12 SCRA 34 G.R No. 12345 November 20, 1991 Facts: Complaint was filed by Flaviano Cortes against Judge Segundo Catral alleging the latters gross ignorance of the law. Judge Catral was alleged to have granted bail in murder cases without any hearing. In his comment, Judge Catral insisted that in those cases, hearings were actually conducted for the determination of whether or not evidence of guilt was strong, but the public prosecutor opted not to introduce evidence and submitted the resolution of the petition, as well as the motion for reduction of bail, to the sound discretion of the court instead.
