Preamble
Asaregisteredcharity,TheDreamRoomProject(LaSalaDeLosSueosinc)accepts
donationsfromindividuals,organizations,associations,foundationsandcorporations
thatsupportsitsmissioninharnessingthegiftsofenergy,ideas,timeandmoneyto
makemeaningfulandlastingimpactsinourcommunities.TheDreamRoomProject(
LaSalaDeLosSueosinc)hasanumberofpoliciesunderthebroadcategoryof
philanthropy,thathavebeendevelopedinorderto:protectdonorinterestsmanage
donorrelationsfacilitategiftsolicitationandmanagementensurelegalcomplianceand
addressanyriskissuesandenhanceeffectiveoperationalmanagement

1.) Ethics&CodeofConduct
TheDreamRoomProject(LaSalaDeLosSueosinc)boardofdirectorsandstaffwill
actatalltimestopromotetheintegrityandadvancethequalityofthefundraising
profession,andwillcomplywithprofessionalcodesofconduct,asappropriate,including
thosedefinedbytheCanadianAssociationofGiftPlanners

2.)GiftAcceptance

2.1Definitionofagift

Agiftisavoluntarytransferofpropertywithoutvaluableconsideration.TheCanada
RevenueAgencygenerallyconsidersagifttobemadeifallthreeoftheconditions
listedbelowaresatisfied:

A. someproperty(usuallycash)istransferredbydonortoaregisteredcharity
B. thetransferisvoluntaryand
C. thetransferismadewithoutexpectationofreturn.nobenefitofanykindmaybe
providedtothedonorortoanyonedesignatedbythedonor,exceptwherethe
benefitisofnormalvalue


2.2GiftTypes

GiftsareacceptedbyTheDreamRoomProject(LaSalaDeLosSueosinc)thatare
outrightordeferredforthefuture.Indeterminingwhetherornotagiftmaybeaccepted,
thefollowingfactorswillbeconsidered:

protectionofdonorinterests
costeffectivenessand
minimizationofTheDreamRoomProject(LaSalaDeLosSueosinc)riskof
liability

AppendixB

2.3Authorization

TheDreamRoomProject(LaSalaDeLosSueosinc)hasgiftagreementtemplates
thataregenerallyusedformostgifts.Ifagiftrequiresaspecificagreementforwhicha
templateisnotappropriate,TheDreamRoomProject(LaSalaDeLosSueosinc)
shallseekadvicefromitslegalcounseltoensureallaspectsareaddressed

ThefollowinggiftsmustbeapprovedbytheBoardofDirectorsandlegalcounselbefore
beingaccepted

outrightgiftsofrealestate
complexgiftsofsecurities
giftsinkind
residualinterestsgiftsand
charitableremaindertrusts.

TheDreamRoomProject(LaSalaDeLosSueosinc)BoardofDirectorsis
responsibleforreviewandapprovalofallcurrentordeferredgiftstowhichaspecial
purposeand/orrestrictionisattached.Giftsofthisnaturerequirespecialconsideration,
asTheDreamRoomProject(LaSalaDeLosSueosinc)mustsatisfyitselfasTrustee
thatitcanfulfillthedonorswishesoverthelongterm,andthatithasadministrative
resourcesnecessarytocarryoutthecharitablepurpose.Inallcasesdonorswillbe
encouragedtoprovideTheDreamRoomProject(LaSalaDeLosSueosinc)witha

reasonablemeasureofdiscretion,sothatTheDreamRoomProject(LaSalaDeLos
Sueosinc)canrespondtoevolvingcommunityneedswhileensuringthatthedonors
overallcharitableintentcanbefulfilled

Ifagiftwithaspecialpurposeorrestrictionisaccepted,itwillbecloselymonitoredby
TheDreamRoomProject(LaSalaDeLosSueosinc)BoardofDirectorstoensure
thatthedonorsintentisfulfilled.

2.4GiftRefusal

TheDreamRoomProject(LaSalaDeLosSueosinc)reputationforintegrity,social
responsibilityandaccountabilityisoneofitsgreatestassets.Whenaproposedgift
appearstobecontrarytoTheDreamRoomProject(LaSalaDeLosSueosinc)best
interests,TheDreamRoomProject(LaSalaDeLosSueosinc)BoardofDirectors
maymakesuggestionstothedonoraboutrevisionstothegiftsterms,ormaychooseto
declinethegift.

