Ina2007onlineforum,alQaidassecondincommandAymanalZawahiri,confronted
questionsabouttheorganizationsuseofviolenceandespeciallyviolenceagainst
Muslims.ZawahiriandotherleadershavedefendedalQaidasuseofviolence,
arguingthattheiroperationsdonotkillMuslims,andontherareoccasionstheydo,
suchindividualsareapostatesormartyrs.SincetheinceptionofalQaida,the
organizationhasclaimedtorepresentMusliminterestsaroundtheworlddeclaring
itselfthevanguardoftrueIslam,andthedefenderofMuslimpeople.Unfortunatelyfor
alQaida,theiractionsspeaklouderthantheirwords.Thefactisthatthevastmajority
ofalQaidasvictimsareMuslims:theanalysishereshowsthatonly15%ofthe
fatalitiesresultingfromalQaidaattacksbetween2004and2008wereWesterners.1
ThisreportusedArabicmediasourcestostudythevictimsofalQaidasviolence
throughanonWesternprism.Thisallowsresearcherstoavoidaccusationsofbias
associatedwithWesternnewsoutletsorU.S.baseddatasets.Almostallofthemajor
terrorismincidentdatabasesutilizeWesternandEnglishlanguagereportingasprimary
sourcematerial.AlQaidaandsympathizersconsistentlyarguethatWesternmedia
outletsarenomorethanpropagandamachines,andtherefore,anyreportsordatathey
releasedistortfactsorlackaccuracy.Englishlanguagesourceslackcredibilityincertain
partsoftheworld.Inordertoensureboththeaccuracyandcredibilityoftheanalysis
andconclusions,thereportreliedexclusivelyonArabiclanguagemediasourceswhen
codingfatalities.Allofthesourcesusedinthisexerciseareavailableasanappendixto
thisreporttoensurethatotherresearcherscanreproducetheseresults.
TheresultsshowthatnonWesternersaremuchmorelikelytobekilledinanalQaida
attack.From2004to2008,only15%percentofthe3,010victimswereWestern.During
themostrecentperiodstudiedthenumbersskewevenfurther.From2006to2008,only
2%(12of661victims)arefromtheWest,andtheremaining98%areinhabitantsof
countrieswithMuslimmajorities.Duringthisperiod,apersonofnonWesternorigin
was54timesmorelikelytodieinanalQaidaattackthananindividualfromtheWest.
TheoverwhelmingmajorityofalQaidavictimsareMuslimslivinginMuslim
Thistimeperiodisaproductoftheopensourcedatabaseonterroristincidents,runningfrom2004to
thecurrent,andisdiscussedinthesectionbelow.Thereportalsoexaminessomeadditionalmajoral
Qaidaattacksinpriorperiods.
countries,andmanyarecitizensofIraq,whichsufferedmorealQaidaattacksthanany
othercountrycourtesyofthealQaidainIraq(AQI)affiliate.
ItisinterestingtonotethatthepercentageofnonWesternvictimsincreasedinthemore
recentperiodatthesametimethatextremistscholars,pundits,andsupportersare
questioningtheindiscriminateuseofviolenceandthetargetingofMuslims.AlQaida
leadersstressthattheseindividualsarenotformalmembersoftheorganization,but
recognizestheirlegitimacyasscholarsandintellectualcontributionstothemovement
nonetheless.2Oneofthemostreferencedactorsinthemovement,AbuMuhammadal
Maqdisi,abandonedhissupportoftakfir(thepracticeofexcommunicationthatisoften
usedtojustifymurder),andcondemnedalQaidaforindiscriminatekilling.3Even
punditsthatcontinuetosupportalQaidasvisionofjihadandtheuseoftakfirstill
warnagainsttheadverseeffectsoftargetingMuslims.Forexample,NadjalRawi,a
wellregardedjihadistpundit,warnsthatexcessivedeclarationoftakfirmaygenerate
antagonismofaMuslimtowardhisreligion.4SheikhHamedbinAbdullahalAli,
formerSecretaryGeneraloftheSalafiMovementofKuwait,counseledjihadisto
recognizethesanctityofMuslimblood.5EvenoneofalQaidasimportantsenior
leaders,AbuYahyaalLibi,alludedtooperationalmistakesthatmightalienatethe
broaderpopulation,andblamedtheUllema(Muslimclerics)forpoorguidanceand
support.6
Despitenumerouswarningsandongoingpublicdebatesabouttheindiscriminateuseof
violence,alQaidaremainscommittedtoitscurrenttacticsasdisplayedbythesteady
streamofMuslimfatalitiesfrom2006to2008.AlQaidawasmarginallysuccessfulat
attackingWesternersin2004and2005,largelyresultingfromtheattacksinMadridand
London.However,attacksdroppedoffconsiderablyin2006,andtherewerenoWestern
fatalitiesrecordedfromalQaidaattacksinthatyear.In2007and2008attacksleveled
offto30and29,respectively,buttherearealmostnoWesternfatalities(12of571
victims).IrrespectiveofstatementsmadebyZawahiriandothers,thefigures,drawn
fromexclusivelyArabicnewssources,showthattheMuslimstheyclaimtoprotectare
muchmorelikelytobethetargetsofalQaidaviolencethantheWesternpowersthey
claimtofight.

