They do not exhaustively cover all aspects of the design and construction of sanitary plumbing and drainage works but only set out the minimum requirements. ‘This edition incorporates changes in design and construction based on recent experiences and practices. ‘This Code of Practice may be amended and revised from time to time. ‘Sewerage Department Ministry of the Environment Singapore CODE OF PRACTICE ON SANITARY PLUMBING AND DRAINAGE SYSTEM PART I ; SANITARY DRAINAGE SYSTEM 1 Design and Layout of Sanitary Drainage System rat to ‘The design and layout of the sanitary drainage system shall be as simple and direct as practicable for the proper conveyance of sewage within the premises for discharge to the sewerage system. Refer to cttaclad 2 Branch drain-line «240 24 2.2 23 24 25 26 27 28 Every branch drain-line shall have a minimum diameter of 100_mm. The depth of every branch drain-line connected directly into an inspection chamber shall_not, exseed 1.5 metres where practicable, Where the depth exceeds 1.5 metres, an additional inspection chamber may be required. Alternatively a tumbling bay or backdrop may be made provided the size of the branch drain-line is at least 150 mm diameter. ‘The distance from the inlet of the branch drain-line to the inspection chamber shall not exceed 10 metres where practicable. If the distance is required to be extended, the maximum distance shall not exceed 20 metres provided the size of the branch drain-line is at least 150 mm diameter. Every branch drain-line shall be connected obliquely in the same direction of flow as the main drain-line within the inspection chamber by means of curved vitrified clay channel bedded in concrete and finished with a benching sloping 1 in 6 to 1 in 10 upwards to meet the wall of the inspection chamber. Every branch drain-line shall be Iaid in a straight run with a constant gradient and shall be watertight, Every branch drain-line shall have flexible pipe joint. Every branch drain-line shall be laid using the same material throughout its entire length, ‘The invert of the branch drain-line entering the inspection chamber shall be connected above the horizontal diameter of the main channel. Note: Numerals in parenthesis refer to the corresponding Appendices in Part VI 2.9 The gradient of branch drain-lines shall be as follows except where otherwise required. Every main drain-line shall be laid in straight run with constant gradient between inspection chambers and shall be water-tight. 3.4 An inspection chamber shall be provided for every change in direction and every change in ‘gradient of the main drain-line, 3.5. Where there is any significant difference in invert levels betweeem inspection chambers, a backdrop or tumbling bay connection shall be made between the inspection chambers, The backdrop or tumbling bay shall be constructed in accordance with the Sewerage Department's Standard Drawing. ‘An in-drop connection shall only be used with tbe prior approval of the Director. 3.6 Every main drain-line shall have flexible pipe joimt. 3.7 Every main drain-line between inspection chambers shall be of the same diameter and taid using the same material throughout its entire length, 3.8 The gradient of main drain-lines shall be as follows except where otherwise required. ] Diameter Maximum Allowable of main Gradient Gradient drain-line Upstream of in Other Backdrop! Drain - line under Building ® 4.1 No drain-line shall pass under any building except where an alternative route is impracticable. 4.2 Where a drain-line passes under a building, it shall be laid in a sit run for the whole distance and shall be surrounded in concrete at least 100 mm 4.3 Where a drain-line is to be encased within the basement floor slab, it shall be of heavy duty cast iron pipe or ductile iron pipe. 4.4 Where a drain-line passes through the basement wall, it shall be of beavy duty cast iron pipe or ductile iron pipe. The joint through the wall shall be designed to ensure water tightness and accommodate any differential movement. Drain-line under Drive-way and Car-park 5.1 Every drain-line under drive-way or car-park shall be Iaid in heavy duty cast iron pipe or ductile iron pipe and shall be bedded and encased in concrete of at least_100 mm thickness. 5.2 Where the depth from the top of the drain-line to the ground level exceeds 1.4 metres other pipes except uPVC pipe may be used and shall be completely embedded in concrete to a thickness of at least 100 mm all round. 6 Inlet t0 Drain-tine ® 6.1 Every inlet to the drain-line shall be properly trapped and capable of maintaining a water seal of not Tess than 50 mm. 6.2 Proper means of access shall be provided for the purpose of maintenance. 63 _ Bvery gully trp-anc-inspection_chamber-shall be located ouside-the-building.proper-but-under Corl aact 7 cover—wherever practicable 6.4 Every gully trap shall be embedded in concrete to a thickness of at least 100 mm all round. 65 Every gully tap shall be fixed as near the floor level as practicable and the depth from the floor level to the bottom of the trap, including the depth of any riser if required, sball not exceed 600 mm. Where the depth exceeds 600 mm, it shall be housed within a sump of at least 900 mm x 700 mm. The gully sump shall be covered with removable precast concrete slabs or chequered plates. However, the maximum depth of gully tap from the bottom of sump shall be maintained at 600 mm. 6.6 Every waste discharge pipe shall be connected to a gully trap at the riser below the grating and above the water seal of the tap. 6.7 Where a riser is provided to a gully trap, it shall be made of uPVC or other approved piping material to provide a smooth and even finish. 6.8 Where a gully trap is sited in a location where it is likely to receive rain-water or on unpaved ground, it shall be fixed with a gully frame and an unperforated cover flap at least 20 mm above the ground or floor level to prevent ingress of rain-water. The floor surrounding the raised gully trap sball be sloped away from the trap, 6.9 Wherethe_gully trap-is_intended 1o-receive-suttage-water,it-shalt-be-fixed-—with a gully “frame (Cilaced.) and-gratimg at teast-5-mm-bolosethe-paved-foorThe-floor-surrounding-such guly-trap-sball be-sloped-towards-the tap. 7 Excavation 7.1 Every tench excavation shall be properly timbered to support the walls thereof from collapsing and shall comply with the provisions in The Building Operations and Works of Engineering Construction Regulations. 7.2 Where the trench excavation is contiguous to a public thoroughfare or where it would constitute 1a danger or hazard to the safety of the public or to any adjoining property, every precaution shall be taken against accidents occuring. 