2. Restart computer : Start > Turn Off Computer... > Restart
Step 3.
1. Show computer hostname : Start > Run... > cmd > hostname > Enter
2. Edit Licent : Start > Run... > notepad > Enter

or : Start > Programs > ArcGIS >License Manager (9.x) > License Manager

Extension\fme_license.dat
3. Start > Programs > ArcGis > Desktop Administrator

-- License Manager: change to "localhost"
Change.. > Type : localhost > OK
-- Availability : select "ArcInfo Desktop (Floating)"
