2.1.3.2 SMEs gp phn quan trng vo vic pht trin xut khu
Trong xu th ton cu ha v hi nhp kinh t su rng nh hin nay, s tn ti ca
cc SMEs l rt c ngha i vi hot ng xut khu ca mi nc. Mt mt, vic pht
trin SMEs to kh nng thc y tim nng ca cc ngnh ngh a phng, gip
nhiu mt hng th cng, truyn thng c c hi n vi th trng quc t, to ra mt
ngun cung hng xut khu phong ph, di do. Mt khc, tuy nhiu SMEs khng c tn
trong danh mc cc doanh nghip trc tip xut khu hng ha ti cc ca khu hi quan,
nhng thng qua vic tham gia cung ng nguyn vt liu, gia cng, ch bin.cc SMEs
gp phn khng nh trong vic to ra gi tr xut khu ca nhiu ngnh nh may mc,
sn xut hng th cng m ngh v ch bin thy hi sn. Nhn chung, mi nm khu vc
SMEs ng gp khong 25 n 40% tng kim ngch xut khu ca nhiu nc.
2.1.3.3 SMEs ng gp khng nh vo vic to lp s pht trin cn i v
hon thin c cu kinh t
Kinh t th trng pht trin thng km theo s phn ha giu ngho su sc gia
cc tng lp dn c trong x hi, gia thnh th v nng thn, gia cc ngnh li th v

cho php phn b u hn v s lng doanh nghip cc vng nng thn, th, ng
bng v min ni, c bit ti cc vng c iu kin kinh t - x hi kh khn hay nhng
a bn, lnh th m doanh nghip ln b qua.S c mt ca cc SMEs gip cho
vng su, vng xa, cc vng nng thn c th khai thc c tim nng v li th ca
mnh, xa b tnh trng thun nng, c canh, to ra nhng chuyn bin cn bn trong
cc ngnh cng nghip v tiu th cng nghip.

phn kinh t thay i; cc c s kinh t ngoi quc doanh tng nhanh v c s lng v
cht lng; cc doanh nghip Nh Nc c sp xp v cng c li, kinh doanh c hiu
qu hn, cho php pht huy cao nht vai tr ch o ca mnh trong nn kinh t. S pht
trin ca cc SMEs cng ko theo s thay i ca c cu ngnh kinh t thng qua s a
lng dch v, gi vng s trung thnh, nng cao nng lc cnh tranh ca t chc, doanh
nghip. Khch hng c tha mn l mt yu t quan trng duy tr c thnh cng
lu di trong kinh doanh v cc chin lc kinh doanh ph hp nhm thu ht v duy tr
khch hng (Zeithaml 1996, tr. 124).
2.3. S hi lng ca khch hng trong lnh vc dch v cng
2.3.1. Chnh Sch H Tr ca Chnh Ph i vi SMEs
Theo Ngh nh S: 56/2009/N-CP ca Chnh ph v tr gip pht trin doanh
nghip va v nh, Chnh ph ban hnh cc chnh sch nh sau:

2. Ngn hng Nh nc ch tr, phi hp vi cc c quan lin quan trnh Th
tng Chnh ph ban hnh c ch khuyn khch v dnh mt s d n h tr k thut
tng cng nng lc cho cc t chc ti chnh ph hp m rng tn dng cho cc doanh
nghip nh v va; a dng ha cc sn phm, dch v ph hp vi doanh nghip nh v
va, cung cp cc dch v h tr v t vn ti chnh, qun l u t v cc dch v h tr
khc cho khch hng l i tng doanh nghip nh v va.
3. Thng qua cc chng trnh tr gip o to, Nh nc h tr cc doanh
nghip nh v va nng cao nng lc lp d n, phng n kinh doanh nhm p ng
yu cu ca t chc tn dng khi thm nh h s vay vn ca doanh nghip nh v va.
4. Thnh lp Qu pht trin doanh nghip nh v va
a) Mc ch hot ng: ti tr cc chng trnh gip nng cao nng lc cnh
tranh cho doanh nghip nh v va, ch trng h tr hot ng i mi pht trin sn
phm c tnh cnh tranh cao v thn thin vi mi trng; u t, i mi trang thit b
k thut, cng ngh tin tin; pht trin cng nghip h tr; nng cao nng lc qun tr
doanh nghip.
1. Thng qua cc chng trnh tr gip, Chnh ph thc hin chnh sch tr gip
ph hp vi chin lc v lnh vc u tin pht trin ca nn kinh t trong tng giai on
nh sau:
a) Khuyn khch u t i mi cng ngh, i mi thit b k thut theo chin
lc pht trin v m rng sn xut ca cc doanh nghip nh v va i vi cc sn
phm xut khu, sn phm cng nghip h tr.
b) Nng cao nng lc cng ngh ca cc doanh nghip nh v va thng qua
chng trnh h tr nghin cu, pht trin cng ngh sn xut cc sn phm mi, chuyn
giao cng ngh, ng dng tin b khoa hc k thut vo sn xut.
c) Gii thiu, cung cp thng tin v cng ngh, thit b cho cc doanh nghip nh
v va, h tr nh gi, la chn cng ngh.
2. Qu pht trin Khoa hc cng ngh quc gia hng nm dnh mt phn kinh
ph h tr cc doanh nghip nh v va i mi, nng cao nng lc cng ngh.
3. B Khoa hc v Cng ngh, y ban nhn dn tnh, thnh ph trc thuc Trung
ng xy dng k hoch v b tr kinh ph h tr cc doanh nghip nh v va thc hin
ng k v bo h, chuyn giao quyn s hu tr tu i vi cc sn phm v dch v, p
dng cc h thng qun l cht lng theo tiu chun ISO v cc tiu chun quc t khc.

