Peter Senge has identifies five of organizations learning characteristics which systems
thinking, personal mastery, mental models, building shared vision, and team learning.
So from this we want to say that Malaysian Communication and Multimedia
Commission (MCMC) is one of the organizations that have practice organizational

learning concept.
FIRST is system thinking. System thinking is the idea of the learning organization
developed from a body of work. In System thinking of MCMC they have been move
through phase. For example in broadband technology where in 2004 MCMC have
establish programme National Broadband Plan then it developed to programme 65%

Broadband Household penetration in 2012.


SECOND is personal mastery. Personal mastery means the commitment by an
individual to the process of learning. Datuk Seri Dr Halim Shafie is the chairman of
the Malaysian Communications and Multimedia Commission (MCMC) is the person

that lead MCMC.


THIRD is mental models. Mental models means the assumptions held by individuals
and organizations. . In MCMC where they are always on the finding for experienced

and qualified professionals to join their growing team.


Fourth characteristics are shared vision. Shared vision is important in motivating
the staff to learn, as it creates a common identity that provides focus and energy for
learning. . In MCMC organization where there have encouraged their employees by

telling them about the objective and goal of the organization.


Last characteristics are team learning. Team learning means the accumulation of
individual learning constitutes. . In MCMC team learning is something really
important where to develop a project they need to move in a group so that they can
bring their vision become successful.
