Abstract: This document deals with the second


mid-term evaluation of selected 100 watersheds under
NWDPRA in AP, Rajasthan and UP identified in
consultation with Department of Agriculture. It is
compiled based on the analysis of satellite data of pretreatment, 1st mid-term and 2nd mid-term time periods
along with ground data collected on the progress of
implementation of ground activities.

Executive Summary
Watershed development projects are generally long duration projects with the implementation
period ranging from 4 to 5 years. Evaluation of watershed projects both in the mid-term and
end of implementation require reference and base line data for evaluation of the impact of
development. Periodic mid-term evaluation also helps in midterm corrections/ interventions if
required. Unfortunately such required information is not readily available for most of the
watersheds for qualitative or quantitative analysis. One has to completely depend on recorded
data collected at watershed level by conventional techniques. Whereas, multispectral remote
sensing data can fill such data gaps and provide primary data on natural resources within a
watershed, particularly related to vegetation, soil and water for quantitative evaluation &
analysis, much faster and economical
Rainfed Farming Systems Division (RFSD), MoA, Government of India has approached
RRSC-South, NRSC, ISRO, for identification of modalities towards development &
implementation of a suitable watershed monitoring model built-in with standard indicators /
parameters to be used for monitoring developmental activities in the identified watersheds
taken-up across the country and implemented through respective State Government
mechanisms under the NWDPRA scheme. A project proposal was prepared and submitted to
MoA during March 2008. The proposal addressed adaptation of an optimum mix of
technologies for effective monitoring of NWDPRA watershed development activities. While the
proposal addressed national level monitoring of NWDPRA watershed development, it was
initially decided to field test the technology during 11th FYP in 3 selected states viz., Uttar
Pradesh, Rajasthan and Andhra Pradesh as suggested by the Ministry before further
extension to other states during the subsequent 12th FYP. The scope of the project assigned
to RRSC-South, Bangalore included

Evaluation of the impact of watershed programmes in 100 treated watersheds (each


of 500 Ha size approximately) in the three selected States on a pilot basis using four
sets of high resolution multi-temporal & multi-spectral satellite data.

Development of Web based MIS software package for all the 100 selected
NWDPRA watersheds for concurrent monitoring.

The project was initiated during the year 2008 and is expected to be completed by December
2014 coinciding with the final implementation on the ground. The approved budget of the
project is rupees 2.5 Crores funded by RFSD, MoA, New Delhi.
Progress achieved under the project so far includes capacity building and training through
MIS familiarization at state level, for respective state and district level officials, in all three
states; development of beta version of MIS package at RRSC-South; populating spatial and
non-spatial data for all the identified watersheds provided by the respective State Departments
of Agriculture in to the MIS package; organized two-day brainstorming workshop during
August 27-28, 2009 at RRSC-South for officials of state Agricultural departments involved in

the NWDPRA watershed development programme; deployment of the beta version of the MIS
package on RRSC-South server; procurement of satellite data and analysis corresponding to
pre-treatment and first mid-term treatment period for majority of the watersheds in consultation
with State Departments of Agriculture; holding of Status review meetings on December 20,
2011 at RFSD, MOA, New-Delhi & February 18, 2011 at RRSC-South, Bangalore; completion
of expert review of the package by agriculture experts from Watershed development
Department, Government of Karnataka and deployment of the MIS package on RRSC-South
server for evaluation of the package by stake holders of the three states.
A first mid-term evaluation report was submitted in the month of August, 2011 to the Ministry.
The report included the evaluation of all the treated watersheds in the 3 states based on the
progress of implementations on the ground in consultation with the state Govt. departments of
Agriculture.
Similarly, second mid-term evaluation report is compiled for all the watersheds assuming that
all the watersheds are taken up for implementation. In most of the watersheds, there is a
positive change in the land use with respect to agriculture activity, increase in water spread
area in the tanks, decrease in the culturable waste lands and marginal lands. The detailed
report on the watersheds, state wise is presented in the subsequent chapters along with the
field photos of developmental activities.
