SECTION 1: FINDINGS
Congress makes the following findings:
1) 50% of American roads are in disrepair, according to the Federal Highway
Administration.
2) Almost 64, 000 American bridges are in bridges.
3) The American economy could lose $1 trillion without decent infrastructure
investment, according to the American Society of Civil Engineers.
4) Speed control safeguards can prevent train derailment.
5) Public construction spending is barely over 1.5 percent of GDP, the lowest

since 1993.
6) The United States ranks 19th worldwide for infrastructure quality.
SECTION 2: PURPOSE
1. This bill provides that the quality of American infrastructure be drastically
improved whether through repair, renovation, or construction. Improving American
infrastructure will also improve the state of the economy, as the highway system is
crucial for economic transportation.
SECTION 3: GENERAL PROVISIONS
1. $3.6 trillion will be invested in infrastructure by 2020, preferably cut from
the military budget.
2. Federal employment programs will be offered to citizens below a certain
wage line to act as construction workers.
3. The Federal Highway Program will be reauthorized, for a long term period.