Reasonsforgiftrefusalmayincludethefollowing:

ThegiftiscontrarytoTheDreamRoomProject(LaSalaDeLosSueosinc)
mission
Thegiftdoesnotappeartobefreeandvoluntaryactofthedonor
Thedonorsphilanthropicintentisclearlymissing
Thedonorwishestoexertunacceptablerestrictions,conditionsorcontrolsover
theuseofthegift,whichwouldcauseanunreasonableadministrativeburdenon
TheDreamRoomProject(LaSalaDeLosSueosinc),and/ormayresultin
difficultyforTheDreamRoomProject(LaSalaDeLosSueosinc)tohonorthe
donorswishes
Theconditionsofthegiftareseekingtobenefitoneparticularindividual
Aliabilityisattachedtothegift,whichwouldcreateanundesiredfinancialburden
forTheDreamRoomProject(LaSalaDeLosSueosinc)
Therearephysicalorenvironmentalhazardsassociatedtothegift
Thegiftinanywayviolatesfederal,provincialormunicipallawsandregulations.
Negativecostofownershipimplicationsrelatedtoadministration,management
ormarketabilityofthegift
Thenatureofthegiftmaypreventrealizationforconversiontocash
TheDreamRoomProject(LaSalaDeLosSueosinc)wouldbeunableto
assignavaluetothegift,oravaluationdisputewithCRAislikelytoarise

 Asatisfactoryagreementcannotbereachedwiththedonor,withrespecttothe
absorptionofevaluation,maintenanceanddispositioncosts.Ingeneral,such
costsassociatedwiththesettlementofthegiftaretheresponsibilityofthe
donor.

3.)IndependantAdvice

TheDreamRoomProject(LaSalaDeLosSueosinc)mayinformdonorsabout
charitablegiving,butwillneverunderanycircumstancespressureorundulypersuade

4.)Receipting

TheDreamRoomProject(LaSalaDeLosSueosinc)willissueofficialcharitabletax
receiptstodonorsforeligiblegiftsthatarereceivedandnotmerelypledged

Theeligibilityandvaluationofthegiftforreceipting,andtheformandcontentfor
receiptsissued,shallcomplywiththerequirementsoftheCanadaRevenueAgency

Ifthedonationisprovidedbyanagent(i.e.anindividual,corporationoragency),on
behalfofotherdonors,TheDreamRoomProject(LaSalaDeLosSueosinc)may
issuetaxreceiptstothetruedonors,solongastheagentprovidesadeclarationstating
thename,donationamountandaddressforeachofthetruedonors.

5.)Privacy

TheDreamRoomProject(LaSalaDeLosSueosinc)maysetoutonitswebsiteand
printpublicationsthenamesofallfundscreatedandthenamesofalldonorswhohave
providedagift.TheDreamRoomProject(LaSalaDeLosSueosinc)shallseekeach
donor'sconsentforthispublicdisclosure.forestategifts(orothergiftsreceivedfroma
deceaseddonor),TheDreamRoomProject(LaSalaDeLosSueosinc)willseek
consentfromtheExecutorand/orfamilymembersasappropriate.

unlessanonymityisspecificallyrequestedbyadonor,anydonationstoaparticularfund
willbenotedonthecorrespondingFundStatement,withthedonorsnameandgift
amountdisclosed,andwillbemadeavailabletotherelevantfundAdvisororFund
Holder

Ifadonordoesnotwishtohaveinformationabouttheirdonationdisclosed,theymay
makearequestforanonymity.TheDreamRoomProject(LaSalaDeLosSueosinc)
iscommittedtoprotectingtheprivacyofitsdonors,volunteers,andotherstakeholders

Tobeinformedoftheidentityofthoseservingonourgoverningboard,andto
expectthattheyactwiththegreatesttransparency,integrityanddiscernmentin
implementingtheTheDreamRoomProject(LaSalaDeLosSueosinc)
missionandpurposeforthebestinterestsofthecommunity
Tobeassuredtheirgiftswillbeusedforthepurposeforwhichtheyaregiven
andtherighttoknowhowdonations,directlyorindirectlycontributedtoThe
DreamRoomProject(LaSalaDeLosSueosinc)aredistributed
Tofeelfreetoaskquestionswhenmakingadonationandtoreceiveprompt,
truthfulandforthrightanswers

(1) Cash
Giftsofcashwillbeaccepted,whetherreceivedinperson,bytransfer,mailoronline.

