ee ‘BUREAU OF INDIAN STANDARDS (CENTRAL MARKS DEPARTMENT-III) (Our Ref: CMD-I/16:8112 } 27 September 2013, ‘Subject: 1S 8112 : 2013 Ordinary Portland Cement, 43 Grade — Implementation of Finalized Schemes of Testing and Inspection [ Doc: ST1/8112/1S/2, August 2013 ] & [ Doc: ST/8112/PACK/3, August 2013] Indian Standard IS 8112 : 1989 Ordinary Portland Cement, 43 Grade has been revised as |S 8112 : 2013, ‘The significant modification in the revised standard has been indicated under ‘Foreword’ of the standard, \ In view of the above, following STIs have been finalized (copy enclosed) : 1 Scheme of Testing and Inspection for Certification of Portland Cement, 43 Grade according to IS 8112 : 2013 (Second Revision) (For Large Scale Cement Plant having capacity above 600tpd) [ Doc: STV/8142/LS/2, August 2013 ]; & Scheme of Testing and Inspection for Certification of Portland Cement, 43 Grade at Bulk Cement Terminal according to |S 8112 : 2013 [Second Revision) [ Doc: $T1/8112/PACK/3, August 2013 } In order to implemet the revised |S 8112 : 2013 and revised finalized STIs, the following procedure shall be adopted For existing Licensees : a) bi Q ‘The Endorsement in the licence document shall be made after the firm submits their acceptance of revised STs. ‘The implementation of revised STIs by the licensee shall be-ensured by a verification visit ‘Action shall be taken as per OMPC, November 2004 If the licensee falls to sbmit the acceptance of revised STIs in stipulated time. For Applicants : al The applications, received for grant of licence/inclusion of new varieties in the existing license where sample has already been drawn shall be processed as per specification (old or revised) based on request of the firm. However, if the case is processed as per old specification, an undertaking shall be obtained from the firm that the actions required as per revised IS 8112 : 2013 shall be completed before 28 October 2013. 2a b) The applications, where sample has not yet been drawn shall be recorded and processed as per |S 8112 : 2013 from the date of issue of this circular. cc) The inclusion cases where sample has not yet been drawn shall be processed es per |S 8112 2013 subject to firm submitting the acceptance to revised STI 158112 : 2013 along with attached STIs shall be implemented with effect from 28 October 2013 {Sabhypsachi Dhar) Sc (CMO.IN) Encls: As stated ir /BOs/I0s/8IS tabs Head (CED) Heed (CMD-1)- for Gazette Notification Head (ITSD) ~ With the requested to upload this circular and the attached STIs on BIS Intranet. 1.0 2.0 21 22 3.0 3. 4.0 Doc: STV8112LS/2 August 2013 SCHEME OF TESTING AND INSPECTION FOR CERTIFICATION OF ORDINARY PORTLAND CEMENT, 43 GRADE ACCORDING TO IS 8112:2013 (Second Revision) (For Large scale Cement plant having capacity above 600tpd) LABORATORY: A laboratory shall be maintained, which shall be suitably equipped and staffed, where the chemical analysis and physical tests given in the specification shall be carried out. Environmental conditions to be maintained as required ‘TEST RECORDS: All records of tésts and analysis shall be kept in suitable forms as per Form 1 to 9. Copies of any records or charts that may be required by BIS shall be made available at any time on Pequest. For all stages of manufacture, the factory shall maintain appropriate controls and ‘checks to ensure that their product conforms to the various requirements of the specification. QUALITY CONTROL: It is recommended that, as far as possible, Statistical Quality Control (SQC) methods may be used for controlling the quality of the product during production as envisaged in this Scheme [See IS 397(Part 1),1S. 397(Part 2), IS 397(Part 3) and IS 397(Part 4)]. In addition, effort should be made to gradually introduce Quality Management system in accordance with IS/ISO 9001 CALIBRATION: Periodic calibration of various testing equipments shall be carried out and records of such calibrations kept. The following equipments shall be calibrated at a frequency shown against cach and records kept: ‘TEST EQUIPMENT FREQUENCY OF CALIBRATION @ Blaine’s apparatus Daily with licensee's own Standard cement sample and weekly with standard cement samples supplied by NCCBM. ii) ‘Compressive strength ‘Once in a month with Licensee's own Proving testing machine. Ring and the Proving Ring shall be Calibrated once in two years from the accredited independent agency like NPL or Proving Ring| ‘manufacturer. ii) Autoclave Pressure Gauge | Once in a month by licensce’s own dead weight pressure gauge tester OR once in six months from accredited independent agency or by manufacturer of such gauges. Doe: STUB}121.8/2 Avgust 2013 (iv) Vibration Machine ‘Once in @ month by licensee’s own Tachometer. The tachometer shall be calibrated once in a year from accredited independentagency. () Dead wt pressure {Once in four years from NABL accredited Lab or gauge Tester (if available) OEM (original Equipment manufacturer) having PL. certified calibrator. 50 5. 