7.3. Adequate appropriate warming signs shall be displayed conspicuously. 74 Adequate flashing waming lights shall be displayed at night 7.5. Where pipe-jacking is required, details of such work shall be submitted by a Professional Engineer prior to commencement of work. Bedding, Haunching and Backfilling to Drain-line 40 8.1 Where the cover depth is between 0.6 metres and 2.0 metres and on firm ground, every drain- line of cast iron or ductile iron pipe shall be laid on granular bedding (Type ‘I’ bedding). However, every drain-line of uPVC, vitified clay or reinforced concrete pipe shall be bedded in concrete at least 100 mm thick and properly haunched in concrete to at least 100 mm on either side of the pipe (Type '2' bedding) 8.2. Where the cover depth is Jess than 0.6 metres or more than 2.0 metres and on firm ground, every drain-line of uPVC, vittified clay or reinforced concrete pipe shall be encased in concrete of minimum thickness 100 mm (Type '3' bedding). However, every drain-line of cast iron or ductile iron pipe shall be bedded in concrete at least 100 mm thick and properly haunched in concrete to at least 100 mm on either side of the pipe (Type '2' bedding) 8.3. On soft or yielding ground, every drain-line shall be provided with the same bedding as for + firm ground except that the bedding shall be founded on ‘bakau’ piles. 8.4 Granular material for bedding of flexible jointed pipes shall be of such size ranging from 3 mm to 12 mm or a free running coarse sand. 85 Selected fll material, free from lumps exceeding 75 mm in size and from stones, shall be placed over the pipes and compacted in layers not exceeding 150 mm in depih to a height of 300 1mm above the top of the pipes. The rest of the trench shall then be backfilled to the surrounding level with ordinary fill material properly compacted. 8.6 Break joint for concrete bedding and haunching shall be provided along every drain-line at intervals, not exceeding 6 metres. Inspection Chamber and Ventilation 9.1 Every inspection chamber of the sanitary drainage system shall have a minimum depth of 750 mm from surface level wherever practicable. 92 93 94 95 9.6 97 98 99 9.10 oan 9.12 ‘The first inspection chamber shall be provided with a ventilating stack of not less than 100 mm in diameter. The ventilating stack shall have an untrapped opening in the inspection chamber ‘and no bend or angle, except where unavoidable, shall be formed in any such stack. However, ventilating stack for the first inspection chamber need not be provided for guard house and bin centre A discharge stack at the first inspection chamber shall constitute a sufficient opening for such ventilation, ‘On firm ground, the inspection chamber shall be constructed on a base of concrete at least 150 mm thick and such base shall extend at least 150 mm beyond the external walls of the inspection chamber. On soft or yielding ground, the inspection chamber shall be constructed on a piled foundation and a base of reinforced concrete. Every inspection chamber shall have minimum internal dimensions of 900 mali in length and 700;mmi in width. The length and width shall be increased accordingly depending on the umber of branch drain-line connected or to be connected to the inspection chamber and the depth of such inspection chamber. The intemal dimensions of every inspection chamber shall not exceed 1350’ mm in length and 1350;mm) in width. Where the dimensions exceed 1350/mm, an additional inspection chamber shall be provided. Brickwork for the inspection chamber sball be laid in English bond in level courses and set in cement mortar. The internal and external walls shall be rendered with cement mortar. ‘The inspection chamber shall be roofed with a reinforced concrete slab of not less than 150 ‘mm thick in all areas and provided with an opening which shall be fitted with an ais-tight frame and cover. Heavy duty cast iron frame and cover shall be used in every drive-way and car- park. Where the inspection chamber is more than 2.5 metres deep but not exceeding 6.0 metres, it shall be constructed in precast concrete sections with 150 mm thick concrete surround and in accordance with the Sewerage Department's Standard Drawings for minor sewer. ‘Where the inspection chamber exceeds 6.0 metres deep, details of such chamber shall be submitted by a Professional Engineer for approval prior to commencement of work. Every branch/main channel shall be of half-round channel in vitrified clay. 9.13 The depth of the channel shall not be less than the diameter of the drain-line. Branch drain- line shall be connected to the main drain-line at a level of not less th~ half the diameter of the main drain-line. 9.14 No inspection chamber shall be sited within the areas where food is prepared, cooked, stored. or served; or other areas where they are likely to give rise to nuisance conditions. 9.15 The last inspection chamber shall be located within 2.5 metres of the lot boundary. 9.16 No inspection chamber shall be sited within 2.5 metres of the top or bottom of an embankment. 10 Testing 10.1 Every drain-line laid shall be water-tight and subjected to a water test under a static head ‘of not less than 1 metre of water at the upstream end of the line. 10.2 The said water test shall be applied after laying and before placing concrete for haunching or encasing. Any leakage in the drain-line shall be rectified. 10.3 Every inspection chamber sball be water-tight and subjected to a water test. CODE OF PRACTICE ‘ON SANITARY PLUMBING AND DRAINAGE SYSTEM PART I : SANITARY PLUMBING SYSTEM Design of Sanitary Plumbing System 1 (8 061 « 47 1.1 The sanitary plumbing system for any premises shall be designed to carry away sewage and ‘waste water from the building quickly so as not to create any nuisance or risk of injury to health, 1.2 No sanitary plumbing system shall be used to convey rain-water, 1.3. The one-pipe "fully ventilated system’ is recommended in the design ofthe sanitary plumbing system. However, in the cise of residential buldings where the sanitary apliances are closely grouped around a discharge stack, the “single stack system’ may be adopted for buildings up to six storeys igh and the "ventilated stack system" for buildings up to fasion storeys high twenty fhe Description of Sanitary Plumbing System 21 Fully Ventilated System 43) 21.1 ‘The fully ventilated system is used where there are large number of sanitary appliances in range or where they have to be widely dispersed. 