(2)GiftsInWills

Donorsarestronglyencouragedtodiscusstheirwishesforcharitablegivingthrough
theirEstatewithfamilymembers

(3)GiftsofRetirementPlanAssets
TheDreamRoomProject(LaSalaDeLosSueosinc)canbenamedasthebenficiary
foranyofthefollowing:

RegisteredRetirementSavingsPlan(RRSP)
RegisteredRetirementIncomeFunds(RRIF)
TaxFreeSavingsAccount(TFSA)

Whentheproceedsofthegiftarerecieved,ataxreceiptwillbeissuedtothedonors
Estate.

(4)LifeInsurance

Whenaninsurancepolicyisgiventoacharity,itmustbeanunconditionaltransferof
ownershipofthepolicy.Thepolicymighthavenovalue(asisthecasewithatermlife
insurancepolicyoranewlyissuedwholelifepolicy)oritmighthaveavalue(asisthe
casewithanexistingwholelifeinsurancepolicy).Ifthepolicyhasnovalue,thecharity
cannotissueataxreceipttothedonor.Theinsurancecompanythatissuedthepolicy
willbeabletoprovidethevalueofthepolicytothecharitysothatthecharitycanissue
ataxreceipttothedonor.
Insurancepremiums
Onceapolicyisownedbyacharity,premiumswillgenerallyhavetocontinuetobepaid
tokeepthepolicyinforce.(Somewholelifepoliciesmaybepaidupthatis,nofurther
premiumsarerequiredtokeepthepolicyinforce.)Ifthedonorpaysthepremium,she
isconsideredtohavemadeagifttothecharityequaltotheamountofthepremium.In
essence,thisisnodifferentfromadonormakingacashgifttothecharity,whichthe
charitythenusestopaytheinsurancepremium.
Thecharitycanissueataxreceiptfortheamountofthepremiumtheindividualpaid.
Thecharityshouldobtainacopyofastatementorreceiptfromtheinsurancecompany
tosupporttheamountofthepremiumpaidandalsowhomadethepayment.
Insuranceproceeds
Whenaninsuredindividualdies,theinsurancecompanypaysouttheproceedsofthe
insurance.Whenacharitycollectsinsuranceproceedsonapolicyitowns,thispayment
isnotagiftandnoreceiptmaybeissued.Thisisbecausethepolicywasagift,andwas
receiptedaccordinglyatthetimeitwasdonated.Butifthepolicywasnotownedbythe
charity,andthecharitywassimplynamedasthebeneficiaryoftheinsurance,thenthe
proceedsareagift,andataxreceiptfortheamountoftheproceedsmaybeissuedto
theownerofthepolicy(usuallytheinsuredindividual'sestate).

(5)RealEstate

Thefollowingguidelinesareapplicableforgiftsofrealestate:

 TheDreamRoomProject(LaSalaDeLosSueosinc)shallsecureaqualified
appraisaloftheproperty

TheDreamRoomProject(LaSalaDeLosSueosinc)shalldetermineifthe
donorhascleartitletotheproperty

TheDreamRoomProject(LaSalaDeLosSueosinc)shallreviewother
factors,includingzoningrestrictions,marketability,currentuseandcashflow,to
ascertainthatacceptanceofthegiftisinthebestinterestsofTheDreamRoom
Project(LaSalaDeLosSueosinc)

Agiftreceiptwillbeissuedfortheappraisedvalue,lessanyadvantagereceived
bythedonorasaresultofthegift

TheDreamRoomProject(LaSalaDeLosSueosinc)shallordinarilyconductan
environmentalassessment,whichmayincludeanenvironmentalaudit,andacceptthe
propertyonlyif(a)itcontainsnoharmfulortoxicsubstances,or(b)theyareremovedor
otherremediestakenassuringthatTheDreamRoomProject(LaSalaDeLosSueos
inc)assumesnoliabilityorlimitsitsliabilitytoanacceptablelevel

(6)GiftAnnuities

AgiftannuityisanirrevocabletransferofmoneyorotherassetstoTheDreamRoom
Project(LaSalaDeLosSueosinc).Aportionoftheprincipalisusedtopurchasean
annuityfromaninsurancecompany.Thecostoftheannuityisbasedonthedonor's
ageandincomerequirements.Theremainderoftheprincipalisconsideredanoutright
giftusedforthepurposespecifiedbythedonor.Theannuitypaysthedonora
guaranteedincomeforaspecifictimeorfortheremainderofthedonorslife.Upon
death,TheDreamRoomProject(LaSalaDeLosSueosinc)receivesanyremaining
guaranteedincomefromtheannuity,unlessthedonorhasspecifiedotherwise.

