This paper discusses how the bureaucracy maintained its existence in the midst of change. Bureaucracy reform has become meta narrative that requires bureaucracy to make fundamental changes in the organizational structure and culture within the organization. In this meta narrative, bureaucracy is treated as rational modern organization, which works on the basis of objective calculations and efficiency in order to maximize performance and achieve optimal productivity. The idea of bureaucracy reform more understood in a managerial perspective, whereas the actual workings of each model of bureaucracy reform is a political decision that is produced through power relations. This paper wants to examine reform of the bureaucracy as a power struggle through discursive practice. By using a governmentality perspective, bureaucratic reform is understood as a conduct to construct bureaucracy with certain identities. Competition regime is one of the governmentality technology to reform bureaucracy based on standards of performance. In practice, the bureaucratic reform raises the bureaucratic identities different from that assumed by the regime. This conflictual identities gave rise to the concept of dualism bureaucracy that emerged as a consequence of the application of competition regime. Such dualism strengthens the assumption that the reform of the bureaucracy is not sufficiently understood as a managerial process. By revealing the power construction within the regime and the response of the bureaucratic apparatus which is the object of reform, this paper aims to show how the bureaucracy struggle to survive the disciplining regime.