21.2 Every discharge stack shall have a uniform diameter of not Jess than 100 mm throughout its entire length 2.1.3 Where more than ove trap is connected to a discharge stack, each tap shall be provided ‘with a ventilating pipe of got Jess than 50 mm in diameter 2.1.4 Every ventilating pipe shall be constructed upwards individually and be connected to a ‘main ventilating stack. Such connection shall be above the spill over level ofthe soil sanitary appliances or floor traps served by such veatilating pipe. 2.1.5 The top end of every ventilating pipe or main ventilating stack shall either terminate as high as the discharge stack or connect into the discharge stack at a point pot less than 450 mm above the spill over level of the topmost soil sanitary appliance or floor trap. 10 2.1.6 For multi-storey buildings of seven-storey or higher, the discharge pipe serving the second storey shall be connected to a separate discharge stack of diameter not less than 100 mm. ‘This stack shall be extended to serve as ventilating stack but may be reduced to 75 mm diameter. 2.1.7 Cross venting between the ventilating stack and the discharge stack shall be provided at_ every ten storeys. 2.2 Single Stack System “ 2.21 The single stack system may be adopted where there are single appliances connected to 1 discharge stack or where the sanitary appliances/fittings are closely grouped round a discharge stack which is large enough to limit pressure fluctuations without the need for a ventilating stack. 2.2.2 The single stack system may be adopted for residential buildings up to six storeys high. 2.23 ‘The main discharge stack shall have a uniform diameter of not less than 150 mm without offzet throughout its entire length. 224 The length of the discharge pipe connecting to the discharge stack shall not be more than 2.5 m and there shall be not more than two numbers of connections made to the discharge pipe. (23 Ventilated Stack System 1” * ‘23.1 The ventilated stack system may be adopted im situations where there are close grouping. of sanitary appliances around the discharge stack in residential buildings up to fourteen, storeys high. twenty five ‘The main discharge stack shall have a uniform diameter of not less than 150 mm throughout its entire length. ‘The length of a discharge pipe connecting to the discharge stack shall not be more than 2.5 m and there shall be not more than two numbers of connections made to the discharge pipe. ‘A separate discharge stack of diameter not less than 100 mm shall be provided to serve the second and third storeys. This secondary discharge stack shall be extended to serve as ventilating stack but may be reduced to 75 mm diameter. The ventilating stack shall either terminate as high as the discharge stack or connect into the main discharge stack at a point not less than 150 mm above the spill over level of the topmost soil sanitary appliance or floor trap. Every trap for soil sanitary appliance and floor trap shall have a water seal of not less than 50 mm. Every trap with an outlet of less than 75 mm in diameter shall have a water seal of not Jess than, 75 mm, Every trap shall be provided with access cover so as to facilitate cleaning. 3.2 Discharge Pipe and Discharge Stack (#8116 (7) un 4 an 324 3.2.2 3.23 3.24 325 3.2.6 327 328 Every discharge stack shall have a uniform diameter and be made of the same material throughout its entire length, Every discharge pipe conveying soil shall have a diameter of not less than 100 mm. Every discharge pipe shall not be reduced in diameter in the direction of flow. Every discharge stack shall be extended through the roof to the atmosphere, [Every discharge pipe and discharge stack shall be fitted with access covers, bends, branches, junctions and other fittings for connections from the sanitary appliances and floor wraps. In the case of the "fully ventilated system” and “ventilated stack system", the discharge stack shall, as far as practicable, not form any offset throughout its entire length, Where offset is to be made, large radius bends of at least 200 mm radius shall be used and cross venting between the ventilating stack and the discharge stack is required above and below the offset. ‘Swept branch connections from discharge pipe to discharge stack are recommended. Opposed discharge pipes without swept entries shall be at least 200 mm apart so that the discharge from one branch into the other is avoided. In the case of 'P' floor trap and water closet pan connected in series to the same discharge Pipe, a double 45* bend shall be incorporated between the ‘P' floor trap and the water closet pan to prevent backflow. Such connection shall be above the spill over level of the soil sanitary appliance or floor trap served by such ventilating pipe. 33.3 Where cross venting is to be provided, the cross connection sball be sloped upwards from the discharge stack to prevent the entry of discharge water into the ventilation system. ‘This connection shall be of the same diameter as the ventilating stack, 3.3.4 The lowest cross venting between the ventilating stack and the discharge stack shall be fixed at a point not Jess than 225 mm below the lowest discharge pipe connection. 33.5 . Refer te addendum, 3.4 Termination of Discharge Stack and Ventilating Stack (911) 4” 3.4.1 The top end of every discharge stack shall be provided with a guard (i.e. wire ball for cast iron ventilating stack and uPVC cowl for uPVC ventilating stack) and extended not less than 150 mm above the highest sloping roof or 150 mm above a flat roof without parapet, or in the case of a flat roof with a parapet to the height of the parapet above the roof. 3.4.2 Ifa flat roof is used for any puxpose other than as a covering to the building, the discharge stack or the ventilating stack shall be extended at least 2.5 metres above roof level. 1B 124 On the upper storey level, a separate cast iron discharge pipe and stack of at least 100 mm diameter shall be provided. Sufficient cast itu Qvor traps shall be provided and connected to the cast iron discharge pipe and stack. The discharge stack shall be extended to serve as ventilating stack but may be reduced to 75 mm diameter and either extended to the roof of connected into nearby ventilating stack. The discharge stack shall be connected to a screen cbamber and grease trap prior to connection to the inspection chamber. 13. Provisions for Sullage Water Discharge (040 13.2 On the first storey level, sufficient floor traps and a cast iron gully trap with an aluminium alloy strainer bucket (Standard Drawing ENV/SEW/76/113 & 83) housed within a sump shail be Provided before connection to an inspection chamber (See Appendix 12). 