national graduation rates are at all-time high (81%)
b) Public schools are the engine of opportunity

4) Introduce Time as a Constant/Achievement as Variable
a) Schools havent changed significantly in 100 years
b) As long as time is a constant, achievement will be a variable
c) Think about how schools must change to insure that every child is a
graduate
