SECTION 1: FINDINGS
Congress makes the following findings:
1) In Nov 2010, 9.8% of workers remained unemployed
2) For the year 2010, about 12% of Workers in California remain unemployed
3) 2010 is approximately when the Great Recession ended, so unemployment rates
remain relatively high because it takes a long time for the economy to recover

SECTION 2: PURPOSE
This bill provides reduced risk of unemployment caused by irrational motivations. In
addition, this bill aims to prevent another Great Recession from happening.

SECTION 3: GENERAL PROVISIONS


1. Employer(s) must ensure that all new workers sign a contract that gives the workers
immunity from irrational firing. This contract lasts for one year.
2. If an employer sues a worker based on irrational motivations, the Supreme Court,
once finding the employers guilty, must fine them for a minimum of $50,000 per
company. The maximum fine allowed is $100,000 per company.
3. Due to the requirement of the one-year immunity contract, listed in #1, employers
may feel free to make their prerequisites stricter, sometimes unreasonably stricter, to
prevent lazy workers from harming, in any way, the integrity of the company.
4. Employers may not sue any lazy workers until the contract expires.

5. The Federal Government will provide a template of the contract online. All

companies are required to send in a physical copy (or a scanned/faxed copy) to the

Federal Government.