13.3 On the upper storey level, the floor traps shall be connected to a separate suilage water discharge stack of at least 100 mm diameter. The sullage water discharge stack shall be connected to a east iron gully tap with an aluminium alloy strainer bucket housed within a sump at first storey level before connection to an inspection chamber, Similarly where there are several sullage water discharge stacks, sumps are to be provided at every change in direction to collect and direct the sullage water to an inspection chamber. However, the last sump prior to connection to the inspection chamber shall be provided with a gully trap with strainer as stipulated above (See Appendix. 11), 14 Sump for Sullage Water Drainage 00 14.1 Every sump for sullage water drainage system shall have a minimum depth of 450 mm fron surface level to invert Ievel where practicable. 14.2 Every sump shall have a minimum intemal dimensions of 600_mm in length and 600 mm in width. However, where a sump is required to accommodate a gully trap, it shall be at least 200 mm_x 700 mm. Where the pipework is required to be concealed, it shall be accommodated in an enclosure. Oriental Water Closet Pan (Squatting type) 3.2.1 Every oriental water closet pan installed in a combined bath and water closet compartment shall be fixed at least 75 mm above floor level. 3.2.2 Every oriental water closet pan shall be installed within a specially designed recessed reinforced concrete floor slab such that no part of the pan shall protrude into the floor slab or the floor below. The pan shall then be bedded in sand and conereted over to provide an impervious surround, The Qoor surrounding the pan shall also be graded to drain off any water into the pan. 33 Pedestal Water Closet Pan 33.1 Every pedestal water closet pan shall be secured to the floor using stainless steel or non-ferrous fixing screws. Provision shall be made in the floor to receive the fixing screws. 3.4 Wall Hung Water Closet Pan 3.4.1 Wall hung water closet pan shall be fixed with stainless steel bolts and nuts or other approved ‘means to an independent suppott frame such that no strain is transmitted to the water closet pan connector or any other part of the plumbing system, The support frame, depending on the design, shall be either fully or partially fixed within the structure of the building. 342 Refer to attached. Urinal 41 General 4.1.1 Urinal shall be of the individual wall bung type 4.12 Every urinal shall be firmly fixed to the wall by either stainless steel bolts and auts or other approved means. 4.13 Every urinal shall be provided with a fitting trap of at least 40 mm in diameter. Flush Valve 6.1 General 6.1.1 Every flush valve shall conform to the installation requirements in the Singapore Standard CP 48 — Code of Practice for Water Services. 6.1.2 Every flush valve sball preferably be concealed with only the activating knob/lever exposed. to the user. 6.1.3 Every flush valve shall be corrosion resistant, All exposed surfaces shall be bright chrome-plated or in stainless steel, 6.1.4 Only water closets and urinals may be fitted with flush valves. 6.2 Installation 62.1 Every flush valve for water closet pan shall incorporate approved check valve and vacuum breaker. Altematively, flush valve for water closet pan shall derive water from a separate storage tank which is not connected in any way with all other fittings supplying basin, sink, heater, ete in the building. 6.2.2 Every flush valve shall be controlled by an approved stop-valve. 624 Vacuum breaker of the flush valve shall be installed at least 1 metre above the rim level for oriental water closet pan and at least 300 mm above the rim level for other types of water closet pan. 625 Every flush valve shall be fixed to a urinal with a Qush pipe of beight not less than 150 mm. 6.26 Every lush pipe shall be made of either stainless steel! or chrome-plated copper alloy and preferably be concealed. a 6.2.7 The connection of the flush pipe of the flush valve to the water closet pan and urinal shall be made using a purpose made connector to ensure a robust and water-tight joint. 6.28 The minimum intemal diameter of the flush pipe for water closet pan shall be 25 mm. 6.2.9 The minimum intemal diameter of the Qush pipe for urinal shall be 13 mm. 6.2.10 For auto-sensing/electronic sensor flush valve, the installation of the sensor/electronic sensor ‘unit shall be carried out by a PUB licensed electrician who shall ensure compliance with the relevant regulations and Code of Practice, 62 base Refer to attracted Bidet TA General 7.1.1 Every bidet shall be provided with a spray nozzle fixed above the spill over level of the bidet pan. 7.1.2 Every bidet shall be provided with a fitting trap of at least 40 mm in diameter. Installation 7.2.1 The bidet pan shall be installed in accordance with the pedestal water closet pan or the ‘wall bung water closet pan as specified in Clauses 3.3.1 or 3.4.1 of this Part respectively. Special Soil Sanitary Appliance for Hospital 8.1 Approval of the Director shall be obtained for the use of any special soil sanitary appliance not covered under this Part 2 Waste Sanitary Appliance 9 9d Fixing of Waste Sanitary Appliance Every waste sanitary appliance which is suspeaded shall be fixed to the wall by means of brackets which are built or screwed into the wall. Every floor mounted waste sanitary appliance shall be provided with pedestal, foot and deg. Any sink and wash basin may be mounted on a cabinet All fixing screws shall be corrosion resistant, All joints between any waste sanitary appliance and the abuting wall shall be water-tight 9.2. Connection of Waste Sanitary Appliance 921 9.22 9.23 924 Every waste sanitary appliance sball be provided with a waste fitting trap for connection to the waste pipe. ‘The waste pipe shall connect to the floor trap above the water seal of the tap. ‘The waste pipe for waste sanitary appliance fixed on first storey level outside the building ‘may connect directly to a gully trap above the water seal of the trap. Where a group of 3 or more wash basins are connected in series, loop venting is required. However, the loop venting shall be terminated separately to the atmosphere. Part IV stipulates the procedure to be followed to obtain the approval of the Director for the use of a sanitary appliance. CODE OF PRACTICE ON SANITARY PLUMBING AND DRAINAGE SYSTEM PART IV : SANITARY APPLIANCE AND MATERIAL 1 Sanitary Appliance and Material 1.1 The term "sanitary appliance and material” shall refer to sanitary appliance/fitting, pipe and fiting, and manbole/inspection chamber frame and cover. 1.2 Bvery sanitary appliance and material used in the construction of a sanitary plumbing and drainage system described in this Code shall be of a type, size, brand, quality and workmanship approved by the Director. 