Inthisconnection,itissubmittedthat,this
JailisapredominantlyconvictJailwhichgetsopen
every day at around 05:00 am under the
surveillance of Dy. Supdt., where most of the
convicts are deployed in the Jail factory,working
from08:00AMtill04.00PMinGeneralshiftthat
is further extended till 07:00 PM in the evening.
InmatesdeployedatworkoutsideFactoryworkin
differenttimings.Everydaythelockupstartsfrom
12:00PMto03:00PMduringwhichtheinmates
are allowed to move within the barracks and
pertainingtomovementofinmates,allinmatesare
allowed to move inside their own Wards and
Barracksintheopenspaceandcommonareasfor
recreationandsportsactivities.Theactivitiesofthe
inmate are monitored round the clock under
camerasurveillance.

Interwardmovementofinmatesiscompletely
restrictedunlessthereisvalidreasonforthesame.
EventhenpermissionissoughtfromtheWardIn
Charge/WarderongatedutyandHeadWarderof
the concerned ward and if the reason is valid,
permission is granted under surveillance and his
activityscrutinized. However,therearedaysfixed
wardwiseforOPD,Libraryandotheractivitiesas
perschedule.
IntermsoftheorderoftheHon'bleHighCourtofDelhi,the
mattersfixedfor14.04.2015aretobetakenupon18.04.2015. Asthe
undersigned has to attend a Conference of District Judges at Delhi
JudicialAcademy,Dwarkaon18.04.2015,productionwarrantsbeissued
totheSuperintendentJail,NewDelhiforproductionoftheaccusedon
21.04.2015,whenthematterberenotified.
