NAME The library should be called the Nenana Public Library 2. POLICY This organization will be non-sectarian, non-partisan, and non-profit. All library polictes, not dictated by grant requirements or city ordinances, shall be established by the Library Board. Such Policies to become effective upon approval of the Nenana City Assembly. 3, BOARD MEMBERS . A. This organizatioh will be a 7 member board. The Secretary shall notify members and the public of board meetings and post the meeting notice in @ minimum of two (2) locations, The Secretary shall be responsible for maintaining a complete set of minutes and records on permanent file at the library and with the Municipal Clerk, ‘The Vice President shall preside over meetings in the absence of the President. ‘The Treasurer is responsible for ensuring the oversight of the finances of the Nenana Public Library. The Board President, Treasurer and the Librarian will serve as check signatories and two signatures will be required for any check totaling over $1,200. ‘A monthly Treasurer's Report will be submitted for Board approval on or before the Regular Monthly Meeting. POWERS AND DUTIES A The board is organized under the ordinances of the city and is an advisory board. It may make recommendations to the Librarian, the Mayor and the City Assembly on any matters relating to the public library or the library service for the city. ‘The board shall provide for the acceptance of gifs, endowments, historical documents and donations, in full cooperation with the guidance from the Librarians The board shall support the Librarian in making library acquisitions. ‘The board shall establish policy end procedure for operation of the library, subject tothe grantor requirements and City Assembly confirmation in full cooperation with and guidance from the Librarian. Nenana Public Library, There shall be a public library in the Municipality to be called the Nenana Public Library, operated and owned by the Municipality Section 2.415 Librarian - Power: ies, The librarian shall be the director of the library department, responsible to the mayor. The librarian shall be responsible for operation of the library, including the control and supervision of its equipment, personnel and the hours of operation, The librarian shall be responsible for the library department budget, and shall submit a proper budget to the mayor by March 1 for review and discussion and incorporation into an operation budget for the Municipality. The librarian will attend all library board meetings. Section 2.420. Library Board — Membership. The library board shall be a seven-member board. The membership shall be as follows: (a) Six members from the community at large, and one assembly member. (b) All members shall be nominated by the mayor, and all are confirmed by the Assembly. (Revisors Note: Section 2.420 was amended by adoption of Ordinance 98-11 on June 11, 1998. This ordinance changed Senior high school student to high school student. This section was agein amended by adoption of Ordinance 98-13 on November 12, 1998. Library Board - Meetings. Minutes of board meetings shall be recorded and filed with the municipal clerk. Four members shall constitute a quorum to conduct business. Section 2.435. Library Board - Vacancies. In the event of a vacancy on the library board caused by death, resignation, inability to serve, unexcused absences from three consecutive regular meetings or for any other reason before the expiration of the term of any member, the library board shall recommend and the mayor shall appoint a person to fill such vacancy for the unexpired term, subject to confirmation by the Assembly. Section 2.440. Use of Library - Prohibited for Certain Misconduct, The librarian may prohibit any person the use of the Nenana Public Library who wilfully or persistently violates any rule or regulation préscribed for operation of such library or whose Physical condition is deemed dangerous or offensive to other persons, No person shall fail to leave the library when so ordered by the librarian or other Person in charge of the library, Section 2.445. Failure to Return Library Property - Additional Penalty, Any person who wilfully fails to return any book, newspaper, Periodical, publication, or other property of the Nenana Public Library within 90 days after notice in writing to return same, or fails to Pay value of lost property, shall be guilty of a misdemeanor; and in addition ot the other penalties provided for herein, such person may be denied the use of the library by the librarian, Section 2.450, Violation. Action contrary to the previous two paragraphs shall constitute a violation of this Ordinance and is subject to Prosecution, Chapter 9. Chapter 2, Article 5, Page 44 Sil Library Policies: Book Donations ‘We will accept all books. If we decide not to add an item to the collection, we'll put it in our free box and or discard them. Please understand we have limited space and for every book that we add to the collection we must take another book off the shelf and discard. For this reason we cannot keep all donations. \Video/DVD/cD donations Ifthe item does not have a nice cover we can not take them, if itis damaged we cannot accept them. If ‘the movie has an R rating for sexually explicit images we will not take them. We will gladly accept all others. Once again, we can not keep all donations. We will put those that we do not keep in the free box or discard through other avenues. Magazines We do not accept outdated magazines. We do accept donated monthly magazine or newspaper subscriptions as long as we can make room for the items donated. Thank you for thinking of your library!! Checkout policy: The loan period for books and audio CO's are for one month. The loan period for movies