development in the Cty of Renton that wil create new impervious surface, replaced
impervious surface, or new plus replaced impervious surface, OR 7,000 square feet or more
of land disturbing activity but les than 35,000 sf of new pervious surface. All City permitted
projects that wil involve land disturbing activity must provide Erosion and Seciment Control
REQUIREMENTS: All residential developments tha tigger residential bulding permit
rainage review shall comply with the drainage requirements contained in Append C ofthe
‘2008 King County Surface Water Design Manual. Erosion and sediment contol is required for
all projects resuling inland disturbing activity.
COMPLETE APPLICATION REQUIRED: In order to accept your Combination or Building
Permit application, each ofthe lems Included in the Residential Bulding Permit Drainage
Review Checklist must be submitted at the same time. Al plans and attachments must be on
810'S11" paper.

PROJECT NARRATIVE
“The projects located eat of Duval ona 1.69-acre lot that s 2oned RA. The lots mostly
forested witha wetland en the northoast comer ofthe property. The lt slopes down fom
‘Q Street on the south to > Strecton the north. Te slope onthe south porton ofthe
‘Property Is 6-14%. The house and its septic drainfelds are proposed on the southern
Porton of the lt. The crivway wil be approximately 10 feet by 120 feet (1,200 squere
feet) of impervious surface, the parking area 1,200 square feel, andthe Nouse 3,750
‘square fect. The foal preposed impervious surface is 6,150 square feet. The total
proposed ciearing forthe house, yard, drainfeld areas, and driveway is 0.84 acres,
“whlch complies with the maximum of 50% allowed. The weland is a Category Il wetland
‘with a minimum required bor width of 60 fet as determined inthe preapplicaton
‘meeting with RDSD. By efron, the wetlands also flood hazard araa for which a
‘leodpain and base food elevation must be determined, Subject to RDSD review and
approval, an approximate base flood elevation of 482 has been estimated based an a
‘downstream overflow elevation of 450 (see attached notes from the project's lend
surveyor). This elevaton's well below the proposed house and driveway location. The
Porton of the lot that is ona 40-50% slope is a steep slope hazard aroa es determined in
the preapplicaton meeting wih RDSD. A 50-oot buffer and a 16-0ot building setback's
requied, as shown on ta ow control BMP plan
RDSD determined that clspersing of the roof runof toward the steep slope was
‘acceptable, a8 shown onthe pan,
‘Because te lots larger than 22,000 square fet, tis subject othe Large Lot BMP
Roguiremanis in Append C of the Surtace Water Design Manual. As mandated by
‘these requirements, all poposed impervious surace (6,80 square feet is targeted for
appleaton af law contol GMs. a for new pervious surface (totaling 30,440 square
fee) estan 35 00 square fet therefore, no few contol BMPS are required for
this surface
FLOW CONTROL BMP DESCRIPTION
“To acess tne requirements for mitigation of target impervious surface, the applcabilly
and feasibly of ful dispersion was considered fest. After subiracing out the wetland
‘and the 50% portion of te ot hat may be cleared per code requirements, about 34,000
‘Square feet of the lot wil remain as unsubmerged naive vegetated surface, Tis means‘hat ful dispersion cou be applicable to up to 5,100 square fet ofthe target
Impervious surface (15% of 34,000). However, Because o the lots topography and the
‘ocetion of proposed clearing, there I no way to achive the minimum required 100 fet
Of natve vegetated flowpath segment that has a slope of 15% or later. Therefore, full
‘spersion snot feasibn. Ful ifitraion of rof run was considered next. According to
‘the atachod sos report forthe sopicsystom dosign, the sod onthe project sites @
‘sandy loam vith dene glacial. Therefore, ul iitration fs rot applicable. This
‘alowed for selection of basic dispersion asthe flow contol BNP of choice for application
to the target mponrious suaces of is project. 10 implement basic dispersion, ne roo"
‘dounspauis if the proposed house wil discharge va splash blocks to minimum 0oot
‘vegetated owpath segments located on slopes no stoeper than 15% as shown onthe
flow control BMP site pln. No moce than 700 square feet of roof area wil discharge to
‘any one splash block ard vegetated fowpth segment. Al ofthe lowpaths wil be
‘otnslope of septic tank and dalieis. The norte porton of the erveway wil bo
ischarged va sheet flaw over a 10oot vegetated flowpath segment othe noth, es
‘shown an the ele plan, Runoff fam approximately 700 square fet of the southern
Porton ofthe driveway willbe collected by a rockctined dich and a concrete driveway
berm and discharged toa 12oatlong dispersion trench wih notch board and thon over
1.25 oot vegetated flowsath segment toward the north. The 30-foc wide parking area
‘willbe discharged via sheet fo over a 2foct-nide crushod rock strip and a vegetated
Nlowpath segment of 15 lot as shawn on the FCBMP site plan
EROSION AND SEDIMENT CONTROL MEASURES:
in orderto prevent erosion and vap sediments win the project st, the folowing BMPS
Wil be used approximate as shawn on tho ESC plan:
+ Clearing ims wi be marked by fencing or other means on the ground
‘The dveway willbe constructed and graveled immediately. A rocked
construction entrance wil be placed atthe end ofthe driveway. Dispersion
{tanchos wil be rlaced according fo flow control requirements. Cleared areas
‘accepting sheet fow from the driveway and parking area wll be seeded and
‘mulched.
‘+ Runoff will not be alowed to concentrate and no water willbe alowed to point
‘charge onto the slope. Si fencing wil be placed along slope contours atthe
‘ownsope limit fleeing.
‘+ Mulch wil be spread over al cleared areas of the sto when they are not being
‘worked. Mich vil consist of aicried saw and chipped ste vegetation
