ISSUE:

ICD Revision - TAG Allocations

Definition:

Each ICD entity in the foundation component (i.e. iCAT foundation) has to be allocated to a
single Topic Advisory Group (TAG) to enable agreed standard operating procedures. This
Information Note refers to Vertical TAGs. A separate Information Note on Horizontal TAGs
will be released in due course.

Decisions - Options:
1. Assigned TAG (previously known as Primary TAG)
a. One and only one TAG is the Assigned TAG to finalize the title, definitions
and readiness for commenting (i.e. the color status in Alpha Phase explained
in 4 below).
b. Assigned TAGs are NOT solely responsible for content. They will work with
other associated TAGs in a collaborative fashion as necessary to complete the
content model.
c. Assigned TAG is strongly encouraged to approach other Associated TAGs to
contribute to work.
2. Associated TAGs
a. There may be more than one associated TAG for a given ICD entity.

b. All associated TAGs may contribute to Content Model all components but
may not change definition or titlemust suggest, discuss or make comments
to Assigned TAG. WHO may set the title, once approved by the Assigned TAG.
Associated TAGs are strongly encouraged contact the Assigned TAG to make
contributions.

3. Multiple parenting
a.

The linearization parent decision is made independent of the primary


TAG assignment. For example diabetic retinopathy may be defined by
Ophthalmology TAG, but does not mean that this category will automatically
be placed in the Eye Chapter in the legacy morbidity linearization.

4. Color Status in Alpha Phase


a. May only be changed by Assigned TAG
i. Blue: Ready to receive comments; Definition included. May be
unchanged from ICD-10.
ii. Yellow: Not ready to receive comments; Some work has started
iii. Red: Comment only if you must; No work on previous ICD-10 code has
been done.
iv. Changes from ICD-10 are not required for an entity to be blue.
v. Once an entity has turned blue, it can still be revisited for further
discussion.
