Acknowledging that decentralization

had failed to improve schools for poor
blacks and Hispanics, the state 1
legislature disbanded community school
boards and gave Mayor Mike Bloomberg 2
control of the schools.
Schools Chancellor Joel Klein combined
the old schools districts into 10 regions
to exert more control.