is for 7 days Fees ‘There are no fees but please bring your material back on time so that others can enjoy them also. if you have material that has been misplaced please speak to library staff. There are several options for replacing the item. If you are late in returning your item you must bring the item back or renew the item before you will be allowed to check out any other library material. Library staff can override this Policy based on extenuating circumstances. Material Limit You may check out as many items as you can return ina loan period or at the discretion of the library staff such as for children and temporary residents. Copies and Printouts Please pay library staff 10 cents per copy. if you are using the color printers the cost is .25 cents unless itis a photo in which case it costs $1.00 per sheet. If ou are making a copy of non circulating library ‘material you get the first 10 sheets free. Introduction This policy is intended to assist the librarian and other staff members in selection, acquisition and maintenance of the library materials; and to inform the public and the Library Board members of such policy. Adherence to this policy will ensure that materials are selected according to established quidelines. This policy is a tool which will help to develop a collection which is non-biased and represents the needs and desires of the community. This policy will be reviewed every three years by the Nenana Public Library Board. Il. Libraries should cooperate with all persons and groups concemed with resisting abridgment of free expression and free access to ideas. V. Apperson’ right to use a library should not be denied or abridged because of origin, age, background, or views. VI. Libraries which make exhibit spaces and meeting rooms available to the public they serve should make such facilities available on an equitable bases, regardless of the beliefs or affiliations of individuals or groups requesting their use. Records," and the Alaska Library Association's "Intellectual Freedom Manual." The choice of library materials by users is an individual matter. Responsibility for the reading of children and adolescents rests with their parents and legal guardians. While a person may reject materials for him/herself and for his/her children, he/she cannot exercise censorship to restrict access to the materials by others. IV. Resource Sharing Nenana Public Library will assist and cooperate with other community organizations so that resources and funds are most efficiently used. The Nenana Public Library is home to the Adults Learning Program and cooperates with the University of Alaska Rural Education Office in conducting university classes. A goal of the Nenana Public Library is to coordinate a collection with the Nenana City Public Schools Library to best accomplish mutual goals. Vv. Clientele The Nenana Public Library shall make available its various resources to all persons regardless of age, sex or race, including tourists and summer residents. Circulating items will be limited to those who reside within the Nenana River Valley, from McKinley Park to North Nenana. Visitors to the library may utilize resources while at the library. VI. Materials Selection Responsibility At the Nenana Public Library, the librarian has the ultimate responsibility for the selection of all library materials. The librarian may call on the library board or special committees for help with the selection process. The librarian will also utilize such tools as community surveys, suggestion box, and patron requests to help determine selection priorities. While selecting library materials the librarian will attempt to select materials which cover all aspects of an issue or field of study. The librarian and selection committees will utilize various catalogs, bibliographies and review sources when selecting library materials. The use of such tools assures the public that selected materials are of high quality, as recommended by professionals in the field. The librarian must approve all recommendations and review all purchase orders and order forms to see that they have been properly completed and selection criteria have been followed. Vil. Selection Criteria Each article of material is considered in terms of its purpose and for the community intended. Materials are judged on the basis of the work as a whole, not on a part taken out of context. Reviews in professional journals are used in the selection process and are sought whenever possible. Collection Maintenance Conservation and Repair: The library will attempt to keep all items in good repair. Damaged circulating items should be repaired before returning to the shelf. Items beyond repair will be discarded. Paperback items of particular value such as, Alaskana titles may be sent out to be bound. Magazines are kept at periodical display for a period of one year. At which time old issues are sent out in free bin, except for National Geographic Magazine. These are placed in file boxes and stored for reference. Weeding: Books will be weeded from the collection if they are considered out of date, in poor physical condition, or determined not to be of use in the collection. Weeding will be done on an on-going basis as books circulate or periodically by section as needed Currently space limitations dictate that the collection needs to be weeded before adding new books to the shelf. Evaluation of collection and selection priorities must be considered when weeding. Xl. Reconsideration Procedure The Nenana Public Library Board is the policy making body for the Nenana Public Library, City of Nenana Ordinance 80-2. The following procedure explained the handling of challenged library materials. This procedure is to be reviewed by the board every three years. Informal Review: All complaints concerning library materials shall be submitted to the librarian. A copy of the Selection Policy will be made available to the patron, and any questions will be answered by the librarian. If the patron is not satisfied with this explanation, the Librarian will explain the reconsideration process. The patron may then fill out a "Request for Reconsideration of Library Materials" form, a copy of which is enclosed herein. Easy reader nonfiction topics should be included in the children's section and a small selection of juvenile /young adult non-fiction will be included in the non-fiction section. Juvenile non-fiction titles will emphasize popular areas of study for that age group such as science projects, dinosaurs and other animals, crafts, drawing and sports. The major juvenile non-fiction collection is held at the Nenana City School Library, and selection does not need to be duplicated at the public library. Adult Fiction: The library will maintain an adult fiction collection which will cover areas of popular interest such as mystery, western, science fiction, classic literature, popular authors, etc. A book leasing program, McNaughton Book Service is used to offer new titles and best sellers, some of which may be added to the permanent collection if they have lasting value, such as popular author or other literary quality. Non-fiction: The library will maintain a non-fiction and reference collection which will address the basic needs of the adult community. The adult non-fiction selection is representative of all areas of study, including a basic reference collection. Emphasis is placed on areas of particular interest to the community such as parenting, child development, self-help, crafts, how-to, health, physical fitness and popular sports. Non-Print: The library will continue to develop various non- print collections such as video, audio books-on-tape for children and adults, computer software and a limited selection of puzzles and games. The video and audio selections follow the same guidelines for books including classic, or award winning entertainment for children and adults, documentary, self-help, how-to, literary and Alaska. The software selection includes some games for children (including educational games), word processors for children and adults, various programs to develop job skills and others of interest to the community. The library does not collect phonographic records, general music audio tapes, slides or realia. However, the library will accept donations of local artifacts, handcrafts or photographs to display in the library. Donations: The library will accept donations of all types. Paperback books and magazines are in the trade section of the library. The librarian will determine if books or other materials may be suitable or desirable to add to the collection. Materials not suitable for the collection will be discarded if in bad condition or sold as used books. IX. Collection Assessment The librarian will use various means of evaluation to keep collection up-to-date and comprehensive and responsive to the needs of the community. This evaluation will help determine the distribution of funds for the purchase of library materials. Circulation Records: Statistics of items circulated will be maintained and reviewed annually to determine use trends in subject areas and different medias (print v, non-print) Examine Collection: The librarian will conduct an annual physical inventory to determine which books are missing, the condition of the books and inspect the overall collection. Special subject areas may be examined when necessary to determine condition and age of a particular section. Media will also be inspected during circulation process and notes made of those which need to be replaced. Suggestion Box or Board: The library will maintain a special place to collect suggestions and requests from patrons. Survey: The library will periodically conduct a general survey of patrons to determine usefulness of collection and popular areas. This will be done at least every three years. Check Standard Lists, Reference and Journals: The librarian will check various references to help determine the need to increase and/or update collections. Vill. Collection Overview Format: Because the library's role in literacy and limited budget, print materials will compromise the majority of the collection and acquisitions. However, because of popularity and demand of non-print materials, the library will also purchase VHS video tapes, audio books-on-tape, children’s read-along audio tapes, children's song and music audio tapes, computer software, puzzles, games and puppets with in our means. The library's collection of maps is limited to USA, Alaska and local areas. Alaska: The library will maintain a collection of materials on all aspects of Alaska, including fiction and non-fiction history, politics, sciences, folklore, outdoors, handcrafts, etc. The library has a collection of Alaska Historical Photographs on microfiche which were distributed by the Alaska State Library. Additions to this collection are welcome as available. Local History: The library will attempt to obtain and collect information on local and area (Nenana Valley, Minto, Kantishna, Tanana River) history, current events and special interests. Children's and Young Adults: The library will maintain collections for both young children and young adult readers for recreational reading. The young children’s collection will focus on pre-school children, including board books, Caldecott and other awards, children's classics and popular trends. This section also offers selections for the beginning reader. The young adult section includes award winning titles, classic literature and popular trends.
