TNG QUAN
1.1. t vn
Theo K hoch hnh ng ca Hiu trng nhim k 2013-2018 th mt trong nhng
yu im ni ti l h thng qun l ca nh trng cha thc s nh gi ng mc nng
lc lm vic cng nh kh nng cng hin ca cc CBVC. Thm na, vic phn b thu nhp
cha tht s khuyn khch c s n lc lm vic ca i a s Cn b vin chc (CBVC).

Bn cht ca H thng nh gi nng lc thc hin (KPIs) l mt cng c p ng m
hnh Qun l theo mc tiu (Management by Objectives - MBO). M hnh ny thc ra
c p dng ti Trng HSP K thut TPHCM khi trin khai p dng h thng ISO
thng qua hnh thc xy dng K hoch Mc tiu cht lng ca trng v cc n v.
Trong bn K hoch Mc tiu cht lng cng xy dng cc ch s nh gi, nhng y
l ch s nh gi cho cc n v, cha i ti tng CBVC v mt s ch s nh gi qua cc
nm i khi khng t yu cu theo nh KH. MTCL. Nguyn nhn chnh l do chng ta
cha nh gi y nng lc thc hin ca tng c nhn/n v v cha c ch th lao,
khen thng, ph hp. V vy, vic p dng H thng nh gi nng lc thc hin
(KPIs) s gp phn gii quyt c nhng vn nu trn.
1.2. Mc tiu
Xy dng H thng nh gi nng lc thc hin (KPIs) ti trng nhm nh gi nng
lc thc hin cng vic ca tng c nhn/n v. T lm c s phn b lng tng thm,
thi ua khen thng, b nhim, lun chuyn, k lut CBVC.
1.3. Tin trnh v phng thc trin khai bin son ti liu
Bin son ti liu chi tit H thng nh gi nng lc thc hin (KPIs) ti trng nhm
nh gi nng lc thc hin cng vic ca tng c nhn/n v. Cc bc thc hin xy
dng H thng nh gi nng lc thc hin (KPIs) nh sau:
Thnh lp nhm son tho, bin son ti liu d tho;
Bo co ti liu d tho ti Hi ngh Cn b trng (8/2013); tip thu kin phn
hi, hiu chnh ti liu d tho;
Ban ch o trin khai th im thc hin nh gi nng lc CBVC theo KPIs cng

vi nhm son tho thng k, phn tch s liu hin trng v ging dy/NCKH ca
ging vin; xut cc tiu ch nh gi cho c nhn/n v Khi ging dy v

3.2. M t vn hnh ca quy trnh
- Theo thng l quc t, khi 1 v 2 s hp 2 ln trong 1 nm, mi ln 2 3 ngy. Hai
khi ny s lm vic mt thit vi nhau nhm a ra c nh hng chin lc
cho cc giai on ca nh trng. Khi 1 a ra c nh hng chin lc v

- H thng nh gi nng lc thc hin (KPIs) ch nhm phn b tin lng tng
thm v ph cp trch nhim ca Nh trng (tin lng v tin trch nhim theo
thang bng lng ngch bc ca Nh nc vn gi nguyn).
- Cc h s c p dng trong KPIs vn tun theo quy nh trong quy ch chi tiu
ni b ca Nh trng (tr mt s h s c xut iu chnh).
- Vic phn b tin lng c cn c vo bng chm im v xp loi theo tng
khi nh gi KPIs.
4.1.2. H s hon thnh nhim v (K) v phn loi c nhn CBVC
Bng di y trnh by cch tnh h s hon thnh nhim v ca c nhn CBVC
theo kt qu nh gi KPIs c trnh by chi tit mc 7. Theo , h thng nh gi
KPIs s phn ra 05 mc hon thnh v khng hon thnh nhim v c quy c l cc
mc t AE.

Lng tng thm thc nhn s bng lng tng thm tnh theo quy nh ca Quy ch
chi tiu ni b nhn vi h s hon thnh nhim v (K).
Vi h s K nh bng trn c so snh vi mc lng tng thm l:
- C nhn t kt qu KPIs loi A c tng 15% lng tng thm.
- C nhn t kt qu KPIs loi B c tng 5% lng tng thm.
- C nhn t kt qu KPIs loi C c hng 100% lng tng thm.
- C nhn t kt qu KPIs loi D b gim 5% lng tng thm.
- C nhn t kt qu KPIs loi E b gim 15% lng tng thm.
- C nhn t kt qu KPIs loi F b gim 100% lng tng thm.
4.2. KPIs vi thi ua khen thng, b nhim, lun chuyn, k lut CBVC
4.2.1. KPIs Thi ua khen thng
Kt qu nh gi KPIs l mt trong nhng tiu ch quan trng xp hng thi ua,