60 61 STANDARD MARK: The standard mark as given in column 1 of the First Schedule of the license shall be printed or stenciled on each bag or package of Portland cement , provided always that the material in each bag or package to which the mark is thus applied conforms to every requirement of the specification. Marking: In addition, the following information shall be given on each bag or package. The information and ISI] Mark shall be applied on each bag in BLACK COLOUR. (2) Name of the manufacturer and his registered trade mark, if any. (b) The words ‘Ordinary Portland Cement, 43 Grade’ or "Ordinary Portland.Cement, 43-S Grade’, whichever is applicable. (© Net Quantity in kg. (The words ‘Use no Hooks'. (©) Address of Manufacturer. (Type and percentage of performance improver(s) added, in case of addition of performance improvers. (g) Batch /Control unit number in terms of the week, month and year of packing. NOTE: (i) For each calendar year the first week shall be counted as 7 days from 1% of January and subsequent weeks numbered serially accordingly. In such an event, the bags shall be marked as WO1.......WSI.. fe. (ii) In addition to the above, for marking month and year of packing of Cement on bags the statutory requirements of the Standards of Weights & Measures (Package Commodities) Rules, 1977 shall also apply. (nt) The words “FOR EXPORT’, if required. @) License Number(CMIL. ). LEVELS OF CONTROL: The tests, as indicated in Table | and at the levels of control specified therein, shall be carried out on the whole production of the factory which is covered by this Scheme and appropriate records and charts maintained in accordance with paragraph 2 above. All the production which conforms to the Indian Standard and covered by this License shall be marked with the Standard Mark. Each of the sample of cement taken for test shall satisfy the requirements of the specification. 62 70 7A 8.0 9.0 91 10.0 11.0 12.0 Doc: STIBI12LS72 ‘August 2013, WEIGHMENT :One filled bag from each Nozzle shall be taken at random twice ina shift of operation and weighed in case of electronic packer with recorder. In all other cases one bag from each Nozzle shall be checked once in two hours. The records shall be maintained in Form |. The weighing and packing machines shall be adjusted as and when necessary as indicated by the mass of these bags in such 2 way that net mass of each bag shall be as specified subject to the tolerances as n in clause 9 of IS 8112, as the case may be . Such adjustments for each nozzle shall be recorded in Form | under Remarks column. RAW MATERIALS: Routine analysis of various raw materials going into the manufacture of Ordinary Portland cement,43 Grade(or 43S Grade) shall be made at intervals of a month or whenever there is a change in the source/mine area stratification whichever is earlier and appropriate records of the analysis shall be maintained as per Form 2. Clinker analysis shall Be maintained as per Form No.4, In addition, in case clinker is procured from outside, it is to be ensured that each consignment is accompanied with test certificate of clinker manufacturer. The licensee in such ceases shall also test and keep records as per Form No.4. REJECTION: A separate record shall be maintained giving information relating to the rejection of lots of Portland cement, if any, which do not conform to the specification and the method of their disposal. Such lots shall in no case be stored together with those conforming to the specification. (See Form 3). PACKING: Packing and Net quantity of cement shall conform to clause 9 of the standard. Each consignment of bags/sacks shall be accompanied with a test certificate conforming to relevant Indian Standards either from the manufacturer or from any recognized testing laboratory. Alternately, the samples of bags/sacks from each consignment shall be tested by the cement manufacturer either in his own laboratory or any other recognized laboratory before they are used for packing cement. No testing would be necessary if the bags/sacks carry Standard Mark. Colour of Bags: Any colour except red can be used. However, the colour of bags shall be in contrast to the colour of marking so that marking on the bags is clear and legible. STORAGE: Storage shall conform to clause 7 of the Standard. SAMPLES: The licensee shall supply free of charge, the sample or samples required in accordance with Bureau of Indian Standards (Certification Marks) Regulation, from his factory or godowns. BIS shall pay for the samples taken by it from the open market. REPLACEMENT: Whenever a complaint is received soon after the material with ISI Mark has been purchased and used and if there is adequate evidence that 3 13.0 14.0 Doc: STUBIIZLS/2 August 2013 the material has not been misused, defective material shall be replaced free of cost by the licensee in case the complaint is proved to be genuine and the ‘warranty period (Where applicable) has not expired. The final authority to judge conformity of the product to the Indian Standard shall be with BIS.
