‘Mr. Suresh Sahu, M.D, Supreme Engicons pvt. Lid. was on the dais of one Day Agitation against new Development plan 2034 organized by Maharashtra Societies welfare Association and Affordable Housing welfare organization of Inda. At Azad Maidan, Mumbai on at, 20.04.2015. While speaking on the dais about flaws in new DP-2034 he particularly stressed on the Co-Operative Housing Societies. New D P Plan seeking more and more vacant land from the existing co-operative housing societies in the guise of socicl amenities. He further elaborated that in future when old and diapidated buildings of Pv. Hsg. Societies goes for redevelopment and if their plot is admeasuring 2000 sq mts, then according to new DP. they have to hand over 10 per cent of their plot to B.MC. for social amenities ie. they have to hand over 200 sq. mts. of their own. plot to BMC free of charge and in adcition they have fo leave the space for road widening etc.it means they will get less plot for re-development which will not feasible for any developer. This condition will halt the redevelopment process, Instead of 2000 squmts. this condition should have to apply on the piols whose areaiis more than 10,000 sq. mis. Secondly in new D.P. there is a provision for one parking behind every 1000 sq.ft. flat. This is not justificble as on today because there is one vehicle after every 10 person. This means small flat owners could not get parking for their vehicle in future. Therefore this parking condition should be modified and parking should be provided for 60 to 70 Sq, fs. Fats also. Some buildings have Giready started their re- development process. Some families have already vacated their flats and new D.P. Shows roads, reservation in their building areas which will offect their redevelopment process and these families have to run pillar to post for their rehabilitation. Therefore new DP should have to be reconsidered it should to revised with social aspect as well as satisfaction to all ropa. nO A-708) oe oe Ths agitation was conducted by MSWA nd AHWOI Many participants gave their views and unanimously decided to give memorandum fo Cheif Minister and Municipal Commissioner to scrap the DP ond DCR 2034 and start with the new process taking info account the existing provisions and developing on the same instead of looking at it from this new point of view. “New DP 2034 hinders the development of Lokhandwala Complex” A Seminar on “Awareness of Draft Development Plan 2034" at Lokhandwala Complex, Andheri (W) which was inifiated by Supreme Engicons Pvt. Lid in association with Celebration Sports Club on 19 Apri, 2015. The seminar was organized for the benefit of Lokhandwala Complex and their adjacent locales. Chief guest Smt. Jyotsna Dighe, the local Corporator couldn't attend the meeting due to urgent meeting at Delhi However, She gave her best wishes and a message to the organizers for the said event. The seminar on “Awareness of Droft Development Plan 2034" commenced with welcome address by the General Secretary Shri. Hemant Nair, with appeal to present audience for _ their participation and having positive approach in the regards of the proposed Draft Development Plan 2034. The dignitaries at dais - Shri. Ashwin Parmar, eminent speaker ‘on DP 2034, Shri Abhay Dighe. the social activist, Arch. Warade, eminent speaker ‘on DP 2034 and Shi. Suresh Sahu, MD Supreme Engicons (india) Pvt. Ltd. participated in the seminar, presented their views on Draft DCR/DP 2034 and addressed the queries by participants from different societies present. The seminar was begun with the brief presentation of proposed DCR/DP-2034 by Arch. Ashwin Parmar to educate the present public and also about FSI & TDR based on the new DP-2034. Further, he also added that in new DP-2034, high FSI “= has been proposed around Railway stations. The new DP finally removes all ‘ambiguity around calculations of what is counied in FSI: now, there are very few features like _ minimum — prescribed parking by MCGM that can be built and not be accounted for as FSI. This bringsin much-needed simplicity and fransparency, and reduces the scope for manipulation in areas ike Lokhandwala” ‘Arch. Prem Nath, highlighted the positive aspects of DP-2034. "In the new Development Plan, the permissible FS! which is comprise of Base FSI, TOR, Premium-4 & Premium -8 and that can be used as per our requirement ie. Premium-A shall be used prior to utilization of TDR and Premium-8, shall be Used after utilization of TDR“, he further added. Thereafter, he also informed the audience that one of the main purposes Of introducing this DCR/DP-2034 is to motivate