1.3 Every sanitary appliance and material shall be clearly embossed or permanently marked with the brand name/trade mark and the country of origin at a conspicuous position such that they can be clearly identified after installation 2 Procedure for the Approval of Sanitary Appliance and Material 2.1 Every application for approval for sanitary appliance and material shall be made by the applicant to the Director in writing 22 The applicant shall deliver to the Director such samples of the sanitary appliance and material and give such other information in connection therewith as the Director may require. 2.3. If so required by the Director, the applicant shall deliver one or more samples of the sanitary appliance and material to the Singapore Institute of Standards and Industrial Research (SISIR) for examination and testing. The applicant shall pay such fees as SISIR may determine for such examination and testing or any other fees associated with the application for approval 24 The applicant will be votified in writing of the approval/disapproval based on the test reports received directly from the SISIR. 25 The Disector may require the applicant to dispose of all unapproved sanitary appliances and materials and to submit proof of such disposal 26 26 27 Norwithstanding the approval given for the use of the sanitary appliance and material, further samples may be required and selected at any time for periodical testing. ‘The approval given by the Director for the use of any sanitary appliance and material may be rescinded at any time if = (a) the sanitary appliance and material is found to be unsafe or unsuitable for use; (b) the design, material or construction of the sanitary appliance and material is changed or modified without the approval of the Director; and (©) the applicant has contravened or failed to comply with any of the requirements as may bbe stipulated by the Director. 27 CODE OF PRACTICE ON SANITARY PLUMBING AND DRAINAGE SYSTEM PART V : PROCEDURE FOR APPLICATION TO CARRY OUT SANITARY PLUMBING AND DRAINAGE WORKS 1 General 11 All sanitary works shown on the approved Sketch Plan/Building Plan shall be carried out in accordance with The Sanitary Plumbing and Drainage System Regulations, 1976 and The Code of Practice on Sanitary Plumbing and Drainage System. 1.2 Application for sanitary permit is required before the commencement of any sanitary work. 2 Sanitary Permit Under Sketch Plan 21 Application 21.1 The Registered Sanitary Plumber shall ensure that the following accompany the application: (2) Application Form A in duplicate (See Appendix 25) duly completed and signed by the Occupier, Owner/Developer and Land Owner or Management Corporation, where appropriate, and the Registered Sanitary Plumber. (©) Four (4) copies of locationjsite plans ; plans and sections. (© Plans and sections shall show the following : (@ scale to which the plans and sections are drawn ; i) details of any sanitary plumbing and drainage system which shall be coloured in blue, red and yellow for existing, proposed and to be abandoned items respectively ; (ii) position of any existing sewer, pumping main and industrial water main ; (iv) every sanitary appliance to be installed, repaired or replaced (v) every compartment which is to have or has any sanitary appliance and which is to be constructed or repaired; and (vi) signatures of the Owner/Developer or the Occupier and Land Owner, and the Registered Sanitary Plumber shall be endorsed on the plans. In the case of properties under Land Titles (Strata) Act, endorsement by the Management Corporation is also required. *(d) Payment of Sanitary Plan Fee of *$25.00 per application. (As prescribed under The Sanitary Plumbing and Drainage System (Amendment) Regulations, 1989.) *(e) Payment of cost for each Y-junction/box-out/advance sewer connection (as determined by the Director). *() In the case of temporary toilet facilities for construction site, letter of undertaking by Registered Sanitary Plumber to demolish temporary toileytemporary septic tank and seal off temporary connection after completion of the project (See Appendices 26 & 27). 2.2 Commencement of Work 221 Upon approval of the Sanitary Application, the Registered Sanitary Plumber shall notify ‘Sewerage Department by submitting Form B in duplicate (See Appendix 28) on the following: (@) _inteotion to commence work (b) witnessing sewer connection to sewer/manhole 2.22 A representative from the Sewerage Department is required to be present on site to witness the sewer connection to an existing sewer or manhole (including replacement of pipe junction fitting and breaching of manhole). 2.23 The owner, occupier or developer of any premises in which the sanitary works are to be carried out shall ensure that the Registered Sanitary Plumber : (a) has given all notices and obtained all consents that may be required by any law to be obtained from all relevant authority or persons in respect of the sanitary works; and () has taken appropriate insurance coverage against any damage or injury which may ‘be caused to persons or property or against any other Liability which may be inciurred under written law by reason of the execution of the sanitary works and sewer connection. ‘Such insurance coverage should be kept in force for the entire duration of the works. * To comply with where applicable + Subject to revision without notice 2.2.4 Where the trench to be excavated exceeds 4 metres in depth, it shall be constructed in accordance with design and drawings of a Professional Engineer, a copy of which sball be submitted to the Sewerage Department for record prior to commencement of work. 2.3. Supervision 2.3.1 The Registered Sanitary Plumber whose name appears on the approved Sketch Plan shall be fully responsible for the supervision and construction of the sanitary plumbing and drainage system in accordance with The Sanitary Plumbing and Drainage System Regulations, 1976, and the Code of Practice on Sanitary Plumbing and Drainage System based on the approved Sketch Plan, 232 The Registered Sanitary Plumber shall notify the Sewerage Department of any proposed deviation of work from the approved plan and obtain approval for the deviations before proceeding with the work. 24 Certificate of Supervision 2.4.1 Upon satisfactory completion of the work, the Registered Sanitary Plumber shall submit Form C — ‘Certificate of Supervision’ (See Appendix 29) in duplicate and arrange with the Sewerage Department for an inspection of the completed work. 25 Inspection of Completed Work 25.1 The Registered Sanitary Plumber shall eusure that Form B (See Appendix 28), Form C — Certificate of Supervision’ (See Appendix 29) and Form E (See Appendix 31) in duplicate are duly completed and