khen thng:
- Lao ng tin tin: Ti thiu KPIs phi t mc C.
- Chin s thi ua cp c s: Ti thiu KPIs phi t mc B.
- Chin s thi ua cp B: 03 nm lin tip l Chin s thi ua cp c s (theo quy
nh hin hnh), trong ti thiu c 01 nm KPIs phi t mc A.
- Chin s thi ua cp c s: 02 nm lin tip s c tng lng trc thi hn (theo
quy nh hin hnh).
4.2.2. KPIs Lun chuyn, k lut CBVC
- CBVC c KPIs mc E trong 02 nm lin tip s l i tng xem xt lun chuyn
cng vic hoc buc thi vic.
- CBVC c b nhim cc v tr cao hn: Ngoi nhng tiu ch hin hnh cn c
thm KPIs ca nm trc khi b nhim t loi B tr ln.
- Nhng trng hp c bit khc do Trng phng TCCB xut Hiu trng xem
xt v x l.
5.
Theo kinh nghim, vic thc hin h thng nh gi KPIs lun c xut hin nhng tc
ng khng tch cc v cc gii php tng ng c x l nh sau:
1. Tm l khng ng tnh v tm th khng sn sng thc hin h thng nh gi
ny.
Gii php: Nh trng v cc n v cn phi ph bin cho ton th CBVC hiu c
mc ch v ngha, cng nh hiu qu m h thng nh gi KPIs em li khi tin hnh
thc thi. Cng on v on Thanh nin nn t chc cc hi tho chuyn hoc pht
ng cc cuc thi tm hiu v h thng nh gi KPIs.
2. T l % KPIs loi C chim a s bt thng (ln hn 95%).
Gii php: Lnh o n v v cp trn trc tip ca n v phi c gii trnh bng
vn bn v s bt thng ny.
3. Nhiu trng hp c nhn/n v t nh gi KPIs loi A v B nhng khng c
minh chng.
Gii php: Lu cc trng hp c nhn/n v t nh gi loi A hoc B phi c
minh chng r rng.
4. Nhiu ngi khng ng tnh vi kt qu nh gi ca cp trn v cho rng cp
trn nh gi cm tnh.
Gii php: Yu cu c nhn cung cp minh chng v t chc tho lun dn ch trong
n v hn ch s nh gi khng cng bng, cm tnh.
5. Nhiu trng hp nh gi mc di loi C nhng khng thc hin c v ngi

va chm.
Gii php: nh gi ca n v di mc loi C th h qu ko theo l trong n v
phi c c nhn di mc loi C.
6. Tp th c kt qu nh gi KPIs thp nhng li c qu nhiu c nhn c kt qu
nh gi KPIs cao, trong tp trung vo lnh o cc n v.
Gii php: Cp trn trc tip xem xt vic t nh gi bn thn ca lnh o n v.
Lu :
1. Mt s n v, Trng n v khng linh hot iu chnh (deal) bn KH hot ng
vi c nhn thuc n v mnh dn n cui nm khng nh gi c nhn vin mt cch
chnh xc v cng khng hon thnh KH mc tiu cht lng ca n v.
Gii php: Trng n v phi kp thi iu phi KH hot ng c nhn thuc n v
mnh v kp thi iu hnh thc hin nh mc lao ng ca c nhn theo quy nh.
2. H thng nh gi KPIs s iu chnh nh k trn c s phn hi t thc t p
dng trong Nh trng ngy mt hon thin hn. Trong giai on u p dng s nh
gi theo chiu t trn xung. Giai on tip theo s t chc nh gi t di ln v nh gi
hng ngang (nh gi cho).
Gii php: Lnh o nh trng cam kt t chc trin khai H thng nh gi KPIs
nghim tc, lu di v duy tr thc hin ci tin, chi tit ho cc tiu ch nh gi ca tt c
cc c nhn/n v trong trng trn c s pht huy, tn trng quyn li v ngha v ca c
nhn/n v.

Tin trin khai p dng H thng nh gi nng lc thc hin (KPIs) ti Trng
HSP K thut TPHCM c th nh sau:
02/2014: Ban hnh K hoch thc hin KPIs gi cc n v p dng th im, m
lp tp hun.
03/2014: p dng th im trong HKII 2013 - 2014, cha p dng kt qu.
07/2014-09/2014:
- Cui hc k nh gi tng th kt qu th im p dng KPIs.
- Bo co nh gi kt qu thc hin th im.
- Hon thin H thng nh gi nng lc thc hin (KPIs), ban hnh K hoch
thc hin KPIs chnh thc.
09/2014-07/2015:
- Thc hin nh gi chnh thc KPIs cho tt c cc n v.
- Dng kt qu ca HKI lm c s tnh lng tng thm ca HKII.
- Kt qu nh gi KPIs ca nm hc 2014-2015 s l c s phn b tin lng
tng thm cho nm hc 2015-2016.
