"People power" is recognized in the

Constitution.
Article III, Section 4 of the 1987
Constitution guarantees the right of the
people peaceable to assemble and petition
the government for redress of grievances.
Article VI, Section 32 of the 1987
Constitution requires Congress to pass a law
allowing the people to directly propose and
enact laws through initiative and to approve
or reject any act or law or part of it passed
by Congress or a local legislative body.
