Reed Office of the Mayor City Government Center Harrisburg, PA Dear Mayor Reed: I can only assume that cooler heads have prevailed at city hall and Horace Morancie's ill-advised quest to flesh out false ‘roomers*has been quelled. For that, I thank you. Not only was the allegation absurd — I have never operated a rooming house -- the manner in which the investigation was carried out was clearly harassment and an example of codes being selectively enforced. Morancie's contention that he is simply investigating the complaint in a routine manner has made him a laughingstock. I have made it abundantly clear that I will never open the door to 434 Boas St. under a search warrant issued on the specious charge of operating an rooming house. If Morancie persists, his only means of access to the premises will be forcible entry. It is ironic that I have never hesitated to open my home to the public to promote historic preservation and Harrisburg. Over the course of nine house tours, more than two thousand people have toured my home. Oddly, not one of them saw any evidence of a rooming house. Perhaps Morancie's anonymous source was not among them. If Morancie devoted one quarter the attention and staff resources to investigating well documented housing violations that he does on spurious "tips," his department would be above reproach. Not only has Morancie focused inordinate amounts of his and his staff's time to this preposterous issue, other city agencies have becone involved. I was incensed to learn that my home was under police surveil- lence last Friday afternoon. Surely there are far more useful things the city's law enforcement personnel could be doing to occupy their time. 2 I am aware that many of my public statements have caused some distress among certain city officials, but like a muscle, free speech atrophies if not exercised. Be assured that when there is a need 1 shall continue to exercise my First Amendment rights, Horace Morancie notwithstanding. Sincerely, Ted W. Hanson
