5444 Regular Meeting 27 May 2015 ‘The Board of Education of the Borough of Lodi, New Jersey, convened to hold a Regular Meeting, 27 May 2015, at the Board of Education Meeting Room, Lincoln School, 8 Hunter Street, Lodi, New Jersey, at 7:00 P.M. ‘The meeting was called to order at 7:00 P.M. by Mr. Joseph Licata, Board President who led in the Piedge of Allegiance. The following statement was read by Mr. Licata "The New Jersey Open Public Meetings Law was enacted to ensure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the Provisions of this Act, the Lodi Board of Education has caused notice of this meeting to be Published by having the date, time, and place thereof sent and/or published in the Herald News, Bergen Record, Office of the Borough Clerk, and the entrance to the Board of Education Meeting Room." TRUSTEE OATH OF OFFICE Upon the request of President Licata, Mr. Dominic Miller was called to be sworn in as a school trustee by Mr. Marc A. Capizzi, Board Secretary/Business Administrator. The following members of the Board of Education were present: Trustees Miller, Carafa, Telep, Carbonetti, Nardino, Marra, D'Amico, and Licata. The following member of the Board of Education was absent: Trustee Vara. Also present were Mr. Frank Quatrone, Superintendent of Schools and Mr. Marc A. Trustee Carafa and Trustee Miller abstained from voting on the Regular Meeting minutes of April 29, 2015 and the Special Meeting minutes of May 13, 2015. 5445 Regular Meeting 27 May 2015 COMMUNICATIONS NONE RESOLUTION(S) BOARD OF EDUCATION LODI, NEW JERSEY RESOLUTION RESOLUTION RE: SCHOOL DISTRICT REPORTING OF HARASSMENT/INTIMIDATION/ BULLYING OFFERED BY TRUSTEE: CARBONETTI SECONDED BY TRUSTEE: D’AMICO WHEREAS, the Lodi Board of Education has received the Superintendent's report of incident(s) of Harassment/Intimidation/Bullying (“HIB”) within the District; and WHEREAS, the Board has the opportunity to review the Superintendent's recommendations with respect to the incident(s) of HIB. NOW, THEREFORE BE IT RESOLVED, that the Board may or may not accept the Superintendent’s recommendations. BE IT FURTHER RESOLVED, that pursuant to N.J.S.A. 18A:37-15(d), the building Principal shall inform the applicable parents/guardians of the students involved in these incidents with the following information within five (5) school days of this Board meeting: 1. The nature of the investigation; 2. Whether the District found evidence of HIB; 3. Whether discipline was imposed; 4. Whether services were provided to address the incident of HIB DATE: MAY 27, 2015 VOTE: APPROVED UNANIMOUSLY BOARD OF EDUCATION LODI, NEW JERSEY RESOLUTION RESOLUTION RE: NJ STATE INTERSCHOLASTIC ATHLETIC ASSN. 2015-2016 MEMBERSHIP OFFERED BY TRUSTEE: ‘CARBONETTI SECONDED BY TRUSTEE: D‘AMICO 5446 Regular Meeting 27 May 2015 BE IT RESOLVED by the Board of Education of the Borough of Lodi, New Jersey, as follows: THAT the Board of Education of the Lodi School District, County of Bergen, State of New Jersey, as provided for in Chapter 172 Laws 1979, (N.J.S.A.18A11-3, et seq.) herewith enrolls LODI HIGH SCHOOL as a member of the New Jersey State Interscholastic Athletic Association to participate in the approved interschool athletic program sponsored by the NJSIAA fo a cost to the Board of $2,150.00. THIS Resolution to continue in effect until or unless rescinded by the Board of Education and shall be included among those policies adopted annually by the Board. Pursuant to NJSA.18A‘11-3 in adopting this Resolution, the Board of Education adopts as its own Policy and agrees to be governed by, the Constitution Bylaws and Rules and Regulations of the NISIAA, ‘A photocopy of the minutes signifying the adoption of this membership resolution is attached. Administrative Responsibility - The Association must rely upon the voluntary compliance by its member schools in enforcing the eligibility standards set forth in Bylaws, Article V. Toward that end, the Principal in each member school has the affirmative obligation to report to the NJSIAA, any violations of these standards. The fact that a school has disclosed that there has been an eligibility violation will not relieve the affected school of sanctions that may be imposed against it, pursuant to Article X of the Bylaws, including the forfeiture of games or events. However, the failure to disclose an eligibility violation may be grounds for imposing additional sanctions upon the offending school. DATE: MAY 27, 2015 VOTE: APPROVED UNANIMOUSLY fi 5448 Regular Meeting 27 May 2015 LODI BOARD OF EDUCATION LODI, NEW JERSEY RESOLUTION RE: NEW JERSEY SCHOOL BOARDS ASSOCIATION INSURANCE GROUP: 2015 SAFETY GRANT PROGRAM APPLICATION OFFERED BY TRUSTEE: CARBONETTI SECONDED BY TRUSTEE: D‘AMICO BE IT RESOLVED by the Board of Education of the Borough of Lodi, New Jersey, as follows: WHEREAS, the New Jersey School Boards Association Insurance Group implemented the 2015 Safety Grant Program; and, WHEREAS, the grant program is intended to provide funds toward plant safety, building security, safety equipment and training. NOW THEREFORE BE IT RESOLVED, that the Lodi Board of Education hereby approves and authorizes the Board Secretary/Business Administrator to submit the grant application for the 2015 Safety Grant Program through the New Jersey School Boards Association Insurance Group (NJEIF) Subfund for the purposes described in the application, in the amount of $6,119.36 for the period July 1, 2015 through June 30, 2016. BOARD SECRETARY'S MONTHLY FINANCIAL REPORT Upon a motion by Carafa, seconded by D'Amico, and approved unanimously, the Board of Education does hereby accept the monthly Financial