Spanish Government grants Tsh 3.1 billion to


support social protection initiatives
09 June 2015, Bagamoyo: The Spanish Government through the
Sustainable Development Goals Fund (SDGF) has granted UN Agencies in
Tanzania, through its Delivering as One initiatives over Tsh 3.1 billion towards
community development projects some of which are implemented by the
Tanzania Social Action Fund (TASAF).
The Ambassador of Spain in Tanzania, His Excellency Luis Cuesta Civis and
the UN Resident Coordinator, Mr. Alvaro Rodriguez visited Chasimba village in
Bagamoyo district, Coast Region to see various interventions that are being
carried out by Bagamoyo District Council with support from TASAF.
Bagamoyo was among the first eight (8) Project Area Authorities that the
initial activities (pre-wave) of the Productive Social Safety Net (PSSN) were
implemented which showed remarkable achievement.
Feeling proud of the results the ambassador said: Spain believes in
multilateralism, Spain believes in the UN System, and Spain believes in the
ability of Local Governments to promote sustainable human development in
the communities they serve.

We believe this project is essential as it will scale up PSSN and through


PSSN we have reached many poor women and children as well as people
with disabilities who are the most vulnerable in any community.
This is one of several projects that brings together different stakeholders
from the district and regional levels, the UN system and the donor
community such as Spain; showing a true demonstration of working together
to eradicate poverty across all communities.
A major economic activity of Chasimba villagers includes small scale farming
with per capital income of Tshs. 350,000.
Social services available in the village include one primary schools, a road
passing at the village and a Dispensary. During TASAF II the community of
Chasimba implemented Construction of three classrooms and Teachers
office subprojects with the assistance from TASAF.
The subproject was officially inaugurated on 2007 and was completed on
2008. A total of shillings 30,415,471 was TASAFs contribution to the
subproject.
Chasimba village is among 17 villages which implemented Community Based
Conditional Cash Transfer (CB-CCT) pilot programme since year 2008/2009.
During CB-CCT the village received nine transfers with the value of TZS
28,325,400 (USD 16,662). The village has a total 197 beneficiary households
for TASAF III Productive Social Safety Net - (PSSN) the village has received a
total of TZS 43,227,190 (USD 25,428) in nine transfers.
Speaking from the project site, the UN Resident Coordinator Mr. Alvaro
Rodriguez thanked the Embassy for its support.
We are delighted with this collaboration between the government and
people of Tanzania with Spain and One UN. Working with the most vulnerable
people in each community, this project provides support in cash and on
social and productive infrastructure for communities.
Poor families can now send their boys and girls to school, participate in
saving schemes and raise their incomes. Our joint goal is to end absolute
poverty in Tanzania.
Chasimba village also is implementing Public Works Program which started
on 23rd March, 2014 by sensitization of the respective community. PWP
activities in Chasimba Village identified four subprojects to be implemented

whereas one subproject is scheduled to be implemented in the first year. The


selected subproject is rehabilitation of the feeder road of 1.1 Kms of
Chasimba Kiegea.
There has been a remarkable achievement since the introduction of PSSN
program in the village. These include improved primary enrolment,
Construction of three classrooms and Teachers office subprojects at
Chasimba village made many children attend and acquire Primary education.
Emphasising on the project implementation and the impact, TASAF Executive
Director, Mr. Ladislaus Mwamanga said Chasimba Community are motivated
to participate in education subprojects, which aroused the willingness and
understanding of the community members to participating in education
improvement activities.
This is well explained with current developments whereas; the communities
on self help bases continued to improve their life standards he said.
As per conditions provided by the Program, households (guardians and
parents) are providing basic needs to their pupils like uniforms, exercise
books, pens, shoes, paying for school food (nutrition) contribution, School
fees, therefore had promoted school attendance of pupils and hence
academic performance is expected to improve.
There is improvement in the health of the people as the programme
managed to reduce malnutrition due to children and mothers attending
clinics for immunization, general check-ups and receives timely health
education.
Either Households receiving the cash transfers have now improved nutrition
as they spend the cash transfer proceeds to buy food for the families.
Cash for work (wages) expected to be disbursed to beneficiary households is
USD 15,991 while cost of materials/tools and technical support is USD 5,328.
A total of 197 household beneficiaries participate in PWP subproject for
duration of 4 months. This year and will continue for another two year on the
same period.