Methodology:ArabicPrimarySourceMaterial
Oneofthemostimportantaspectsofthisworkistheresearchmethodemployedto
generatethedatatablesusedintheanalysisandfoundintheappendix.Asnoted
above,manyanalyticalpiecesonterroristincidents,frombothacademiaand
government,relyexclusivelyonopensourceEnglishlanguagematerial.Thisproject
differsbydrawingonArabiclanguageprimarysourcematerial.Theuseofsuchsource
materialwillhopefullyaddfidelitytoanalyticalconclusionsaboutalQaidastargeting
andvictims.
Sincethe11Septemberattacks,variousgovernmentandacademicinstitutionshave
investedinthedevelopmentofcomprehensivedatasourcesonterroristincidents
worldwide.7Acomprehensivestudyorreviewofthedifferentdatasourcesisbeyond
thescopeofthispaper,butitisimportanttounderstandsomeofthedifficultiesthat
ariseinsuchanendeavor.8First,thereisdebateaboutwhatexactlyconstitutesa
terroristincident,anddifferentdatasourceshavedifferentrulesforinclusion.Some
datasetsrelyonrealtimeeventcoding,andothersincorporatedatainahistoricalor
retrospectiveprocess.9Second,differentprimarysourcematerialoftenhasdifferent
accountsofthesameevent.Fatalities,locations,orperpetratorsmayvaryamong
sources,thoughthatvarianceisusuallysmallamongstcrediblesources.Nevertheless,
evenslightvariancecomplicatescodingsinceresearchershavetoacquireanumberof
sourcestogainconfidenceintheirrecords.Third,attackattributionremainsdifficult.
Attributioniseasiestwhenperpetratorsclaimresponsibility(thoughinsomecases
multiplegroupsmaylayclaimtoasuccessfulattack),butinformationisoftensparse
andcontradictoryonattacksconductedanonymously.Finally,thedifferentcoding
rulesemployedbydifferentinstitutionsmakeitdifficulttomergethedifferentdata
sources.Onegroupmightconsideranincidentaterroristattack,whereanothermight
excludetheattackbecauseofdifferentcodingrulesorheuristics.Thiscomplicates
analysisacrossdatasets,andhelpsjustifytheuseofsuchsourcesasstandalone
resourcesratherthantryingtointegratebetweenthem.
ThedatainthetablesattachedtothisreportisfromArabicprimarysourcenews
material,buttheresearchteamgeneratedtheinitiallistofattacksusingtheWorldwide
ThisworkbuiltuponalreadyexistentdatasetssuchasITERATE,whichtrackstransnationalattacks,and
theRANDincidentsetwhichwasnotpubliclyavailable.

IncidentTrackingSystem(WITS).10TheWITSdatabaseisanopensourcedatasetof
terrorismincidentsmaintainedbytheNationalCounterterrorismCenter.Theteamin
chargeofmaintainingWITSdetailsthemethodologyitusestogeneratethedataset,
attemptingtoensuretransparencyinitscodingprocess.TheWITSdatasetwasonly
usedtogeneratetheinitiallistofalQaidaattacks(dateandplace),andwasnotusedto
generatethefatalitydatadiscussedbelow.TheWITSdatasetwentonlinein2004and
coverstheperiodfrom2004to2009(updatesarepostedquarterly).Toensurethatal
Qaidastargetingfrom2004to2008remainedreasonablyconsistentoverthe
operationallifeofthegroup,theanalysisalsoexaminesasmallsetofhighprofile
attacksfromthelate1990sandearly2000s.Thisadditionaldataisdiscussedingreater
detailbelow.
Thereweretwocriteriausedtogeneratethelistofattacks:1)theattackhadtobe
carriedoutbyalQaidaoragrouppubliclyassociatedwithalQaida,and2)the
perpetratorsneededtoclaimresponsibilityfortheattack.11Therationaleforthis
approachisreasonablystraightforward.First,thereportdetailstheactivityofalQaida
anditsassociatesratherthanallterroristandinsurgentgroupsmorebroadly.Second,
attributionisdifficult,makingitimportanttominimizethenumberofattacksincluded
wheretheperpetratorsarenotselfidentifying.12Selfidentificationisanimportant
elementinthisreport.Inmanyinstances,onemightimaginethatperpetratorswere
mostlikelytoclaimresponsibilityforattackstheyareproudofandavoidsuchclaims
whentheyaredispleasedbytheoutcome.AlQaidasabilitytoexploitotheractorsor
manipulatesituationsbehindthescenes,asthegrouphasdoneinAfghanistanand
Pakistan,makeitmoredifficulttoidentifyalloftheattacksthattiebacktothat
organization,butalQaidashouldstillbeincentivizedtoavoidclaimingresponsibility
whenoutcomesarepoor.Bylimitingthisdatasettoattackswithclaimsof
responsibility,thereportshouldcapturetheattacksthatalQaidaanditsassociatesare
mostproudof,presumablymeaningattacksagainstWesterntargets,andunderreport
thetotalnumberofattacksinplacessuchasPakistan.Thisdatainclusionandsearch
rulehelpstoensurethatviolenceagainstnonWesternersismostlikelyunderreported
inthedataandresultinganalytics.
Aftergeneratingthelistofattackdates,theresearchteamexploitedthelargecacheof
Arabicnewssourcesavailableonline.RatherthanusecasualtydatafromtheWITS(or
anyother)system,thisstudywantedtodifferentiateitselffrommanyoftheother