Report for the period ending APRIL 30, 2015. These reports are on file in the Board Secretary's office. BUDGETARY LINE ITEM STATUS Pursuant to N.J.A.C. 6:23A-16.10(c)(3), I certify that as of APRIL 30, 2015 no budgetary line item account has obligations and payments (contractual orders) which in total exceed the amount appropriated by the district board of education pursuant to N.J.S.A. 18A:22-8 and 18A:22-8.1. BOARD OF EDUCATION’S MONTHLY CERTIFICATION BUDGETARY MAJOR ACCOUNT/FUND STATUS, Upon a motion by D'Amico, seconded by Telep, and approved unanimously, pursuant to N.J.A.C. 6:23A-16.10(c)(4), we certify that as of APRIL 30, 2015 the Board Secretary's Monthly Financial Report (appropriations section), did not reflect any over expenditure in any of the major accounts or funds, and based on the appropriation balances reflected on this Report and the advice of district officials, we have no reason to doubt that the district has sufficient funds available to meet Its financial obligations for the remainder of the fiscal year, CASH REPORT Upon a motion by Nardino, seconded by Carbonetti, and approved unanimously, the Lodi Board of Education does hereby accept the monthly Cash Reconciliation Report for the period ending APRIL 30, 2015. RENEWAL OF FOOD SERVICE MANAGEMENT COMPANY CONTRACT 2015-2016 SCHOOL YEAR, FIRST RENEWAL Upon a motion by Telep, seconded by Carafa, the recommendation of the renewal of the Food Service Management contract between THE POMPTONIAN, INC. and the Lodi Board of Education for the 2015-2016 school year is hereby approved unanimously. This is the first renewal of the Base Contract that was awarded on May 28, 2014. The FSMC shall receive, in addition to the costs of operation, an administrative/management fee of $0.1040 per reimbursable meal and meal equivalent to compensate the FSMC for administrative and management costs. This fee shall be billed monthly as a cost of operation. The LEA guarantees the g Payment of such costs and fee to the FSMC. E | Total meals are calculated by adding reimbursable meal pattern meals (breakfast, lunch, after school snack, and at-risk after school meal program meals) served and meal equivalents. The number of School Breakfast Program, ‘After School Snack Program, At-Risk After School Snack Program , and National School Lunch program meals served to the children shall be determined by actual count. Cash receipts, other than from Sales of National Lunch Program meals and School Breakfast Program meals, After School Snack Program meals, and At-Risk After School Snack Program meals served to the children, shall be divided by $1.00 to arrive at an equivalent meal count. 5452 Regular Meeting 27 May 2015 The per meal administrative/management fee of $0.1040 will be multiplied by total meals. DISTRICT WIDE SECURITY CAMERAS PROJECT CHANGE ORDER #1 Upon a motion by Telep, seconded by Carafa, and in accordance with a i recommendation by Promedia Technology Services, Inc., the vendor that was awarded the project, the request for confirmation of approval for a change order in the credit amount of $(6,139.00) is hereby approved unanimously. SUPERINTENDENT'S SPECIAL REPORT The Superintendent submitted @ report dated MAY 27, 2015. The report is on file in the Board Secretary's Office and resulted in the following actions: JOB EXPENSES Upon a motion by Carbonetti, seconded by D’Amico, and in accordance with Policy 6471, School District Travel, the recommendation of the approval/confirmation of the following travel and related expenses in the amount of $1,028.19, as attached is hereby approved unanimously. Said expenses are relating to the scope of the staff members’ and/or Board Trustees’ current responsibilities and will promote the delivery of instruction and/or further the efficient operation of the Lodi School District. PRE NTATION OF DIPLOMAS As per Board policy, I have scheduled Joseph Licata, President of the Lodi Board of Education, to present the diplomas at the Lodi High School Commencement Exercises and at the Thomas Jefferson Middle School Commencement Exercises. Evidence of Completion: A dually certified SAC/School Counselor will be hired to replace a full-time SAC Counselor, a part time secretary and a part-time Student Services Consultant will be hired to replace a full- time secretary. Reports will be generated to provide evidence that show a reduetion in the student to counselor caseload for 2014-15 in comparison to the two previous years. Another report will show the total number of additional guidance programs conducted throughout the year by topic, grade level, and month, rhis merit goal was achieved. Weakness: © Printing Capability ‘The technology audit has revealed that the district has too many single-user printers Which are difficult to maintain and expensive to supply. For 2015-2016 we will be implementing 4& printer consolidation project which will involve the elimination of printers and installation of shared printing capabilities. * Elementary and Middle School Labs During the audit we discovered the need for additional computer labs in the Middle School and additional desktops in the Elementary School labs due to expanding population. We will be adding an additional lab in 2015-2016 at the Middle School. + Number and Capacity of Wireless Access Points Our wireless networking capacity has been overrun by demand. The District is just now beginning a one-to-one initiative for wireless capacity (one wireless access point per classroom) which will be going live during the 2015-2016 school year. © Centralized Management of Technology ‘The technology audit of our assets is only the first step.