(7)GiftOfResidualInterest

Aresidualinterestgiftreferstoanarrangementunderwhichproperty,suchasreal
estateorartwork,istransferredtoTheDreamRoomProject(LaSalaDeLosSueos
inc),butthedonorretainsuseofthepropertyforlifeoratermofyears.

Realestatecontributedtothetrustwillbesubjecttoathoroughreview,asdescribedin
theaforementionedguidelinesforrealestate.Thedonorwillcontinuetoberesponsible

forrealestatetaxes,insurance,utilitiesandanymaintenancecostsfortheproperty
aftertransferringtitleofthepropertytoTheDreamRoomProject(LaSalaDeLos
Sueosinc).TheDreamRoomProject(LaSalaDeLosSueosinc)shallhavethe
righttoinspectthepropertyandreviewtheinsurancecoveragefromtimetotime,to
assurethattheinterestisproperlysafeguarded.Thedonorshallberesponsibleforany
liabilitiesthatariseconcerningtheuseofproperty
Agiftreceiptwillbeissuedforthepresentvalueoftheresidualinterestcomputedon
theappraisedvalue

TheDreamRoomProject(LaSalaDeLosSueosinc)shallnotserveasTrusteefora
residualinterestgift

(8)CharitableRemainderTrusts

1. A
remaindertrust
thatpaysthedonorincomefromtheassets(realestate,
securities,cash)forlifeorforanumberofyears,andthendistributesthe
principaltotheUniversity.

2. Adonorcontributinga
residualtrust
donatesanasset(personalresidence,work
ofart,investmentproperty)today,butretainstheuseofitduringhislifetime.

Bothremainderandresidualtrustsareeligibleforcharitabletaxreceipts.TheDream
RoomProject(LaSalaDeLosSueosinc)encouragesdonorstoconsultalawyeror
financialadvisorbeforeestablishingatrust.TheDreamRoomProject(LaSalaDeLos
Sueosinc)retainstherighttodeclineagiftnotinvolvingprofessionalcounsel.

TheDreamRoomProject(LaSalaDeLosSueosinc)willnotserveasTrusteefora
charitableremaindertrusts.

(9)GiftsInKind

GiftsinKindarenoncashgiftsinvolvingavoluntarytransferofproperty,whichnormally
requirevaluationtodeterminefairmarketforgiftreceiptpurposes.Servicesarenot
consideredgiftsinkindbecausetheydonotinvolveatransferofproperty.

Beforeagiftinkindisaccepted,anassessmentwillbemadeastowhetherthegiftcan
beliquidatedforcashproceeds,orifthegiftcanfurtherTheDreamRoomProject(La
SalaDeLosSueosinc)missioninsomeotherway.Ifthegiftisunusableor
unmarketable,thegiftwillnotbeaccepted


Thereceiptvalueforgiftsinkindwillbedeterminedasfollows:

Forthegiftsinkindvaluedat$1,000ormore,aprofessionalappraisalreportis
requiredonthefairmarketvalueofthepropertyasofthedonationdate,whichis
thedatethatthegiftwasmade.Theindividualwhopreparesthereportmustbe
qualified,independentparty,andknowledgeableaboutthemarketforthespecific
property.

Forgiftsinkindvaluedatlessthan$1,000,aprofessionalappraisalmaynotbe
required,butthedocumentationsupportingthedeterminationoffairmarketvalue
shouldbedisclosed(i.e.originalinvoiceofpurchase).

Ifthepropertyisbeingdonatedwithinthreeyearsofitsacquisitiondate,thegift
receiptwillbelimitedtothepropertyscostratherthanthecurrentfairmarket
value.thisdeemedlimitationisnotapplicableforgiftsofpubliclytradedsecurities
andgiftsinkindthataredonatedthroughanEstate.
