THE(2X300MW)RIAUMINEMOUTHCOALSTEAMFIREDPOWERPLANT
INDEPENDENTPOWERPRODUCERPROJECTINRIAUREPUBLICOFINDONESIA

PTPLN(Persero)(PLN)intendstoselectapotentialprojectsponsor(theProjectSponsor)todevelopthe(2x300MW)Riau
Coal Steam Fired Power Plant (the Project), in Riau, the Republic of Indonesia. The Project will be implemented on a BOOT
basispursuanttoatwentyfive(25)yearPowerPurchaseAgreement(PPA).

TheProjectSponsorwillbeselectedthroughaninternationalcompetitivebiddingprocessfromapoolofApplicantsthatmeetthe
prequalificationcriteriasetforthinthisPreQualificationDocument.TheselectedProjectSponsorwillberequiredtoarrangethe
necessaryfinancingandincorporatetheSpecialPurposeCompany,inordertoexecutetheProjectAgreements.
PLN seeks to prequalify interested parties who have previous international experience in implementing power generation
projects, and invites interested parties to submit applications in accordance with the criteria set forth in this PreQualification
Document. Only Applicants whose Qualification Statements demonstrate that they meet all of the criteria set forth in this Pre
QualificationDocumentwillbeinvitedtosubmitbidsfortheProject.
Registration and Collection of PreQualification Document are eligible for Director or a person who has Power of Attorney from
the Directors. Registration will be open from June 3, 2010 up to June 10, 2010 (on working day from 08.00 until 15.00 West
Indonesia Standard Time). PreQualification Document can be taken fromJune 8, 2010 up to June 11, 2010 (from 08.00 until
16.00WestIndonesiaStandardTime)withapaymentofnonrefundableIDR10million(bycash)atthefollowingaddress:
