PREAMBLE TO BILL OF QUANTITIES Preambles GENERAL ‘The quantities given in the annexed Bill of Quantities forthe various items are approximate only and are given to provide a common bass for tendering. The basis of payment will be the actual quantities of ordered and carried out, as measured by the Superintendent Officer and valued at the rated or priced quoted in the Bill of Quantities where applicable, Otherwise, at such rates of prices as may be fixed within te terms ofthe Contract Each item shall have a separate rate or prices and extension set against it and items the prices of which are the same shall not be bracketed. The rates and prices shall include all plant, labor, profit, overheads, supervision, materials, erection, storage, insurance, maintenance and every incidental and every contingent cost and charge whatsoever, Items against which no price is entered shall be considered as covered by other prices and rates in the bill. The quantities set out in the Bill of Quantities being estimate quantities of the Work, shall not be taken to be actual and correct quantities to be execute by the Contractor. Accordingly, the Contractor shall deliver on site only the materials immediately required to the incorporation into the permanent works ‘The Contract is subject tothe annexed Conditions of Contract and Specification and the rates and prices in the Bill of Quantities shall provided for compliance with all the provisions of the said Condition and Specificato Generally directions and descriptions of work and materials are not necessarily repeated in the Bill of (Quantities and reference should be made to the Condition of Contract and Specification for the information, The prices inserted in the Bill of Quantities should be the full inclusive cost of the works described and of all general liabilities and obligations of set fourth or implied in the documents on which the tender is based. Al item of Bill of Quantities shall be priced in Malaysian Currency. Any variation as ordered from the Bill of the Quantities will in no way avoid or abate the condition or condition of the Contract or relieved the Contractor from the responsiblity of constructing the work to the required standard and carrying out the maintenance specified. Any addition labour, transport, material required to make good faulty work or used in repair or maintenance shall be at the expense of the Contractor and will not be taken into account when determining the sum to be paid for each item or section of the works. ‘The quantities shall be measured generally in accordance with the Standard Method of Measurement of Civil Engineering (2 Edition) issued by the Institution of Civil Engineering (London), and shall be net as they are finished and fixed in the works, and the rates and prices shall whatever allowance is considered by the contractor fo be necessary for waste. The Contractor shall allow in this rate for carrying out all trials, sampling and test necessary to ensure compliance with the requirements ofthe specification. ‘The rates inserted in the Schedule of Day Works shall be deemed to be the rated used by the Contractor in ‘making up the rates for works itemised in all Sections of the Bill of Quantities. ‘The contractor will be deemed to have ascertained for him self before tendering details of the extent for him self before tendering details of the extent of the works which will have to be carried out under water and his rates and priced shall include for all costs charges whatsoever arising out of such working. Al provisional sums included in the Bill of Quantities are intended to be approximate indications only of the amounts to be expended in respect of the described and may the omitted entirely or substantially varied ‘without entitling the Contractor to any claim for compensation. No part of the Contractor's overhead {expanses or profit should be included in these sums when the Bill is priced PL 12 124 122 Preambles PRELIMINARIES ‘The amounts inserted against the item in this section shall be in respect ofthe whole ofthe works Payment of lump sum items in Bill No. 1 unless otherwise specified will be paid in each interim payment in proportion to the total period lapsed to the Contract Period. Where appropriate due consideration shall be given by the Superintending Officer in respect of capital expenditures and costs of maintenance and removal from the site, for which the contractor shall submit details to the Superintending Officer. The Superintending Officer ‘s assessment shall be final INSURANCE AND BANK GUARANTEES Unit ‘The unit of measurement for: (a) Insurance against personal injuries and damages to as per Clause 33 of the Condition of the Contract; (b) Workmen's compensation as per clause 34; (©) Insurance of works as per clause 36; (@) — SOCSO as per clause 35; (©) Performance bond as per clause 37, stall be in lump sum, Measurement (@) Inthe first interim payment, the contractor shall be paid either the actual premium paid by hhim upon submission ofthe receipts or the tendered sum for the item whichever is lesser; (b) The remaining sum (if any) shall be paid in each subsequent interim payment in proportion to the total period lapsed to the Contract Period, OFFICE ACOMODATION FOR S.0. AND HIS STAFF Unit ‘The unit of measurement for provision erection and removal of office accommodation for $.O. and his staff shall be a lump sum. ‘The unit of measurement for maintenance and servicing until completion of contract of office accommodation for S.O. and his staff shall be lump sum, Measurems ‘The measurement for payment for provision and removal shall be: - (a) 80% on completion of facilities as specified; (b) 20% on completion of dismantling all the facilities and reinstatement of site ‘The measurement for payment for maintenance shall be made in each interim payment in proportion to the total period lapsed to the Contract Period. 2 123 13 13.4 132 Preambles Item Coverage ‘The item for provision and erection of office accommodation shall include: ~ (a) provision and preparation of site; (b) foundation and bases; (©) water, sanitation, power, airconditioning and lighting services; (@) fence notice and direction boards; (e) vehicles access, hard standings, parking area and foot path; () office, furnishing, fittings, supplies and initial consumable stores; (g) provision of telephone. ‘The items for servicing office accommodations shal include: - (@) rental charge including telephone rental; (b) charge for powers, lighting and water; (©) depreciation and maintenance of building, services, fences, notice and direction boards, vehicles access, parking area, hard standings and footpath: (@) depreciation and maintenance of office equipment furnishing fittings and supplies; (©) cleaning accommodation; (6) moving and re-establishing portable accommodation as required; (g) replenishment of consumable stores; (h) maintenance of telephone. The items for removal office accommodation shall include: - (a) receiving back from the S.O. and removing equipment, furniture, fittings and supplies off site; (b) disconnecting and removing services and sealing off disused services: (©) demolishing and removing services and sealing off site temporary and accommodation, vehicles access, hard standings, parking areas, footpath, fences notices and direction boards; (@) removal and disconnecting of telephone. VEHICLES FOR THE S.0.’S STAFF. Unit ‘The unit of measurement for Vehicles (type would be stated in the appropriate Bill of Quantities) shall be number. ‘The unit of measurement for maintenance of vehicles shal be ump sum, ‘The unit of measurement for provision of competent and licensed driver shal be lump sum, Measurement ‘The measurement for payment for each of the vehicles shall be made in full after itis delivered and accepted by the $.0. ‘The measurement for payment for each of the vehicles shall be made in each interim payment in proportion tothe total period lapsed to the Contract Period. Item Coverage ‘The items for provision of new vehicles forthe S.0.'s staff shall include: ~ (a) provision of new vehicles of types specified (in Appendix 1C); (b) provision of suitable replacement including equipment when regular vehicle is not available or unserviceable; (©) depreciation; (@ collection from site when the vehicle is returned, The item for maintenance of the vehicles shall include: - (a) read tax for use on public highway and for carriage of goods and samples; (b) comprehensive insurance covering the $.0. and any driver authorized by him and the carriage of goods and samples; (©) maintenance of vehicles in roadworthy condition and conformity with the manufacture’s recommendation; (@ provision of fuel and cil; (©) keeping clean inside and out. TThe item for provision of licensed and competent driver for each vehicle shal include: = (a) provision of suitable replacement in the event the regular driver is on leave or absent; (b) the wages and other Emoluments paid to the driver inclusive of overtime payment, payment of employee provident fund and insurance; (©) The driver working outside the contractor's normal working hours if so required by the 8.0, CONTRACTOR'S OFFICE AND ACCOMMODATION Unit ‘The unit of measurement for establishment and removal of Contractor's office accommodation and ‘maintenance shall be lump sum, Payment Payment shall be made as follows: - (2) 60% on completion of the facilities as specified: (b) 20% for maintenance, which shall be made in each interim payment in proportion to the total period, lapsed to the Contract Period; (©) 20% on removal Item Coverage The items for provision and erection, servicing and removal of the Contractor’s Office and Accommodation shall include everything required by the Contractor. pa 1s 152 153 16 161 1.62 16.3 Preambles CONTRACTOR'S SITE AGENT Unit ‘The unit of measurement forthe site agent shal be lump sum. Measurement Payment be made in each interim payment in proportion to the total period lapsed to the Contractor Period, Item Coverage ‘The rate shall include: - (@) the wages and other emoluments paid to the site agent inclusive of overtime payment; (b) __thessite agent working outside the contractors working hours if so required by the $.0; (©) cost and expanses incurred consequent upon the employment or hiring of the site agent including payment of employee provident fund, insurance, medical and hospitality; (Replacement of incompetent site agent; (©) Substitution ofthe site agent when the appointed site agent is absent or on leave. MATERIAL TESTING SITE LABORATORY, STAFF & EQUIPMENT. Unit ‘The unit of measurement for establishment and removal of laboratory including equipment and ‘maintenance shall be lump sum. Measurement (a) 60% on completion ofthe facilities as specified; (b) 20% for maintenance, which shall be made in each interim payment in proportion to the total period, lapsed to the Contract Period; (© 20% on removal, ‘The Items For Erection Of The Material Testing Laboratory shall include: = (@) provision and preparation of site; (b) foundations and bases; (c) water, sanitation, power and lighting services; (4d) fence, notice and direction boards; (©) vehicles access, hard standings, parking areas and footpaths: (1) laboratory furnishing, fittings, supplies and intial consumable stores (as in Appendix 1D. ‘except item 21 of Flexible Pavement Testing Equipment) Item 21 shall be executed as and when directed by the S.O. at and approved independent laboratory. The number of tests, shall be unlimited and all cost arising thereof shall be borne by the contractor. Ps 47 a 112 173 181 Preambles ‘The items for servicing the Material Testing Laboratory shall include: ~ (a) rental charges; (b) charges for power, lighting and water including water rates and sewerage disposal; (c) provision of laboratory equipment (as per Appendix 1D); (@ depreciation and maintenance of laboratory equipment (as per Appendix 1D) furnishing, fittings and supplies; (©) cleaning laboratory: (replenishment of consumable stores. The item dismantling the Material Testing Laboratory shall include: - (a) receiving from the S.0. and removing equipment, furniture, fitings and removing equipment, furniture, fittings and supplies off site; (b) disconnecting and removing services and sealing off discussed services; (©) demolishing and removing services and sealing off site temporary and accommodation, vehicles access, hard standings, parking areas, footpath, fences notices and direction boards; (@) disposal of surplus material; (©) reinstatement of the site. PROVISION AND MAINTENANCE OF SURVEY EQUIPMENT Unit ‘The unit of measurement for the provision and maintenance of survey instrument as per Appendix 1E shall be lump sum. sasurement ‘The unit of measurement for the provision and maintenance of survey instrument shall be made in lump sum: - (2) 80% ofthe tendered sum upon the receipt and approval for all ofthe instrument supplied; (b) 20% of tendered sum for maintaining to working order for the duration of Contract Item Coverage ‘The item for the provision for survey instruments shall include: ~ (a) provision of survey instruments; (b) provide suitable replacement when the regular instrument is not available for the more than 24hours; (©) depreciation; (@) maintenance to working order condition SETTING OUT Unit ‘The unit of measurement for setting out shall be lump sum. Item Coverage ‘The item for setting out shal include: - (@) topographic survey of the roads leading to the housing and industrial development areas which are not included in the Contract Drawings; (©) all surveys instruments and equipment required by the survey; (©) surveyors, chairmen and attendance; (@ all materials required for establishing and maintaining survey stations, benchmarks andthe like; (©) allattendance required and setting out records and data required forthe works; (maintain al survey and setting out records and data required forthe works. MAINTENANCE OF EXISTING ROAD AND PROTECTION OF TRAFFIC Unit ‘The unit of measurement for the maintenance of existing roads and protection of traffic for: ~ (a) temporary road diversions; () traffic control; (©) provide temporary traffic signs for diversions as per drawing; (4) maintenance of existing roads, bridges, culverts ete. shall be lump sum When traffic diversion is design for relevant works shall be covered under various items in B.Q. Measurement ‘The measurement for payment for the maintenance of existing roads and protection of traffic shall ‘be made on lump sum in each interim payment in the proportion of each month in the Contract period to the value of the Tender Sum, Item Coverage ‘The item for the construction, maintenance and removal of temporary road diversions shall include (@) obtaining licenses; (b) making arrangements with owner and occupiers of land temporarily acquired and cost arising thereof, (©) preparing, amending and submitting to the S.O. and other interested bodies, drawings showing proposals and programme including liaison: (@ preparation of site; (©) carriage ways, ramps, structures, floor ways, kerbs, fencing, road markings and drawings; PT Preambles (unless otherwise stated in the Contract, temporarily diversions of services, sewers and drains; (g) modification to suit change in ground conditions; (h) breaking up diversion; (i) unless otherwise stated in the contract reinstatement of the site to its original condition; (disposal of surplus material (@) complying with ‘Arahan Teknik (Jalan) 2C/85 — Manual on Traffic Control Devices’ published by Cawangan Jalan, Jabatan Kerja Raya Malaysia and any amendment there to for where the circumstances of any particular case are covered submitting proposals for dealing with such situations to the S.O. approval; (b) consulting with statutory and other authorities concerned and submitting to the S.O. for his approval a programme showing the proposed scheme of traffic management and furnishing such further details and information as necessitated by the Works or as the $.0. may require; (©) cleaning, repositioning, covering and removing temporary traffic signs, lamps, barriers and traffic control signals; (@® providing and maintaining landowner's access and pedestrian right-of-way including site preparation, footpath, fencing, signs, drainage, gates, disposal of surplus material and any costs arising from interference to construction operations. The items for providing temporary traffic signs shall include: ~ (a) supply of each and every item of signs shown as per Drawing for all temporary diversions; (b) provide replacement when any of the specified items is damaged; (©) depreciation; (@ complying with ‘Arahan Teknik (Jalan) 2C/85 — Manual on Traffic Control Devices” specification on the quality and size of signs. ‘The items for maintenance of exi ing roads within Site shall include: = (a) patching of potholes; (b) clearing of the drainage system; (©) abatement of noise and spread of dust as per Specifications; (@) keeping existing road clean and clear of any much slurry, boulder, earth deposited in the course of works; (©) reinstate the road damaged due to any work carried out by the Contractor to its original condition ; (preparation of site; (g) all plants and labours necessary; (h) preparation of lines and staging requirements in connection with services diversions, 110 PUBLIC UTILITY SERVICES 1.10.4 Unit ‘The unit of measurement for: = (®) location and protection of existing public utility installations and other services: (b) temporary diversion of TMB services; Ps 1.10.2 1.103, 1att Preambles (©) temporary diversion services of TNB services; (@) temporary diversion of JBA water mains; (©) temporary diversion of other services such as surface drainage, underground sewers, etc. shall be lump sum, Measurement ‘The measurement for payment for the location and protection of public utilities shall be made in lump sum in each interim payment in the proportion of each month in the Contract Period to the value of Tender Sum ‘The measurement for payment for the provision of temporary diversions or relocation of public Utilities and other services to permit the construction of the works, shall be made in lump sum in ‘each interim payment in the proportion of each month in the Contract Period to the value of the ‘Tender sum. Item Coverage ‘The items for the location and protection of Public Utilities and other shall include: (a) locating the position ofthe utilities including excavating trail holes by hands (b) making good any damage caused to the approval of the appropriate Service Authority of owner; (©) arranging with the appropriate Service Authority or owner for all temporary diversions required in connection with the works and keeping the S.O. fully informed of all such negotiations; (@) providing all labour, material and plant to expeditiously execute the works; (©) protecting utilities to the requirements of the appropriate Services Authority ‘The item for the provision of temporary diversions or relocation of Public Utilities and other services to permit the construction of the works shall include: ~ (@) arranging and liaisons with appropriate service Authorities or owner for all temporary diversion; (b) complying with requirements of respective Services Authorities; (©) making good of any damage cause ta the approval ofthe appropriate Service Authority; (@) providing all plants, labour and materials (©) cutting off and disposal of redundant main pipes, cables, chambers, covers, ete; (the credit value of disposed materials as stated in (e) above: (a) provision of competent and experienced person to lease and coordinate the service ‘operations with the works; (h) connection to properties; (allowing for inspection by Service Authorities, WATER ELECTRICITY SUPPLIES Unit ‘The unit of measurement for payment for the supply of water and electricity for use in the works shall be in lump sum, Po red 13 Lia 4.12.2 1123 Preambles Measurement ‘The measurement for payment for the supply of the and electricity for use in the works shall be ‘made in lump sum in each interim payment in proportion of each month in the contract period to the value of the Tender Sum. PROJECT SIGNBOARD Unit ‘The unit of measurement for project signboard shall be in number. No deduction shall be made for buildings, structures or carriageway Item Coverage ‘The item for areas to be cleared and grubbed shall include: ~ (a) demolition, breaking and removal of all walls, fences and superficial obstructions affected by the works down to existing ground level except as otherwise stated in contract, (b) felling of trees; (©) __Teaving the topsoil and root systems of grassed and other surface vegetation undamaged; (@) —_grubbing up and blasting stumps and roots; (©) filling stump and root holes with suitable materials from any source and compaction; (uprooting of bushes, small trees and hedees; (g) credit value of material which becomes the property of the Contractor; (h) disposal of surplus and suitable materials; (i) disconnecting and sealing services; (making good to severed ends of existing fences and walls ‘The payment shall be made in full compensation for furnishing all labour, materials, tools, equipment and incidentals necessary to do work DEMOLITION AND REMOVAL OF EXISTING STRUCTURES Unit ‘The unt of measurement for demolition and removal of existing structures shal be lump sum Measurement ‘The measurement of the demolition and removal of existing timber, brick or conerete buildings, shall be complete removal irrespective of ther sizes. Item Coverage ‘The items for demolition and individual or groups of buildings, fencing, or existing structures shall, includes: - (a) demolition of the buildings, existing structures, fencing or post located wholly of partially ‘witching the site, including blasting if necessary down to the existing ground level includes the removal of any ground slab or over-side concrete; (b) credit value of material which becomes the property of the Contractor's own trip; (©) loading into transport and disposal of surplus materials to contractor's own trip; (@) disconnecting and sealing services; PIS 23 231 232 233 24 24d 24.2 243 Preambles (©) backfill with suitable material and compacted in accordance with specification, holes left by the removal of structures (®)—_multipfe handling or demolished material; (2) keeping the holes left by the removal of structures free from water. Item Coverage ‘The item for the stripping and stockpiling of topsoil and tur for reuse shall include: (2) loading to transport; (©) haulage and deposition in temporary stockpiles including the provision of sites for stockpiles; (©) where surplus to requirements, haulage and deposition in tips off Site provided by the contractor; (2) multiple handling of excavated material; (©) keeping the stripped area free of water. ROADWAY EXCAVATION Unit The unit of measurement for excavation of all materials other than solid rock, in cuttings and in borrow pits within the right-of-way, transport to place of fll or transport to tips of site provided by contractor for disposal shall be cubic metres. leasurement ‘The quantities of excavation in cutting for road formation construction shall be the net cubic content of the void formed in cutting and borrow pits within the right-of-way between the original ground ssurface as shown on the drawings and specified and as directed by the Superintending Officer. Item Coverage Rates for excavation in cutting for road formation shall include (but without limiting the stipulation that the rates shall inclusive ofall costs): - (@) Excavation in cutting and the within the right-of-way in whatever ground that maybe met with (except hard rock) including consolidated hardcore; (b) _over-break and making good; (©) increase in bulk of excavated material; Pig 28 282 283 Preambles (@) removing roots, foundation, drain, pipes, pavements and all other minor obstructions; (©) forming benches on slopes of cuttings; (6 twansport and double handling (where necessary) of excavated materials of fill and disposal areas including payment of royalties (if any); (g) disposal of excavated materials not required for use in the works including compaction; (h) trimming of formation and slopes; (maintenance of cut areas during the period of the Contract and the defect liability period; G@ keeping earthworks free from water from whatever cause EMBANKMENT. Unit ‘The unit of measurement for placement and compaction of suitable fill material in embankments and surcharge to embankments shall be in cubic meter. Measurement The measurement for placement and compaction of suitable fill material shall be made of the volume of the embankment measured from the original ground levels after the completion of all, foundation preparation to the lines, levels, grades and dimensions shown on the Drawings and as directed by the S.O, The line of the top of the embankment shall be the formation level of surcharge levels as shown in the drawings and for the embankment over soft ground and settled volume as stated below shall be added to the volume above for payment: - (@) Prior to the commencement of the filling works, road settlement markers shall be installed by the Contractor at the edges, at the toes and at the centre line of the embankment at approximately 75 metre intervals of at closer spacing as approved by the S.0.; (b) The measured settlement which is the difference in level between the initial level (to be taken immediately after the compaction of the first layer fill over the soft ground area) and the final level taken immediately after the completion to shape and levels the surcharge work) of respective rod settlement of the embankment at those locations; (©) For the purposed of computing the volume if embankment settled, the first 75mm of the settlement as obtained above shal be subtracted from the measured settlement; (@ The net settlement as derived above shall be assumed linear and shall be used for calculating of the embankment settle below the foundation levels.