people to use public transports such as in couniries lke SINGAPORE. Arch. Shri Warade said about the drawbacks in planning based on proposed zonal FSI 3.5 in Lokhandwala area, which is_ insufficient fo ‘accommodate the growing families, itis his opinion that the Zonal FSI cnnounced in mew DP shall be increased to 5 OR 6.5 S| to. make redevelopment viable in Lokhandwala Complex. Lid., had presented the case study/calcuiations “of FS| 27 of DCR/DP-1991 & FSI 3.5 of Proposed New DCR/DP-2034, where he has indicated about the loss to the _ plot ‘owners/societies in the proposed DP in the form of adaitional area, compus, etc. he further added, that most of the societies in vicinity of Lokhandwala was already consumed more than 1.5 FSI ‘and for which further redevelopment is not possible in the lights of new DP, hence, the zonal FSI in this vicinity shall be increased upto 6 FSI Shri. The seminar wos organized to provide a common platform to all the stakeholders including the public, architects, developers and the government officials to deliberate the implications of development plan and contribute in fine-tuning the provisions in order to create a city of everybody's dream. The Draft DP 2034 was open to public at large for their suggestions and objections. The goverment officials. actively parlicipated in the seminar, presented their views on Draft DP 2034 and addressed the queries by participants from different societies present. “We have received more than 10,000 suggestions and are looking at receiving more. We want people to understand that the DP 2034 is for the growth of Mumbai’, said Shii Vidyadhor Pathak, advisor to MCGM on Development Plan. “ the Draft DP 2034 is based on no assumptions, unlike the previous DP which was based on the assumption that Mumbai population can be controlled and FSI con be Testicted. if FSI (Floor Space Index} is controled how will Mumbai population get houses. Hence we have simplified the Planning, and calculation of FSI. All ‘exemptions in FSI calculations has been removed and TDR has been simpified”, he further added The seminar highlighted various aspects of Droft DP 2034. The objective of organizing this seminar was to educate the public at large and give them and even directions about the new DP. Most of the people present had queries on inclusionary housing and calculation of FSI & TDR. Shri Sudhir Ghate, Ex Chief answers, information Engineer - D.P. Shri Sudhir Ghate said, "! would ike to congratulate MCGM for drafting DP 2034 and must say that itis very simplified and easily comprehensible. There are few suggestions, which | would like to propose to improve the DP 2034. | feel the process of taking permissions on planning & development and demolition of any buiding should be kept with the building proposal department. Likewise responsibility of transferring of name should be with the corporation”. Mr. Ramesh Prabhu, Chairman of Maharashtra Societies. Most questions related to specific society queries and technical issues were moderated by him. Mr Ramesh Prabhu observed about the Infrastructure Development, Leisure and Recreation areas that are being taken ‘way from societies and its impact on future generations. He also facilitated a discussion regarding the 10D, CC and OC issues that the societies are likely to face in the transition period. Shri Advi. Ameet Mehta shared, “When the Draft DP 2034 was released, few society people had come to us to file a PIL. | informed them that it couldn't be done, as it is not a law yet. There were issues like implementing 4G mobile fowers on ground, which made it inaccessible for them. Hence it was very important that these issues are discussed and taken care of now. | think Supreme Engicon has done a great job of initiating this seminar as this will help in addressing all issues and ensure that procedural issues don't arise in future" Highighting some of the points, which can lead to a PIL in future Shri Advi, ‘Ameet Mehta said, “High FSI has been proposed around railway stations. | think it should be taken care from practical point of individual station. The reduction in open spaces and proposed roads running through societies has brought ‘about a stands in the redevelopment sector of the construction industry. Also the reservations within the plots are very confusing ond ambiguous. We urge Mumbaikors to please give their suggestions and objections to MCGM and help Mumbai have the future it deserves", said Mr. Suresh Sahu, MD, Supreme Engicons India Pvt. Ltd. summarizing the Seminar. Supreme Engicon presented a repot with important issues raised during the seminar to MCGM.