1. Hng nm, cc B, ngnh v a phng xy dng k hoch v b tr kinh ph
thc hin cc hot ng xc tin m rng th trng cho doanh nghip nh v va.
2. C quan qun l nh nc v xc tin thng mi quc gia hng nm dnh
mt phn ngn sch xc tin thng mi quc gia cho doanh nghip nh v va v thng
bo kt qu thc hin cho c quan qun l nh nc v tr gip pht trin doanh nghip
nh v va quy nh ti iu 15 Ngh nh ny.

dng chu. Tuy nhin, vic B sung i tng khng chu thu GTGT s to iu kin
cho doanh nghip c c s iu chnh hp l gi thnh phm, t khuyn khch hot
ng sn xut v tng doanh thu bn hng. Theo kt qu kho st, 24,5% doanh nghip
la chn y l thay i "tch cc", v 6,9% la chn "rt tch cc".

xem nh nhng n lc ca Chnh ph trong vic cn i gia tng thu NSNN v to iu
kin tt cho doanh nghip sn xut kinh doanh. doanh nghip cp nht nhanh chng,
hiu r mc ch v thc hin nghim chnh cc chnh sch mi, c quan thu cn tng
c s h tng kinh t x hi) l rt ln trong khi ngun vn TDT ch c gii hn. Hot
ng TDT thi gian va qua tp trung ch yu vo vic gii ngn cc hp ng c.
Ba l, i vi TDT ca qu TPT, danh mc i tng cho vay thuc Ngh
nh 138/2007/N-CP quy nh cn hn ch v lnh vc, c nhng d n lnh vc trng
im ca a phng mun u t (ngoi kt cu h tng) nhng khng thuc i tng
Qu c cho vay u t. Vic quy nh danh mc cc d n kt cu h tng k thut, h
tng kinh t - x hi cng cha r rng, c th dn n cch hiu v vn dng thc hin
cn nhiu vng mc. Trong khi , cn c vo danh mc lnh vc u t theo Ngh nh
37/2013/N-CP v k hoch pht trin KT- XH ca a phng, UBND cp tnh s ban
hnh danh mc cc lnh vc u t kt cu h tng kinh t - x hi u tin pht trin ca
a phng sau khi c kin chp thun ca Hi ng nhn dn cp tnh. iu ny s
lm hn ch tnh linh hot trong hot ng ca Qu do phi c danh mc do UBND ph
duyt th mi cn c cho vay.

Hin nay, vic xc nh kch thc mu bao nhiu, nh th no l ln vn cha
c xc nh r rng v c th. Theo mt s nghin cu, tnh i din ca s lng mu
c la chn kho st s thch hp nu kch thc l 5 mu cho mt c lng . M
hnh kho st trong ti bao gm 4 nhn t c lp vi 15 bin quan st. Do , s
lng mu cn thit l 15 x 5 = 75 mu tr ln. Vy s lng mu dng trong kho st l
n 75 l m bo tnh i din ca mu c m bo cho vic kho st.
Mt trong nhng hnh thc o lng s dng ph bin nht trong nghin cu nh
lng l thang o Likert. N bao gm 5 cp ph bin t 1 n 5 tm hiu mc
nh gi ca ngi tr li. V vy, bng cu hi c thit k t 1 l Hon ton
khng ng , n 5 l Hon ton ng .
Bc 3: Gi phiu iu tra cho khch hng
Vi s lng mu d kin m bo tnh i din cho vic kho st l n 75
mu, 300 mu iu tra c gi cho cc DNVVN trong tnh Thanh Ho qua ng
bu in. Danh sch cc DNVVN nhn phiu iu tra c chn la ngu nhin trn
ton tnh.
Bc 4: Lin h vi cc doanh nghip theo di kt qu tr li.
i vi phiu iu tra gi theo ng bu in, sau mt tun nu khng nhn
c phn hi t pha doanh nghip th ngi gi s gi in thoi n nh doanh nghip
tr li.
Bc 5: Thu nhn phn hi t pha doanh nghi p.
Sau khi gi mu iu tra cho cc doanh nghip 1 thng, tc gi chnh thc kim tra
li ton b kt qu nhn c ri phn loi a vo bi. Trong cc bn tr li ca
doanh nghip, tc gi phn loi c 196 mu ph hp vi mc tiu tc gi nghin cu.

3.4 Mu
3.4.1 Kch thc mu
Kch thc mu cn x l (phn tch hi quy, phn tch nhn t khm ph EFA),
tin cy cn thit, Chng ta bit rng, kch thc mu cng ln cng tt nhng li tn
nhiu chi ph v thi gian. Hin nay, cc nh nghin cu xc nh kch thc mu cn
thit thng qua cc cng thc kinh nghim cho tng phng php x l.
Trong phn tch EFA, kch thc mu thng c xc nh da vo kch thc
ti thiu v s lng bin o lng a vo phn tch.

cc DNVVN tnh Thanh ha tip cn vi thng tin chnh sch h tr ch yu l t s chia
s thng tin t cc doanh nghip khc. Cch tip cn ny chim n 44.4% (Tng ng
vi 78 DN). Tip theo l qua cc din n, cu lc b kinh doanh trn a bn tnh
chim 26% (tng ng vi 51 DN).

5.2.3.2 Tr gip pht trin ngun nhn lc, ch trng nng cao nng lc qu tr
doanh nghip cho cc DNVVN.

hng pht trin cho cc DN ch bin nng sn, lm sn, thc phm.
