2 STAGE TENDERING

Intending bidders (2 students in a team) are to submit in completely sealed envelope as


mentioned below the (RFQ) i.e. the request for qualification document for the given work.
-NAME OF THE WORK: Construction of a vehicle bridge across a perennial flooding
stream of water.
Width of the stream: 20m
Depth of Water at location of bridge varies from 2m to 20m.
Design life of bridge: 30 years.
Overall design load capacity of the bridge: 5000 msa (Million Standard Axles).
No. of lanes: 2
STAGE 1:
Interested bidders should submit all details so as to qualify themselves for the STAGE2 (RFP)
based on thorough scrutiny of the bidders, Technical, functional and structural design aspects
including choice of materials, choice of processes, managerial, organizational, financial,
equipment /plant capacity.
STAGE 2:
STAGE 1 document will be evaluated by the organizers, by using a weighted point score average
method. Shortlisted students only will go for stage II.

EPC
Preamble: - In an EPC tender, a very competent , reputed, experienced, reliable and financially
sound firm or a group of firm as JVs, consortium , etc. is awarded the work. In this tender, the
client can get various alternative designs, based on use of conventional as well as alternative
materials, traditional or modern processes, methods, equipments/plants, innovative techniques
and technologies, innovative construction methods and management systems and hence is
possible to optimize on the use of resources in general and economize as well so as to attain long
term sustainability.
The challenge to the bidding firm is to be financially competitive in the bidding, get
the contract and earn reasonable profit. This type of a bid fosters journey, exploration based on a
tactful blend of imagination, creativity, innovation, used for the search of alternatives and yet the
thorough use of analytical ability to determine the impact of these decisions on time, cost,
quality, safety, functionality, strength, durability, constructability, operatability and maintenance
aspects of the particular project.

Submittals for pre-qualification in the RFQ Stage 1

Based on the problem statement given the bidders have to submit following
documents separately.
1) The type of the bridge which they intend to design and construct, with an overall
justification of why the particular choice only.

2) The various materials which they intend to use for the sub structure as well as the super
structure of the bridge, with an overall justification of why these materials only.

3) List of all the forces and moments which are to be considered for designing the sub and
super structure, with specific reference to which of the above forces and moments will be
the most critical forces and why.

4) Whether structural design methodology used by the bidder will be based on working
stress, ultimate strength, limit state or any other permutation or combinations thereof
and why. For the particular method to be adopted for analysis and design, detail out the
following: [weightage 20]
a) Types of structural deflections which must be calculated and checked.
b) List of relevant design codes and design standards/practices necessary to be followed.
c) Software(s)/soft computing tools used by bidders for analysis, design as well as
structural detailing.
d) Optimization aspects to be considered in the structural design.
5) A list of the functional aspects of the bridge considering its location, utility, operation and
maintenance aspects

6) Details of various types of studies, surveys, investigations to be done and the details of
different types of data needed to give as an input for the decision and construction of
foundations.

7) Plan and sectional elevation of the proposed bridge type. Thumb rules may be used in
deciding sizes of the architectural and structural components. Alternatively, bidders may
submit a detailed architectural and structural design based on reasonable and suitable
other assumptions.

8) List and numbers of techno-managerial staff available with the bidder, organizational
chart, with qualification, expertise and experience of the minimum key personnel
necessary to design and execute the above work.

9) List of tools, major equipment and major plant and machinery available with the bidder
which will be utilized for the above work (Numbers, make, production/work capacity to
be given)

10) Details of innovative/alternative/unique or salient features of the bidders design with
respect to:
i) Choice of materials, specifications of work
ii) Design aspects including electrical, mechanical design.
iii) Construction processes, technologies, methods used
iv) Procurement and installation aspects of machinery, equipment, plant.
v) Project management tools, systems, methods used during planning and construction.

11) A Gantt chart or a CPM network or a PERT network linking all civil, electrical,
mechanical, instrumentation works as applicable to the particular nature of the project to
be submitted so as to know the expected duration of the project.

12) Details of the financial planning of the bidders for ensuring smooth and adequate cash
flow during project execution, details about the firms turnover, assets, profits, liquidity
aspects during the previous 3 years.

13) The above twelve independent submittal sheets are to be submitted, with each sheet duly
signed and stamped by the bidders, along with a covering letter drafted on the bidders
letterhead, in a sealed envelope.
14) On top of the envelope, RFQ document should be clearly written along with the Name
of work.

For pre-qualifying in the round of STAGE1 bidding the following minimum criteria will be used
1. Minimum points/ marks for passing in each individual document i.e. 1-12 is 40%

2. Calculated score out of 600 points should be more than 400.


Bidders who have fulfilled both these criteria jointly will be eligible for the STAGE 2 tendering
i.e. RFQ.

Qualified bidders will go through 2 separate rounds, A and B.

ROUND A:

Time: 30 minutes

A written test on the FIDIC conditions of contract for all types of works
An overall awareness test w.r.t. :
-What is FIDIC? Colour of FIDIC documents (based on types).
- Why FIDIC Importance?
-Role of employer, engineer and contractor and other conditions.

(Total Points For Round A: 100 points)
(Min. qualifying pts for Round A: 60 points)

Time: 2 hours
(Total Marks For Round B: 300 POINTS)

Based on the alternative suggested by bidders in their stage 1, they have to submit the
Price Bid for EPC contract. Price Bid may be prepared by using:
1. Approximate Methods of estimation.
OR
2. Detailed estimate. (For pricing, latest DSR of Pune region is to be used OR Use Present Market
Rates)

BID AWARD CRITERIA
-40% weightage of Stage 1 score and 60% score to Stage 2 score for determining evaluated bid price
(EBP).
- The Best alternatives will be awarded the Turnkey tender.
