purportedsummonsinStateofIsraelvRotem(379580215).[1]

InspectionofthepurportedSummons,servedonRotem,showsthatitisinvalidonits
face:Itbearsnosignature,oreventhenameofanofficeroftheCourt,anditfailsto
beartheSealoftheCourt.BothinIsraelandinothernations,thesummons
establishesthejurisdictionoftheCourtinagivenmatteronthecorresponding
parties.Aciviloracriminalprosecutionwhichcommenceswithinvalidsummonsis
inherentlyperverted.However,inIsrael,overthepastdecade,sincethe
implementationofnew,fraudulentITsystemsinthecourts,invalidsummonsesare
therule,nottheexception.
NoindictmentwasservedonRotemwiththeinvalidsummons.InCourt,itturned
outthatthenewindictmentincontinuationofthepreviousindictment,filedover
twoyearsago[State of Israel v Rafi Rotem (1074-02-13)],oninsultingpublicservice
personnelandabuseoftelecomlines,originatinginRotem'sprotestontherefusal
toinvesigatehiscomplaints,regardingcorruptionintheTaxAuthority.[2]
AmongthecomplainantsinthecriminalindictmentsagainstRotem:JudgeMenahem
MizrahithenDeputyofTelAvivDistrictAttorneyRuthDavid(recentlyindictedon
corruption),GuyRotkopfformerGeneralManageroftheMinistryofJustice,and
seniorIsraelPoliceofficerDavidOsmothenwiththeNationalFraudInvestigations
Unit(whoseheadhasrecentlycommittedsuicideafterampleevidenceofhis
corruptioninnumerousaffairshassurfaced).
Rotem'scomplaintsontheTaxAuthoritycorruptionincluded,butwerenotlimited
to:
a.Perversionoftaxinvestigationsandunduewaiveroftaxliabilitiesoftensand
hundredsofmillionsNISfortycoons,crimefigures,andthoserelatedtotheruling
party.
b.Sexcrimesbyataxinvestigatoragainstataxoffensessuspect,whichwere
recordedinavideo.
c.Themurderofanintelligencesource,whowasrelatedtoanaffairwherePrime
MinisterNetanyahuorderedthereleaseofacontrabandelectronicscontainer,which
wasseizedbytheTaxAuthority,andbelongedtoaLikudpartyfigure.
Rotem'scriminalprosecutionhasgeneratedunprecedentedrecordsoftheconductof
judges,attorneysandotherjusticesystemofficers,whodeliberatelyignorethe
fundamentalsoftheCriminalProcedureAct,andengageinperversionofthe
prosecutionandabuseofthefundamentalrightsoftheDefendant.[3]Togetherwith
theseriesofcivilcourtcases,relatedtotheRotemaffair,theyformunprecedented
evidenceofcorruptionoftheIsraelijusticesystem.[2]
TheRotemaffairwasdescribedbymediaalreadyacoupleofyearsago,asovera
decadeofabuseofRotembythecourts.[4]Inspectionoftherespectivecourtfiles
showsserialfraudbyjudgesandjusticesystempersonsinhismatter.[2]
