Synopsis: The Belleville city council has disclosed that 40% of the 21 million
dollar budget will go to create new roadway infrastructure. The next biggest
investment at 30% of the budget will be put toward adding new architecture to the
area in order to reinvigorate it. It can be seen that the city is investing in the long
term growth of the downtown core in the hope to ring in more tourism. With such a
budget allocated in such a way it may be said that such changes will occur as
