Abstract
This research has the objectives to 1) study politics in the process of local administrations development plan
preparation of the Tambon Lan Tak Fa administrative organization, Nakorn Chaisri, Nakorn Pathom, and 2) study the
problems and obstacles of citizen participation for this development plan. The research results found that a lthough the
local administration relies on the principles of the decentralization to allow the citizens needs to be responded most
directly, the process of the development plan preparation of the Tambon Lan Tak Fa administrative organization since
the process of strategy selection and the way of development importantly relied on the strategy and the way of the
government such as 1) The Eleventh National Economic and Social Development Plan (2012 -2016) 2) The
government policy 3) Nakorn Pathom development st rategy 4) The local plan 5) The policy framework, direction, and
the way of the development of the local administration and Nakorn Pathom with 6 defining strategies, 38 development
ways, and allowing citizens to just mention or raise their concerns in 5 -8 projects last year and 5-10 projects for the
present year.
Furthermore, apart from 70 percent of the 2014 budget connecting to the three year development plan of the
subdistrict administration is used for the welfare support of the administrators, local p arliament members, government
officers, and officials (33.19%), performance improvement, technology, tools, and building plan (36.23%), the other
5 development strategies receive a budget only 16.51% consisting of education, religion, and culture (9.30%),
economic development (0.22%), social development (3.86%), environment and tourism (0.38%), and public service
(2.75%). The three year development plan is also used to be the tools of the subdistrict administration driving the
citizen to the border of the development causing citizens to become bored and participate less in the process of a
continuously prepared development plan.
