Dear Amitji:
With this letter | am enclosing a book titled “Building the Sri Rama
Temple in Ayodhya”. In this | have laid out a legal case for the Sri Rama
Temple on the spot where Hindus think Sri Rama was born,
Although the matter is pending in Appeal in the Supreme Court against
the Allahabad High Court judgment we should seek to obtain a consent
order based on two premises which I have discussed in the book : (1) that a
mosque is only a prayer hall which under Islamic law can be shifted when the
land is needed for a public purpose. A Constitution Bench of the Supreme
Court in 1994 took this same view about a mosque, as is in most Islamic
nations that follow the Sharia law. Mosques are regularly demolished or
shifted in most Islamic countries including Saudi Arabia for public purposes
like building roads and apartments.
(2) that the Government of India through its Solicitor General had on
the direction of the Supreme Court filed an affidavit in which it was stated on
behalf of the Narasimha Rao Government that if itis found that there was a
pre-existing temple before the Babri masjid was built then Ramjanmabhumi
land would be handed over to the Hindus for building a temple. The
Commission of Inquiry set up on the direction of the Allahabad High Court in
2002 came to this conclusion.
'n view of the two premises it will be in the fitness of things by virtue
of our commitment in 2014 Lok Sabha elections, which commitment is
explicitly recorded in the Manifesto issued in April, 2014, to build the Sri
Rama temple in Ayodhya. Thus, on these two premises our Government
should declare that, from January 1, 2016, the construction project, of
‘building a Sri Rama temple in Ayodhya, will commence,Last March | had written to you a letter urging you to convene a
special session of the National Executive to discuss this issue and other
commitments in the Manifesto which are close to the hearts of our party
workers as well as patriotic Indians, and which is popularly described as
Hindutva issue. But | am sorry you did not find time even to reply to my
letter. | urge therefore now again to schedule a special session of the
National Executive. 1am sure you will agree that Hindutva is the core issue
of the BJP’s ideology, and it needs special attention of the Party.

Dear Amitji:
1. It was 10 months back our Party formed the NDA Government after
getting a mandate of an impressive majority in Lok Sabha. This is the first time
after 30 years in India’s political history that a Party has reached the magic
figure of 272 in the Lok Sabha on its own without the need of depending upon
the whims and fancies of the supporting Parties to run the government. Now
time fs at hand to take stock of the promises we have given to the voters; and
how much we could fulfil after 11 months.
2. Shri Narendra Modi, our Prime Minister, has been focussing on
Governance, which has been widely appreciated by the people of the country.
Some of the governance issues like reaching to the people through “Man ki
Baath", implementing “Swachh Bharat Abhiyan’, making available the
government deliveries at the doorsteps, introducing e-governance in each and
every department, etc, have been making a vast difference on how positively
look upon this government.
3. Asyou may be aware, I have been addressing meetings in various parts of
the country for the last 10 months, and to meet the people belonging to all walks
of life.
4, Based on these interactions, I find an anxiety in the people to know the
roadmap to fulfill some of the promises made by the Party, which promises I am
noting below:
( Ban.on Cow Slaughter: A national ban on cow slaughter by
enacting a Central Act which is permissible under the Concurrent
List of the Constitution listed in Schedule VII under Item No. 17.
(i) | Taking over management of religious institutions: A national
law barring the Government from taking over the management of
religious institutions which is in the Concurrent List under Item
28, for more than three yearsGv)

Abolition of Article 370:Abolition of Article 370 does not require
the vote of Parliament or the permission of the State Assembly of
Jammu & Kashmir but can be deleted by a Notification of the
President on a mere recommendation of Union Cabinet.
Building of Ram Temple in Ayodhya: Building of Ram Temple
at the place of Lord Rama’s birthplace for which a negotiable
settlement can be worked out by Hindus and Muslims. Hindus can
agree to build for Muslims a new masjid across the river Saryu in
place of the now demolished Babri Masjid. While that happened
due to mob violence, nevertheless it is worthy of note that in
Islamic countries mosques are regularly demolished by the
Government to build roads and apartments. Steps by which this
can be done in India I have been explained in my letter dated..... to
the Prime Minister.
Promotion of Sanskrit’Making Sanskrit an optional language in
all Southern States and an alternative choice to Hindi in States
where people are Hindi speaking.
Making available true history of India: Setting up a high
powered scholarly Committee under a scholar like Shri Rajiv
Malhotra who will prepare a text book of the correct history of
India purging all the false and demeaning versions of history
prepared during the British period and adopted after
Independence by the Congress Government as texts.
Ram Setu:Declaring Ram Setu as a national heritage monument
and creating the infrastructure to enable Bhaktas to walk across
the Ram Setu to historic Ramayana’s specific locations in Sri Lanka.
I request that you may consider convening a special session of the
National Executive to discuss on the above roadmap in its deliberations and
arrive at actionable solutions to these outstanding issues to bring a renaissance
in our religion, culture, history and heritage.
Ishall therefore be grateful if you could consider circulating this letter to
other members and invitees of National Executive in order to elicit their opinion
so that we can know our party's roadmap to implementing our commitments
given in the 2014 Manifesto on the Hindutva issues.
