response of the failure of the Virginia Plan, was written by William
Patterson. The New Jersey was favored the smaller states due to the fact that the
equal representation for all of the states in two houses. On this plan, Congress has
the specific power in controlling the states, enforcing the tariffs and taxes as the
incomes for the government, and choosing the federal executives. The collection of
the taxes is calculated based on the number of free inhabitant in the states;
therefore, slave was counted as 3/5 of a person of the states. The Executive in this
plan will have the power in choosing the Judiciary members. There is a separate

Judiciary and interpreter of laws. The relationship between the national and state
government is based on the quantity of the population, in which national has more
power than states in larger areas.
In Connecticut Compromise, Whitfield tells that this document is a
compromise between the Virginia Plan and the New Jersey Plan. Connecticut
Compromise or the Great Compromise was created by Roger Sherman. The
Legislature was formed by the House of Representatives and Senates, who have the
equal represented, which is based on the population of each state. Slave was
counted as 3/5 of a person of the state. The House of Representative will have the
specific role in generating the regulation to finance the nation. The Executive will
have the specific role as a leader of the nation. The judicial branch will have the role
in evaluating the court cases. The Great Compromise came from the combination
ideas of the Virginia Plan and New Jersey Plan. There is a separate Judiciary and
interpreter of the laws. The relationship between the national and state government
can be explained as having equal power.