submitted before arrangement for an inspection of the completed work can be made. Sanitary Permit Under Building Plan 31 Application 31 ‘The Registered Sanitary Plumber shall ensure that the following accompany the application = (@) Application Form A in duplicate (See Appendix 25) duly completed and signed by the Owner/Developer, Management Corporation, where appropriate, the Architect/ Professional Engineer and the Registered Sanitary Plumber. (b) Letter from the Architect/Professional Engineer to notify the Sewerage Department of the appointment of a Registered Sanitary Plumber for the work under approved Building Plan and to confirm that a certified true set of plan which is identical to the approved Building Plan has been given to the Registered Sanitary Plumber for the work. 30 3.2 Commencement of Work 3.2.1 Upon approval of the Sanitary Application, the Registered Sanitary Plumber shall notify ‘Sewerage Department by submitting Form B in duplicate (See Appendix 28) on the following (a) intention to commence work (b) witnessing sewer connection to sewer/manhole 3.2.2 A representative from Sewerage Department is required to be present on site to witness the sewer connection to an existing sewer or manhole (including replacement of pipe junction fitting and breaching of manhole). 3.23 The owner, occupier or developer of any premises/buildings in which the sanitary works are to be carried out and the Architect or Professional Engineer who prepared the plan fr specification of the sanitary works or who is to supervise those works shall ensure that the Registered ‘Sanitary Plumber:- (a) bas given all notices and obtained all consents that may be required by any law to be obtained from all relevant authority or persons in respect of the sanitary works; and (b) has taken appropriate insurance coverage against any damage ot injury which may bbe caused to persons or property or against any other liability which may be incurred under written law by reason of the execution of the sanitary works and sewer connection. ‘Such insurance coverage should be kept in force for the entire duration of the works. 3.3. Supervision 33.1 The ArchiteclProfessional Engineer whose name appears on the approved Building Plan shall be fully responsible for the supervision and construction of the sanitary plumbing ‘and drainage system in accordance with The Sanitary Plumbing and Drainage System Regulations, 1976, and the Code of Practice on Sanitary Plumbing and Drainage System based on the approved Building Plan, 3.3.2 The Architec/Professional Engineer shall notify the Sewerage Department of any proposed deviation of work from the approved plan and obtain approval for the deviations before Proceeding with the work. 34 Certificate of Supervision 3.4.1 Upon satisfactory completion of the work, the Architect/Professional Engineer shall complete Form C— ‘Certificate of Supervision’ (See Appendix 29) in duplicate to enable the Registered ‘Sanitary Plumber to arrange for an inspection of the completed work. 31 3.5 Inspection of Completion Work 35.1 The Registered Sanitary Plumber shall ensure that Form B (See Appendix 28) and Form E (See Appendix 31) duly completed and Form C — ‘'Centficate of Supervision’ by the Architect/Professional Engineer are submitted in duplicate before arrangement for an inspection of the completed work can be made. Withdrawal of Sanitary Application! Design Principle 24 2.2 23 24 25 26 A public toilet should have a clean, well ventilated and hygienic environment. It should be designed such that cleanliness can be readily achieved. The sanitary system should not only fulfil basic hygiene needs but shall also be suitably designed to meet the type of usage encountered in public toilets. Facilities have to be more durable than those in private homes. All sanitary appliances and fittings shall be of heavy duty quality and of robust construction to withstand heavy usage including an inevitable degree of abuse. To overcome the perennial problem of unflushed sanitary appliances in busy public toilets, the flushing after each use shall be automated to ensure that the sanitary appliances are kept clean at all times in these toilets. To minimise vandalism and improve the aesthetics of the toilets, only the parts of the appliance at the point of dispensing, activation or discharge shall be assessible to the user. Mechanisms, pipework, supports, storage compartments and other serviceable parts shall be concealed. Sanitary appliances shall be provided in sufficient numbers. Consideration should also be given for some to be used by children and the handicapped. All toilets which fall within the definition of a public toilet shall comply with the requirements in the Code of Practice. Toilet Floor 3.1 3.2 The floor of a public toilet shall be lined with suitable heavy-duty tiling material. Non-skid homogeneous, ceramic and quarry tiles are preferred. Other flooring material may also be used when approved by the Commissioner. The floor shall be graded towards a channel or floor trap to drain off any water effectively. The minimum floor gradient shall be 1 in 200. Where a channel is provided, it shall be graded at 1 in 80 to a floor trap. Gratings to floor traps shall be in plastic, stainless steel! or chrome plated steel of robust construction. 4 Walls And Pai ions 4.1. The internal walls shall he lined with glazed tiles. Thoy should preferably be fully lined. Otherwise a minimum height of 2.2 m shall be lined. 4.2 The internal partitions shall be fully lined with glazed tiles if con- structed of brick walls. Where other materials are used, they should be sufficiently strong and stable to resist a high degree of abuse. Surfaces including doors shall be surface treated against growth of fungus and should not be easily marked by writing instruments. 5 Ventilation 5.1 Public toilets shall be provided with mechanical ventilation. Natural ventilation to the external air will only be used where the layout permits good circulation or a thru-flow of air. 5.2 If natural ventilation is used, openings equivalent to a minimum of 10% of the toilet floor area shall be provided for each of 2 opposite walls. Ceiling or wall fans shall be provided to aid circulation of ai 5.3 The provision of mechanical ventilation shall comply with Part IV, Division 9 - Air Conditioning and Mechanical Ventilation of The Building Control Regulations, 1989. 6 Sanitary Appliances 6.1 All sanitary appliances and fittings for public toilets shall be of heavy duty classification and quality. Appliances of this classification will progressively be listed in the Sewerage Department's ‘Approved Products For Sanitary And Sewerage Works’. The quality of appliances under this classification shall comply with the respective requirements elaborated in Part 2 of this Code of Practice. 