AN ORDINANCE AMENDING TITLE 1 CHAPTERS 6 AND 7 OF THE OAK LAWN VILLAGE CODE PERTAINING TO THE CREATION OF A COMMITTEE OF THE WHOLE WHEREAS, Section 6(a) of Article VII of the 1970 Constitution of the State of Illinois provides that any municipality which has a population of more than 25,000 is a home rule unit, and the Village of Oak Lawn, Cook County, Illinois, with a population in excess of 25,000 is, therefore, a home rule unit and, pursuant to the provisions of said Section 6(a) of Article VII, may exercise any power and perform any function pertaining to its government and affairs, including, but not limited to, the power to tax and to incur debt; and WHEREAS, The President and Board of Trustees have determined that it is in the best interest of the Village and its residents to amend Title 1 Chapters 6 and 7 of the Oak Lawn Village Code in order to create a Committee of the Whole; and NOW, THEREFORE, BE IT ORDAINED BY THE VILLAGE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF OAK LAWN, COOK COUNTY, ILLINOIS, IN THE EXERCISE OF ITS HOME RULE POWERS, AS FOLLOWS: SECTION 1: The foregoing recitals shall be and are hereby incorporated as findings of fact as if said recitals were fully set forth herein. SECTION 2: That Title 1 Chapter 6 Section 5(K) is hereby amended by adding the following underlined language: K. Standing Committees: 1. The committee of the whole and the finance committee shall consist of all trustees. The remaining standing committees shall consist of three (3) trustees appointed by a majority vote of the board of trustees. The chairperson of cach standing committee, with the exception of the chairperson of the finance committee, shall be appointed by the members of the committee, 2. The president shall be a nonvoting ex officio member of all standing committees of which he is not an appointed member. The president shall be the chairman of the finance committee. 3. The members of the standing committees shall be appointed annually at the second regular meeting of the board of trustees in May of each year. 4. The standing committees of the village board shall be: a. Finance; Board of Trustees - Regular Meeting - 2/11/2014 - Page: 85- ITEM: XII. Page: 86 b. Public works and waterworks; ¢. Quality control; 4. Communications and technology; and e. Legislative, license, and ethics. £ Committee of the Whole SECTION 3: That Title 1 Chapter 6 is hereby amended by adding the following new section 7 entitled “Committee of the Whole” said section shall read as follows: 1-7-7: Committee of the Whole A. Membership: The Committee of the Whole shall consist of the Village President and all trustees currently holding office. The village president shall be chairperson of the finance committee, and the village treasurer, manager and director of administrative services shall be ex officio members of the committee. B. Meetings: Committee of the Whole meetings shall be held on the second Tuesday of each ‘month at 6:15 P.M. at the Oak Lawn Village Hall immediately preceding the regular Village Board meeting. When such meeting time shall fall on a legal holiday, then such meeting shall be held on the same day as the rescheduled, regular Village Board Meeting. Committee of the Whole Meetings shall end at the hour of 7:15 p.m., when practicable. C. Purpose: The purpose of the Committee of the Whole meetings shall be primarily for discussing and vetting items which will be brought before the Village Board for eventual consideration and approval. Routine Committee and Commission referrals need not be placed on the Committee of the Whole Agenda unless said referrals require a presentation and/or upon which discussion is anticipated. In no event shall the Committee of the Whole vote on Ordinances or Resolutions. D. The agenda shall be prepared by the Village Clerk and shall be in the following form: 1. Roll Call 2. Pledge of Allegiance 3. Items for Discussion on the Regular Meeting Agenda 4, Items for Discussion on the Next or Future Meeting Agendas 5.
