Emergency
In times of emergency, aids should
be given in cash and kind, as promptly as
possible, without waiting to be asked for.
The needs are basically common in emer-
gencies: water, food, shelter, security, etc.
Atthe same time, it will be more effective
if the victims could prioritize their needs.
Aids are given out freely in emergency
cases. Reports on the use of the aids are
not demanded from the beneficiaries. Ac-
countability is required more on the parts
of the service providers.
Relief and Rehabilitation
The stage of emergency is imme-
diately followed by those of relief and re-
habilitation. The ability to identify and
prioritize the needs increases the effective-
ness of the aid. The level of requirement
to apply the rule “ask and you shall re-
ceive” becomes higher. Aids are given out
freely but accountability is expected from
the beneficiaries. Activity and financial
reports are required from both the benefi-
ciaries and the service providers.
Development
Development is a long-term activ-
ity that is well planned, efficiently imple-
mented, and most importantly sustainable.
Ithas the highest level of requirement for
the application of the “ask and you shall
receive” rule, Aid is free, but urilike in
emergency cases, roles are attached to be

above. The villagers should really feel the
need to have pipe water system in the first
place. They should be clear why they need
it, how they will benefit from it, what im-

rs, ete. Because they want it so much, they
should be willing and ready to contribute
whatever resources they have. Then they
should ask for the resources that are be-
‘yond their scope and capacity. In that way,
they will appreciate the aid received (the
water pipes), have the spirit of ownership,
and protect them from destruction.
We all understand that God would
not give us what we want but what we
need. The same rule applies also in seek-
ing assistance from somebody or organi-
zations. We must be able to recognize the
difference between our need and our want.
‘We must identify our need and present it
comprehensively to our potential benefac-
tors. We must give a complete explana-
tion’of our present situation in order that
they understand the need, show them a
realistic planning activity and time scale
to respond to the needs, describe the kind
and amount of assistance needed, and as-
sure them how the activities will be sus-
tainable after the termination of assistance.
In brief, we must be capable of asking to
receive what we need.
We are living in an era in which
we will be given only if we ask — and ask
wisely. Things will no more be brought to
us automatically like the missionaries did
in the past. To be able to ask wisely, we
have to spend a good amount of effors,
skill, and time in gathering good and suf
ficient reasons. Only then, our requests
will be responded positively. “Everyone
who asks will receive” (Matt. 7:8),