6.2 Automatic flushing devices shall be used for water closets and urinals in busy public toilets and those which experience periods of heavy usage such as those in shopping complexes, eating establishments and cinemas. The automatic flushing device shall meet the requirements stated in Part 2 of this Code of Practice. 6.3 Water closets and urinals in all other public toilets shall be operated by manual flush valves. Only where it is not technically feasible and waiver has been granted by the Sewerage Department, will the use of flushing cisterns be allowed. The flushing cisterns shall be of heavy duty classification. 6.4 The connection of sanitary appliances to sewerage system shall comply with the Code of Practice on Sanitary Plumbing And Drainage System. All plumbing connections, traps and pipeworks shall be consealed where possible. Where pipes are exposed, including sparge pipes for urinals, they shall be of rigid and non-corrodible material such as stainless steel. Plastic pipework shall not be used. 65 66 To minimise vandalism, a bottle trap for the wash basin may be omitted if the waste pipe is connected to a floor or gully trap. All mountings, supports, brackets and hinges for fixing sanitary appliances shall be of robust construction. They should be designed to take in excess of the normal loading, Extra loadings are specified in Part 2 of this Code of Practice for the respective appliances. Adequate Provision Of Appliances 7 7.2 73 74 18 16 The number of toilet appliances shall be provided in accordance with the Sanitary Facilities requirements in the Code of Practice on Environmental Health. In addition to the appliances addressed in 7.1, the following appliances shall be provided in the proportion as stated: Appliances Quantity {a) Soap dispenser One for every two wash hand basin subject to a minimum of one. (b} Hand-dryer blower Minimum of one. or towel dispenser (c) Litter Minimum of one. (d) Toilet paper holder | Minimum of one in each water closet compartment. Water closets shall be provided with squatting-type and pedestal- type water closet pans in a ratio that will be considered on a project- by-project basis. As a guide, at least 20% of the water closets in every public toilet block shall have squatting-type water closet pans. Water closets with squatting-type water closet pans shall be provided with raised foot rests. A self closing delayed action tap shall be provided in the innermost wall of at least one of the squatting water closet compartment. This compartment shall be recessed 25 mm below the surrounding floor or enclosed by a kerb which shall be not less than 25 mm in height and not less than 50 mm in width. Where more than 2 water closets are provided, at least one should be designed for use by the handicapped. Where more than 2 walt hung urinals are provided, at least one should be installed at children's height. PART 2 SPECIFICATIONS FOR SANITARY APPLIANCES IN PUBLIC TOILETS FOOTNOTE: The following specification sets a minimum standard for sanitary appliances to be used in public toilets. It is not exhaustive and is intended to serve as a guideline for appliances to meet the type of usage encountered in public toilets. It will be used as a basis for the heavy-duty classification of suitable sanitary appliances until particular heavy-duty standards are available for these appliances. Minimum Standards All sanitary appliances shall at least conform to the specifications, dimensions and tests stated in the respective Singapore Standards. (SS) or equivalent standards as listed in the Reference. Specifications over and above the standards are given in the particular specification of appliances. 1.2 Material The following materials subjected to the standards stated may be used for public toilet appliances: (a) Vitreous china conforming to SS42* {b) Cultured marble conforming to APMO: 18-66" (c)_ Stainless steel of grade 304 or higher grades conforming to BS 144g {d) Specific plastics, metals or other material approved by Sewerage Department for particular appliances. 1.3 Installation 1.3.1. All sanitary appliances shall have properly designed support and fixing points that are preferably concealed. Fixing bolts, nuts and supporting attachments like brackets, pads and hinges shall be made of stainless steel or other non-corrodible material. 1.3.2. The ground or wall fixing points, appliance support points and supporting attachments shall be able to support the loadings specified in the particular specification of the appliances. 1.3.3. There shall be a minimum of three and preferably four support points for wall hung sanitary appliances to provide support for uneven loading or side loading situations. Note: *See References 2 Water Closet Pan 2a 22 23 Suitable Types 2.1.1 Water closet (WC) pans, whether the ‘pedestal’ type or the ‘squatting’ type also known as the ‘oriental type shall conform to the specifications and tests in $S205. 2.1.2 Wall hung pans are preferred and should be used unless the provision of practical support fixtures is not possible due to space and technical constraint. The support fixtures should be able to withstand the specified loading requirements for the pan. Minimum Dimensions Dimensions of WC pans shall conform to $$205. The minimum thickness at any point of a vitreous china WC pan shall conform to $842. Installation The WC pan shall be able to withstand a downward load of 65 kg applied at its outer frontal or side extremities when installed. 3 Water Closet Seat And Cover 31 32 33 Suitable Types 3.1.1 WC seats for use in public toilets shall be solid moulding type without recesses on the underside. They should conform to the specifications and test in $16. They shall be sufficiently robust to be able to pass the impact test requirements in $816 without using buffers. 3.1.2 The hingeing device for the seat and cover may be of the material specified in SS16 except that plastic material shall not be used. Mi imum Dimensions WC seats and covers shall conform to the dimensions in $S16. The minimum thickness shall however be 4.7 mm for the seat and 6 mm. {to within 25 mm of the edge) for the cover. Installation 3.3.1 WC seats and covers shall be able to withstand the loadings and test in SS16. In addition, the hinged seat shall be able to withstand a side horizontal thrust of at least 110N applied at any location along the edge of the seat and cover. 3.3.2. The use of separate concealed stainless stee! nut and bolt to fix the seat hinge is preferred. 