STATE OF FLORIDA OFFICE OF THE GOVERNOR: EXECUTIVE ORDER NUMBER 15-99 (Creation of Commission on Healthcare and Hospital Funding) WHIEREAS, Florida families deserve acces tothe healthcare services they net at a price they ‘an affect from providers with a proven rack reord of positive outcomes and a reputation for resting patients tnd ther families with respects and WHEREAS, public support for healthcare services in Florida shouldbe desgred and continously redesigned to the benfit of Florida families and taxpayers; and WHEREAS, st «cost of $23.6 billion to Florida families through state and federal taxes to cover 3.7 millin individuals, Meticaid i the largest program and makes up nearly one-third ofthe Florida state brads inthe current state Fiscal year and WHEREAS, over the past couple of yeas, Florida ha successfully completed statewide implementatic ofthe two mos significant, patient-centered reforms inthe history ofits Medicaid program Statewide Medicaid Managed Care and Diagnosis Related Group payment fr hospital Inpatien! servicesgenerating expanded benefits for recipients and greater incentives for providers control costs, and marking important inital steps toward strategies tht pay incentives for beter quality outcomes for patients and WHEREAS, Inthe four years prior tothe implementation of significant reforms in 2013, the cost ‘of Mead in Poca had been growing ata pace of nearly three-and-a-half times the yowth rate ofthe ‘state's general revenue, crowding out ou Stat’ bility to invest in K-12 education, higher education, and other pritities; and WHEREAS, healthcare spending amounted to 19.5 percent of the total personal income of Florida residents in 2012 compared to 17-2 percent of personal income forall US. residents; and WHEREAS, a a total cost of more than $87 billion, spending on hospital and shysician services accounted for more than half ofall healthcare spending inthe State of Florida in 2012 and WHEREAS, the overall profitability of general acute care hospitals in Florida was nearly $3 billion, cr 7.9 percent, in 2012 compared to 49 percent in 2006; and WHEREAS, the overall profitability of for-profit general acute care hospitals in Florida was 7.9 percent in 2012 compared to 21 percent in 2006; and \WITEREAS, the overall profitability of not-for-profit general acute care hospitls in Florida was 184 percent in 2012 compared to 54 percent in 2006; and WHEREAS, the overall profitability of local goverment-owmned general acute care hospitals in Florida was 5.6 percent in 2012 compared to 88 percent in 2006; and WHEREAS, restricting competition and limiting the marketplace for healthcare services while increasing the demand for healthcare services harns the affordability, access, and quality of services for Flori families; and WHEREAS, to spend taxpayer dollars wisely and maximize the affordability, access and quality ‘of eathcare for Florida families, it rerains the intent ofthis administration to continue developing cos ffcive, patient-centered approaches for making healthcare services more rexponsive to the needs of Florida families and to lessen the regulation of goverment, and WHEREAS, as a result ofthe foregoing, itis appropriate and necessary to eview Florida hospital, insurance, and healthcare providers and how any taxpayer money and government policies contribute to the quality, profits including executive compensation packages), and losses of these Insttuons and thee impact on the affordability, access, and quality of healthcare services for Fora families, NOW, THEREFORE, I, RICK SCOTT, Governor ofthe State of Florida, by the powers vested ‘nme by the Constitution and laws ofthe Stat of Fords, do hereby issue the following Executive Order, effective immediately: Section ‘The Commission on Healthcare and Hospital Funding ("Commission") is hereby crested to investigate and advise on the role of taxpayer funding for hospitals, insurers, and healthcare providers, ad the affordability, access, and quality of healthcare services they provide to Florida families as return on taxpayer investment. The Commission will ‘A.