databasesbyusingArabicnewssourcesthatarewidelyavailable.Eachattack
observationwasusedtosearchforarticlesorincidentrecordsfromtheArabicnews
sources,withhopeofcullinginformationabouttheattackvictims.EachtimetheArabic
pressreportedaneventtheresearchercodedthenumberoffatalities,thenumberof
WesternversusnonWesternfatalities,andthenewssourceusedinthestudy.13In
manyinstances,multiplenewssourceswereusedtoensureaccuracy.
TheinitiallistofalQaidaattacksincluded329incidents.Withinthislist,researchers
wereunabletofindArabicnewscitationsfor16(4.8%)oftheincidents.Ofthese
unsubstantiatedrecords,otherdatasetsreportedthattherewerenofatalitiesintenof
theincidents,andonefatalityineachofthreeincidents.Thissuggeststhatthedifficulty
associatedwithfindingArabicnewssourcesmaylendmoretothesmallscaleofthese
attacksrelativetothevastnumbersofattacksthatoccur.Themostdeadlyattackamong
thoseapparentlynotreportedbytheArabicmediaresultedin15fatalities.Allofthese
attacksarestilllistedinthedatatablefoundintheappendix,buttheyarenotincluded
intheanalyticsbelow.Thelownumberofcasualtiesinthesetofunreportedincidents
meansthatinclusionwouldnotimpacttheanalyticresultsinanymeaningfulway.The
researchteamcouldhavereliedonotherexistingdatasourcestoincorporatethese
attacks,butitwasimportantthattheteambeabletogeneratethedataofftheprimary
Arabicsourcematerial.IfArabicopensourcereportingdidnotcapturetheevent,itis
treatedasthoughitdidnothappenfortheanalyticsbelow.
Afterusingthisprocessfortheincidentsfrom2004to2008,researchersexaminedan
additionalsetofalQaidaattackstoensurethattheresultsfromthismorerecentperiod
(20042008)wereconsistentwithpriorbehavior(19952003).Therewere23attacks,
somehighprofile,perpetratedfrom1995to2003.Theoutcomeoftheseattackswasthen
codedusingthesamemethodologydescribedabove.Thislistofattacks,fatalities,and
theopensourceArabicmediasourcesusedtocodefatalitiesisincludedinthe
appendix.
Analytics:TheRealVictims
From2004to2008,therewere3,010fatalitiesin313attacks.Onaverage,therewere9.6
peoplekilledperattackduringthisperiod,andthisremainsreasonablyconsistentfrom
2004to2007.Thefatalitiesperattackdeclinein2008,averaging7.2peoplekilledper
Thecodingschemeusedforthisprojectfocusedonnationality,relyingondesignationofvictimsas
WesternandnonWestern.Thisschemewasusedbecausemediasources(irrespectiveoflanguage)
usuallyincludevictimsnationalitiesasidentifyingreligiousaffiliationisdifficult.Itisinterestingtonote
thatifmajormediaoutletscannotdistinguishvictimsreligions,itisdifficulttobelievethatothers(such
publishedjihadimaterials)couldobtainanaccurateassessment.