4 Urinal 4a 42 43 Suitable Types Urinals for public toilets shall be individual wall hung units to confine the area exposed to urine, They should have integral or separate attachments to conceal the discharge pipes and traps at the urinal's outlet. Minimum Dimensions 4.2.1. Urinals shall be more than 300 mm wide and the collection area shall project from the wall by at least 300 mm. 4.2.2. The minimum thickness at any point of a vitreous china urinal shall conform to $S42 and for a stainless steel urinal shall not be less than 1.2 mm. Installat Jn 4.3.1. The installed urinal shall be able to withstand a downward load of 65 kg applied anywhere on the appliance. 4.3.2. The urinal installed for children shall not be higher than 380 mm measured from the floor. 5 Wash basin 54 52 53 Suitable Types Wash basins (WB) for use in public toilets may be a single supported unit, a series mounted on a bench or an integral series with draining board. Individually supported units shall only be used where one WB is to be provided. Otherwise the other types shall be used. Minimum Dimensions 5.2.1. Individually supported WB shall have a back skirting up to 76 mm high. The minimum size of these WB shall be 620 mm in length and 445 mm in width. 5.2.2 For bench mounted or integral series WB, the minimum size of each WB shall be 548 mm in length and 396 mm in width. However, the bench or draining board shall have a minimum width of 500 mm. The bench shall be fully tiled and shall have a dropped front to conceal the discharge pipes of the WB. Installation 5.3.1. The single WB shall be able to withstand a downward load of at least 65 kg applied on any point of the rim. 5.3.2. The series mounted WB shall be able to withstand a downward load of at least 65 kg for each WB applied simultaneously on the front edge of the mounting. 6 6. Automatic Flushing Devices 61 6.2 Suitable Types 611 6.1.2 6.1.3 All automatic flushing devices shall be activated by sensors. Automatic flushing devices that can be used are either: a) Sensor-operated mechanisms that can activate an approved manual flush valve; or b) A fully integral sensor-operated water fitting for flushing which is approved by the Sewerage Department, They shall comply with the Public Utilities Board's re- quirements governing electrical installations and appliances. The automatic flushing device shall be designed to have the operating sequence as follows: a) To trigger only if it detects a person within a specific activating distance for a duration exceeding 5 seconds and then; b) To flush the sanitary appliance immediately after it detects the user leaving the sanitary appliance. Where the automatic flushing device is a fully integral sensor- operated water fitting it shall be capable of delivering the volume of water and the rate of flow for the sanitary appliance as stipulated for flush valves in the Singapore Standard CP 48 - Code of Practice for Water Services. Instaltation 6.2.1 6.22 6.23 6.2.4 Each sensor unit shall only operate one flushing unit for a sanitary appliance. The sensor unit when installed should not be affected by the operation of adjacent sensor units. The sensor unit's stable sensing area shall be adjusted for an activating distance that is as follows:- a) 600mm for a urinal; and b) 900 mm for a water closet All automatic flushing devices whether retrofitted to activate an approved manual flush valve or a fully integral water fitting shall be firmly installed on the wall fronting the appliance. It should not be supported by the water pipeline. The installation of automatic flushing devices shall also comply with the conditions for installation of flush valves stipulated in the Sewerage Department's Code of Practice on Sanitary Plumbing and Drainage System. Manual Flush Valve And Self-Closing Delayed Action Tap 7.1 Suitable types 7.1.1 Manual flush valves and self-closing delayed action tap shall be of robust construction with surfaces bright chrome plated or in stainless steel. 7.1.2, They should be preferably activated by depressing a push- knob. All adjusting mechanisms shall be temper proof and securely concealed. Flush valves with only the activating knob exposed to the user is preferred. 7.1.3. They shall operate without sticking, whistling or causing water hammer. 7.2. Installation a 1 Installation of flush valves shall comply with the Sewerage Department's Code of Practice on Sanitary Plumbing and Drainage System. 7.2.2 Every self-closing delayed action tap installed for WB shall be adjusted for a flow rate and timing as stipulated by the Public Utilities Board. 8. Flushing Cistern And Flush Pipe 8.1 Suitable Types 8.1.1 Flushing Cisterns shall only be used where it is not technically feasible to use manual flush valves or automatic flushing devices. In such cases, the type of cistern to be used shall be of heavy duty type described as follows. 8.1.2 The cistern and its components shall conform to the specification and test described in SS68. All moving parts shall be made of non-corrodible metal. The pull chain or operating level shall be of stainless steel. The cistern cover shall be firmly held in position with concealed screw bolts. 8.1.3. Flush pipes shall be made of either stainless steel or chrome- plated copper alloy and preferably concealed. Plastic pipes shall not be used. 8.2 Minimum Dimensions The cisterns shall conform to the dimensions in SS68. The minimum thickness for plastic cistern shall however be 10 mm 8.3 Installation When installed, the cistern shall be able to withstand a downward load of 65 kg applied at any location on the cistern. The activating pull chain or lever shall also be able to withstand a dead load of 65 kg. Practice. Clause 1.2 Tnsert new Clause 1.2 after Clause 7.1 “Sanitary drainage system shall be designed to convey only sewage. Rain-water is to be channelled to surface storm-water drain, Part page 4 Clause 6.3 Replace the existing Clauses 6.3 with the following : -Every floor/gully trap intended to receive sullage water shall be located within covered areas and designed such that it will not allow ingress of rain- ‘water into the sanitary drainage system, The floor/gully trap shall be fixed with a frame and a grating at least 5 mm below the paved floor. The floor surrounding such gully trap shall be sloped towards the trap. Part Upage 4 Clause 6.9 Replace the existing Clause 6.9 with the following: ~ In accordance with the Vector Control & Research Department's requirement for prevention of mosquito breeding, every floor/ gully trap fixed with perforated ‘cover shall be provided with an approved anti- mosquito device so as to prevent mosquitoes from gaining access to breed in the water seal in the floor/ gully through the holes at the perforated cover.