incident.Overtheentirefiveyearperiod,Arabicnewssourcesrevealedthatonly12%
(371)ofalQaidasvictimswereWesterners.ExcludingtheMadridbombingson11
March2004andtheLondonbombingson7July2005,theArabicmediasourcesused
hereshowthatonly4.4%ofalQaidasvictimswereWestern.14Includingorexcluding
thesetwoattacks,itisclearthatalQaidasviolencedisproportionatelyharmsthe
Muslimcommunity.Thissectiontakesacloserlookatthedataandidentifiessome
trends.
TotalcasualtiesfromalQaidaattackshavefluctuatedintheperiodunderstudy.One
reasonfortheobservedfluctuationinfatalitiesisthehighlevelsofviolenceinIraq
around2005.Figure1showsthetotalcasualtiesannuallyfrom2004to2008
characterizedasWesternandnonWestern,withthetotalnumberofincidentsforeach
yearlistedalongthebottomaxisintheparentheses.Theanalysisshowsthatthe
variationincasualtiesfluctuatedwiththevariationinincidents,whichisnotsurprising.
Thenumberofattacksleveledoffin2007and2008,with30and29attacks,respectively.
ThechartalsoshowsthatthenumberofWesternvictimsisdisproportionatelylow
relativetothetotalfatalitiesovertheentireperiod.Figure2showstheannualcasualties
bypercentage,andsupportsthenotionthatWesternersareunlikelytofallvictimtoal
Qaidaattacks.

Qaidasneedtostrikeinordertomaintainrelevance,itisnotsurprisingthatitisnot
discerninginitstargeting.Thisargumentgainsfurthersupportwhenonelooksatthe
distributionofcasualtiesbycountry,showninFigure4.SincealQaidahaslimited
capabilitytostrikeagainstitsWesternenemies,thegroupmaintainsitsrelevanceby
attackingcountrieswithMuslimmajorities.

OnecouldarguethatnonWesterncasualtiesinIraqandAfghanistanareunfortunate
martyrsorcollateraldamagegiventheongoingwarsinitiatedbytheUnitedStates.
ExcludingtheAfghanandIraqitheatersfromtheanalysis,thedatashowsthat39
percentofalQaidasvictimsareWesterners,asignificantincreaseoverthe4%shown
above.YetifoneweretoremovetheMadridandLondonattacks,outsideofIraqand
AfghanistanWesternersaccountforonly13%ofalQaidasvictims.Mostrecently,al
Qaidastargetinghasgrownincreasinglyindiscriminate.Outsideofthewarzonesof
AfghanistanandIraq,99%ofalQaidasvictimswerenonWesternin2007,and96%
werenonWesternin2008.From2006to2008,only9of352victimswereWesterners
(3%),meaningthatnonWesternerswere38timesmorelikelytodieinanalQaida
attackoutsideofIraqandAfghanistanduringthoseyears.Figure5showstheannual
breakdownincasualtiesexcludingAfghanistanandIraq.

Acrossalltheincidentsrecorded,totalfatalitiesfromalQaidaattacksduringthis

situationswherefeweventsaccountforthemostcasualties,andmanyeventscreate
veryfewcasualties.Therearemanyattackswithnoorveryfewcausalities,andafew
attacksthatareexceptionallydeadly.Thispatterniscommonandappliestowartime
causalitiesaswellasotheranalysesofterrorattackcasualties,andalQaidaattacksare
noexception.ThisbehaviorsuggeststhatalQaidaisnodifferentfromanyrogue,
criminal,orrebelterroristgroup.

9/11attacks,themajorityofthevictimswerestillnonWestern.Hence,thetrends
reflectedfrom1995to2003donotdiffersignificantlyfromthosein2004to2008,
excluding9/11,andthecomparisonshowsthatalQaidaisgrowingmoreviolentand
lessdiscriminate.

Conclusions
IrrespectiveoftheongoingpublicdebatesabouttakfirandviolenceagainstMuslims
amongstalQaidaassociates,deedsspeaklouderthanwords.AlQaidarepresents
itselfasthevanguardoftheMuslimcommunity,committedtoupholdingIslamic
valuesanddefendingMuslimpeopleagainstWesternforces,butitsbehavior
representsacallousattitudetowardthelivesofthosethegroupclaimstoprotect.Al
QaidaabsolvesresponsibilityforthedeathsofMuslimsbyclaimingthattheyareeither
martyrsorapostates.Thedefinitionofapostate,however,variesconsiderably.Al
QaidaconsidersanyMuslimthatimpedestheirstrugglebyworkingwiththeWestor
anunfriendlyregimeasanapostate,andthereforealegitimatetarget.Thisincludes
Muslimsservinginthearmedforces,servingaspoliceofficers,andeventhose
occupyingcivilianjobs.AlQaidamakesconvenientuseofthisdesignationtojustifyits
indiscriminateuseofviolence.
TojustifythekillingofinnocentMuslims,ormartyrs,alQaidareferencesashariarule
calledaltatarrus.Altatarrusreferstotheuseofhumanshields,thepracticeofavoiding
hostilitybyhidingbehindothers.MuslimsarenotsupposedtokillotherMuslims,and
historically,enemiesusedthisprohibitionagainstMuslimmilitaryforcesby
surroundingthemselveswithotherMuslims.Muslimsfoundthealtatarrusrulewasa
strategicliabilityandlookedforwaystocircumventtheban.Thenotionthatitisokay
